EVERYONEıS ABC?
Every time Iım confronted with ABCıs television station identification promo
"Everyoneıs ABC", I canıt help thinking, what are they doing?, who are they
trying to fool?, what does it all mean? The ABC does not belong to the
Australian people, itıs not "Everyoneıs ABC", itıs not owned by the staff,
board, listeners or viewers. Itıs owned by the government of the day. Like
the Commonwealth Bank, Qantas and the countryıs airports, the ABC can be
privatised tomorrow and there is nothing that can be legally done to reverse
the governmentıs decision to sell off "Everyoneıs ABC".

Irrespective of how many speeches are made, protests are held, at the end of
the day itıs the governmentıs, not "Everyoneıs ABC". Any government with a
majority in both houses of parliament can sell the ABC tomorrow.
Fortunately the threat to the ABCıs future can be countered by an active
public campaign to incorporate the ownership of the ABC in the Australian
Constitution. Unfortunately the only people who can put a question to the
Australian people in a referendum is the government of the day. Opposition
parties that are floundering to formulate new policies could support the
idea that they would call a referendum to incorporate the ownership of the
ABC in the Australian Constitution when they won office.

What at first thought may seem to be a radical initiative is really a
sensible constitutionally viable way of making the ABC "Everyoneıs ABC". If
a referendum is held that incorporates the ownership of the ABC in the
Australian Constitution, the ownership of the ABC is automatically
transferred from the government of the day to the Australian people if that
referendum is won. No government could unilaterally sell off the ABC to
meet budgetary or ideological concerns without asking the Australian people
in a referendum to transfer ownership of the ABC back to the government of
the day.

The ABC should stop misleading people by claiming itıs "Everyoneıs ABC".
Their promotional material is both intellectually and factually wrong. The
current advertisements should be taken off the air because they contravene
broadcasting regulations that demand truth in advertising. The ABC can only
be called "Everyoneıs ABC" when its ownership is enshrined in the Australian
Constitution.

"CULTURE WARS"
On Sunday afternoon while watching my son play soccer, another parent whom I
had exchanged brief snippets of conversation with during the year, seemed
more talkative than usual. The game, the last of the year, had become a one
sided affair, our sons team scoring seemingly at will. Our friend a man in
his forties, a black South African, had come to Australia as a refugee with
his wife and young family in 1989. He was grateful that his young children
would be able to grow up in a society that was not blighted with the curse
of institutionalised racism.

Maybe it was the sun, maybe it was because my wife is an indigenous
Australian, he wanted, possibly needed to share his feelings with somebody
who would understand. He reminisced about how friendly everybody was when
he first came to Australia. He and his family were made welcome, neighbours
welcomed them into their community, work mates were interested in his
welfare, migrants and non-migrants alike talked to him, shared their
experiences and made him and his family feel like valued members of a
community. He then stopped talking, heıd said more than Iıd heard him say
all year.

He looked around, he didnıt want to seem ungrateful, but as we were well
away from the rest of the spectators, he resumed his conversation. He
wasnıt angry, just sad that things were different. He found that since the
Howard government was elected, things began changing. Slowly imperceptibly
things changed, he and his family donıt feel welcome any more, many of their
neighbours and work mates donıt talk to them any more, people keep to
themselves. He feels like an outsider, he and his family are no longer
valued citizens, they are barely tolerated by those around them.

Their experiences are being replicated in tens of thousands of homes across
the country. They are victims of the culture and history wars that have
been waged by the Howard government and neo-conservative elements within the
fourth estate that has successfully transformed Australian culture from an
inclusive to an exclusive one.

Hard working people who have a contribution to make are being marginalised,
their children are being ostracised, their lives are being ghettoised for no
other reason than the colour of their skin, their culture, what they wear or
their religion. The damage that has been done to Australian society in just
a decade of neo-conservative rule, has ramifications that will be felt by
all Australians long after the Howard government loses office.

NO NO NANETTE!!
Seems very reasonable at first glance, the Victorian Law Institute is all
for it, 200,000 criminal cases are waiting to be heard. The backlogs are
getting longer every day, something needs to be done about it. Justice
delayed is justice denied. Eureka!! Rob Hulls the Victorian Attorney
General has had a brainstorm. Why not expand the pool of part-time judges
that hears cases, by appointing solicitors, barristers and academic legal
eagles to temporarily fill the void. Normally, access to the part time
judicial pool has been restricted to retired judges who want to continue
their service to the community or who want to make a few extra dollars to
top off their generous retirement allowances.

Looking at Rob Hullsı plan a little closer, it's an obvious plan to destroy
what little independence from government interference the judiciary
currently enjoys. Magistrates and judges are appointed for life for one
very simple reason. To protect the public from State interference in the
judicial process. Temporary judges can and will be pressured by
governments, especially in high profile cases and in cases where citizens
are in a dispute with the government of the day, to bring down a decision
that costs the government.

The pressure applied will be a subtle process. The prosecutor's office
isn't going to pick up the phone and have a chat with the temporary judge,
or the Attorney General isn't going to send one of his advisers to have a
chat with the judge, nothing as crude and obvious as that. It works like
this, if the temporary judge has a habit of not coming down with the right
decision they'll soon find they wont be re-appointed. Those temporary
judges that want to use their position as a spring board to a permanent
judicial appointment will be tempted to approach cases in a manner that
quickens the pulse and gladdens the heart of the Attorney Generalıs
Department. Before you know it, only the judges who are willing to look
after their masterıs interests get a guernsey for a permanent position in
the court. It's ironic that an anarchist should be arguing to protect the
integrity of the courts while the Victorian government wants to rob them of
what little independence they enjoy. The solution to the problem is very
simple, review the laws that make social problems criminal offences, create
a new system to deal with the plethora of people who face court for
victimless and social crime and if you need extra judges make a few more
full time appointments. It doesn't take a genius to work that one out.

THE FIRST ROUND
Last Friday evening around 1500 people gathered on the steps of the State
Library of Victoria to fire the first shot in a campaign that will dominate
the political and social agenda in this country over the coming year.
Defend and Extend Medicare Australia, a non-party political federation of
autonomous federal electorate groups, has succeeded in launching a campaign
to both defend access to universal health care and extend the same
principles to other areas of the health care delivery system.

The young and old, the sick and the healthy, trade unionists, political
activists and the non-political, gathered in the fading light on a cold and
drizzly evening to hear a bevy of speakers outline their views about the
Howard government's plans for Medicare. The Federal Health Minister,
Senator Kay Patterson, refused to address the rally and used her
parliamentary office to launch a media blitz, describing the organisers of
the rally as fringe activists and trade unionists. It seems the Federal
Health Minister has failed to grasp that Defend and Extend Medicare
Australia is a grassroots movement that includes both conservatives and
radicals, the political and the apolitical.

The rally at the State Library was addressed by Mr. Rod Wilson the convenor
of the Victorian Medicare action group, Ms. Helen Lee a community health
activist, Mr. Leigh Hubbard the Secretary of the Victorian Trades Hall
Council. Senator Kerry Nettle the Green's Health spokesperson, gave a
passionate address about the importance of Medicare and advised those who
attended the rally that the Greens would be introducing a motion in the
Senate in the next week to stop $2.5 billion of the tax payer funds going to
a private health insurance industry that only looks after the hospital needs
of 50% of the population. Senator Lynne Allison, the Democrat's Health
spokesperson assured everyone that the Democrats would vote against the
Howard government's Medicare package, while Julia Guillard, the A.L.P's
Shadow Health Minister spoke about how the current system was failing more
and more Australians. I spoke about the importance of the rally and the
necessity for those who took part in the rally and march to Federation
Square, to start forming groups in their Federal electorates. Defend and
Extend Medicare Australia has not been formed to act as a cheerleader for
any political party. It is a new type of political organisation that relies
on grass roots support. All members are volunteers, they all believe that
access to health care should be a right, not a charity, or a luxury. The
Defend and Extend Medicare campaign is an issue-orientated campaign that
affects each and every Australian. Whether access to health care continues
to be a collective responsibility, or becomes an individual responsibility,
will be determined by the amount of pressure that Federal based electorate
groups are able to exert on their Federal representatives. If the Howard
government's Medicare package is passed by the Senate, bulk-billing will be
restricted to a small percentage of concession cardholders. Other
Australians will find that access to health care will once again become a
personal responsibility. Those who don't have the income to insure
themselves will find they will have to rely on under funded, poorly staffed
public accident and emergency departments to access health care facilities.

The reduction in the number of consultations that are bulk billed, is a
direct result of the Howard government's ideologically driven agenda to make
access to health care an individual, not a collective responsibility. The
drop in bulk-billing rates has occurred as a result of the Federal
government's policy of keeping the scheduled fee at artificially low levels.
The Medicare rebate, especially for general practitioner consultations, has
not kept pace with inflation and increasing practice costs. Currently it is
becoming much more difficult for bulk billing practices to survive. Without
significant increases to the schedule fee, bulk-billing rates will continue
to decline and more and more Australians will find they will have difficulty
in accessing basic health care services.

The tragedy about the government's Medicare package is that it will lead to
rapidly escalating health care costs for individuals, families and the
community as a whole. High bulk billing rates keep the lid on health care
costs. The more doctors who accept the 83% government rebate, as full
payment for their services, the greater the competition faced by those
doctors who do not bulk bill. As bulk billing rates decrease, the brake on
health care costs is removed and costs escalate. The Federal government's
Medicare package is the single most important welfare threat that
Australians have faced in decades. Only the very rich have the disposable
income to meet the health care costs associated with a significant illness.
Medicare shares the load collectively. Since its introduction, most
Australians have not had to worry about the financial consequences of
illness. They have been able to access basic health care services,
irrespective of who they are, how much they earn, or how sick they are.
This is about to change, that's why the struggle to defeat the Howard
government's Medicare package in the Senate, is such an important one. If
these changes are passed, financial considerations will dominate people's
relationships with the health care delivery system. Over the next four
months, Defend and Extend Medicare Australia hopes to establish an
autonomous Defend and Extend Medicare groups in each of Australia's 150
Federal electorates. Currently twelve Federal electoral groups have been
established. Those groups that are centred around the Melbourne
Metropolitan Region are in the process of organising a second major rally at
5.00 pm on FRIDAY THE 3RD OF OCTOBER OUTSIDE THE STATE LIBRARY IN SWANSTON
STREET MELBOURNE, to coincide with the introduction of the government's
Medicare package in the Senate. The more people that take an active part in
the movement to Defend and Extend Medicare, the greater the chances that
Australian's will continue to have access to a system where access to health
care is a collective, not an individual responsibility.

ANARCHIST QUESTION AND ANSWER
Q. IMMIGRATION?
A. Listening to some anarchists you could be forgiven for thinking that the
world will become everyoneıs oyster and everybody will be able to freely
move and live wherever they like. Immigration will be a contentious issue
in an anarchist society because the people who live in a particular area
will ultimately make the decision about how many people they are able to
absorb within their community. Density of current population, resources
available and the need for new people will help to fashion particular
groupsı immigration policies.
Resources available and the need to move will be two of the major criteria
that will be used to determine how many people can be absorbed into a
community. Preference will be given to political refugees who are escaping
persecution in their home countries. People who are fleeing wars, religious
persecution, famine and environmental disasters would also be welcome.
Immigration policies would not be targeted at well-educated people whose
skills are needed in the communities they live in. Australiaıs current
immigration policies give lip service to the needs of refugees. The current
immigration quota is mainly filled by skilled migrants with assets. The
Australian government poaches people with skills from some of the most
disadvantaged places in the world, while ignoring the plight of political,
religious and environmental refugees.
The greater the number of anarchist communities that are formed, the greater
the free movement of people within those communities. Isolated anarchist
societies that are surrounded by hostile neighbours, run the very real risk
of being swamped by people who do not share their concerns and do not
support the way their society functions. Immigration policies in such a
community would be centred around attracting people that share the concerns
of people within that society and who are willing to help protect and extend
the gains that they have made.
Immigration would be a topic of hot conversation within different anarchist
communities. Their approach to the issue would be determined by both the
needs of those who are forced to leave their communities and the resources
that are available to absorb new arrivals into their society.

ACTION BOX
THE POWER OF TALKBACK RADIO
As the person who was responsible for organising publicity for the first of
the Australia wide rallies that will be held over the next 12 months to
Defend and Extend Medicare, I was astounded at how seriously the fourth
estate takes its gate keeper role. The Australia media is much more a
hostage of the government than people realise. The Health Minister Senator
Kay Pattersonıs office has been involved in a campaign of media
disinformation that has attempted to portray the Defend and Extend Medicare
group as a fringe group that should be denied publicity.
The Federal government understands the political power of a group that is
able to coalesce support around the issue of health care in the country,
thatıs why at this early stage they are deploying behind the scenes pressure
to destroy the movement. The strength of Defend and Extend Medicare
Australia will ultimately be determined by the number of people it can
mobilise on the streets about the issue. After countless interviews and
conversations with media outlets it became obvious that few had any
intention of giving any information out about the rally on Friday the 5th of
September let alone initiate any discussions about the issue outside a pre
determined agenda.
Itıs important that we beat them at their own game. The next Defend and
Extend Medicare rally will be held in Melbourne at 5.00pm on FRIDAY THE 3RD
OF OCTOBER AT THE STATE LIBRARY OF VICTORIA, the corner of Latrobe and
Swanston Street, Melbourne. Supporters of the rally in Melbourne need to
start using talkback opportunities both on the ABC and the commercial media
to acquaint people with the rally. The more people who hear about the
rally, the greater the chance they will participate. When you call talkback
radio tell them you want to talk about the governmentıs Medicare package.
If you get on, tell the presenter you donıt support the package because it
will deny people access to health care and in the same sentence tell them
you will be attending a rally organised by Defend and Extend Medicare
Australia at 5.00pm on FRIDAY THE 3RD OF OCTOBER outside the State Library.

Remember audacity is the key to success, use what is available to get your
message across. They canıt keep ignoring you if you take the fight up to
them. If you donıt fight for access to health care and help break the
fourth estateıs media embargo surrounding the issue, you will find that you
and your fellow citizens will lose access to universal health care.

AUSTRALIAN RADICAL HISTORY
WOMENS POLITICAL ASOCIATION (WPA)
One of the most remarkable radical organisations founded in Australia was
the Womens Political Association. Formed in 1914 by Vida Goldstein, the
first woman who stood for parliament in the British Empire. She stood for
the Senate in 1903 and polled a credible 51,497 votes using the slogan "All
the men in parliament cannot represent one woman as adequately as one woman
can represent all women".
In 1916, the Womens Political Association took out a lease on Guild Hall
(Storey Hall at RMIT in Swanston Street, Melbourne). Guild Hall became the
centre of the anti-conscription struggle in Melbourne. The Womens Peace
Army, an anti-war auxiliary of the Womens Political Association that Œwaged
war against warı, was involved in a series of marches and demonstrations in
Melbourne that helped to defeat Billy Hiughesı conscription referendum in
1916 and 1917. Although the WPA was lampooned in the press, attacked by
return servicemen and baton charged by the police on numerous occasions,
they attracted support from a bevy of talented female activists. Agitators
included Cecilia John, a well known operatic singer whose rendition of ŒI
Didnıt Raise My Son To Be A Soldierı was banned under the 1915 War
Precautions Act. An Act which is not as draconian as the A.S.I.O.
Anti-Terrorist Bill passed this year by the Senate. Bella Lavender, the
first woman to receive a degree from Melbourne University and Jennie Baines
the first political prisoner in Australia to engage in a hunger strike.
The Womens Peace Army was able to mobilise up to 80,000 demonstrators at a
time, through the streets of Melbourne and down at the Yarra bank, in
opposition to the war. They were also involved in solidarity actions with
the Trade Union movement and threw their support behind the bitter 1917
wharf dispute, speaking to the strikers and providing practical everyday
support for the strikers and their families. The Womens Political
Association organised kitchens, restaurants, food distribution centres, a
barberıs saloon, boot factory, grocery shop, social evenings and movie and
card nights for the strikers. The Womens Political Association formed
important links between the womenıs movement and the militant Trade Union
movement. The Womens Political Association disbanded shortly after the end
of WWI, a victim of its own success.

"RUN LIKE YOU STOLE SOMETHING
­ The Science Behind The Score Line"

Dr Damian FARROW and Justin KEMP are professional sports scientists working
at the Australian Institute of Sport and the Australian Catholic University
in Melbourne who have come up with one of those books that nobody needs but
which fulfils a thirst for sporting trivia. Based on their popular 3RRR
radio program ŒRun Like You Stole Somethingı, they dissect the science
behind professional sport in an amusing and cerebral manner.
Illustrated by Jos Tan, the lads bring to the readerıs attention a plethora
of useless but interesting sporting information. This little 220page
offering is divided into 6 fascinating chapters that include gems like
ŒSensory Skill In Sportı, ŒMind Over Matterı, Nature Versus Nurtureı, On The
Edgeı, my favourite ŒItıs A dangerous Gameı and ŒDonıt Believe All You
Hearı. Each page has a ubiquitous box or two with some delicious piece of
useless information. Page 158, Tammy Van Wisse, the long distance swimmer,
when asked how she might combat the Loch Ness monster, shot back "Iıll
probably cover myself in Vegemite", English spinner Greame Swann when asked
how he toughened his fingers replied "Urine in a bucket, I dip my hand in
that. I find it works best".
Deaths in sport have always been an occupational hazard. This book is full
of stories of how athletes and spectators have met their end. In 1955,
Pierre Leveghıs car left the circuit at Le Mans killing himself and 85
spectators. The authors examine why different racial types dominate
different sports. All 40 finalists in the Olympic Menıs 100 Metres Final
from 1984 to 2000 have been of black West African descent. Page 169 looks
at the perennial question about whether the umpire is always right. In a
soccer study investigating the accuracy of Œoff-sideı decisions by linesmen,
the officials made 40 errors of judgement out of 200 decisions. No wonder
soccer spectators have a reputation for violence.
Just in case you think ŒRun Like You Stole Somethingı is just a treasure
trove of sporting trivia, think again. This book combines trivia, science,
history and analysis of sport on activity that takes up an inordinate amount
of time, money and energy both in the lives of the politically aware and the
brain dead.
ŒRun Like You Stole Somethingı is available for AUD$29.95 from most
bookshops. I recommend you wait a few months, the price will come down in
the near future. It will never become a best seller, but in the tradition
of the Monty Python skits, it will be around for a long time.

PERSONAL OBSERVATION
Dark suits, women in designer dresses, open necked shirts and the occasional
child crowded into the chapel. The coffin covered by flowers, flanked by a
drawing of the deceased, focused the mourners attention on the banality of
life. The celebrant opened the proceedings, the polished performance of a
man who knew what the self made man and woman at the funeral wanted to hear.
His eldest son spoke of the man, a great man, a man of vision, tough but
kind, a man of his times.
He was a survivor, a man who as a 14year old had been involved in those last
few mad days in Berlin when 12year old Hitler youths were pitted against the
might of the American and Russian army. He survived selling cigarettes to
US servicemen, following his brothers to the land of opportunity, to begin a
new life as far away as possible from the madness that consumed Germany. He
worked, he prospered, his business grew, his sons grew up and joined the
business. He began to enjoy the fruits of 16hour days, entertaining,
surrounding himself with his friends and his partnerıs friends, living life
to the fullest.
He began to lose breath, he found himself needing oxygen. His little oxygen
cylinder accompanied him everywhere. He did what he could, tidying up his
business, making plans for his sons, their children and his partner.
Everything has its place, in life and death. Order out of chaos, a future
for others. His life shaped by his youth in Hitlerıs hot house. "No Hitler
blooming in this house" he shouted when his partner brought home a hydrangea
for the garden, Hitler loved hydrangea, pots adorned his garden and his
offices. Our friend equated Hitlerıs collective madness for the German
people with hydrangeas. He did not want to be reminded of that madness
every time he walked into the back garden.
He died an hour after he came home from hospital of pulmonary fibrosis, his
lings scarred by exposure to asbestos. As a young immigrant he worked at
Yallourn in the Latrobe Valley, building the power houses that still provide
energy for Melbourne. Heıs not the first nor will he be the last. A
generation of workers are now reaping the benefits of working in the land of
opportunity, working with materials that have blighted the lives of
thousands. A silent epidemic, culling men and women at the very moment they
are about to retire and enjoy the fruits of their labour.

STOP PRESS
DANCING IN THE STREETS?
The United States attempts to draw the United Nations into the Iraqi
quagmire is an admission by the Bush administration that the people of Iraq
didnıt welcome the invasion of their country with dancing in the street.
The Bush administration, a victim of its own overblown propaganda machine,
expected to be hailed as liberators by the people of Iraq. The believed
they could use the oil revenue from Iraq to bankroll their occupation and
pay for the transportation of Iraq into a US dependency.
Unfortunately for those involved, the scenario isnıt as clear cut as was
expected. Remnants of the Baath Party and Saddam Hussein, still continue to
provide sporadic resistance against the occupation. More importantly, Iraq
has become an epicentre for Muslim fundamentalists from around the world.
The US occupation of Iraq is being treated like the Russian occupation of
Afghanistan. Fundamentalist groups are waging direct attacks on targets in
Iraq, add to this volatile cocktail the Shiites in the South who have a very
close relationship with the Iranian government and you see how difficult the
situation is. The Bush administration also faces the problem that if a
Kurdish State is formed in Northern Iraq, Turkey may invade Northern Iraq.
No wonder the US needs more overseas participation in the occupation forces
it has in Iraq. The current attempts to induce other countries to send
troops to Iraq to support the US led invasion have come to nothing because
the Bush administration is not willing to cede power to the Iraqis or share
revenue generated by oil exports. Faced with an election in 14 months time
and a restive local population, the Bush administration has no option but to
ask for help.
It seems they have bitten off more than they can chew and are now looking
round for support for their unilateral invasion of Iraq. No wonder John
Howardıs run off to the Solomon Islands. It seems that the Australian
government was well aware of the difficulty of keeping the lid on in Iraq
and has chosen to deploy its troops to what initially seems to be a softer
target, the Solomon Islands. Australia has around 900 troops deployed in
the Middle East, many in Iraq. Itıs possible with the right amount of US
prodding that more Australian troops will be sent to Iraq, unless a strong
Œbring the troops back homeı campaign is launched both in the US and
Australia.
