"NEVER ENOUGH MONEY"
It seems Tony Abbott, the Prime Ministerıs great white hope for the health
portfolio, is up to his old tricks again. In a blaze of publicity, he
negotiated an 18month moratorium with the doctorıs peak health bodies about
the insurance indemnity crisis they faced. Problem solved for 24 hours,
until it dawned on the doctorıs groups that the issue had been cleverly
pushed aside by Abbott till after the next Federal election. It didnıt take
the doctors long to realise that what seemed like a victory is just another
political ploy to bury the issue without actually dealing with it.

On Monday, Mr. Abbott turned his attention to the governmentıs discredited
Medicare package. A package that Senator Patterson and the Prime Minister
assured one all would save Medicare and lift bulk billing rates. Abbott
knows that the governmentıs Achilles heel is the health care portfolio.
Every day the Australian pubic is greeted with another health care disaster.
Abbott has acknowledged that the package is moribund. He intends to change
the Medicare package to make it more acceptable to the Democrats and the
Independents in the Senate, adding the proviso that there is "never enough
money" to deal with Australiaıs health care needs. Never enough money? He
must be joking.

The government can find a cool $2.5 billion every year to help bankroll the
private health insurance costs of the 43% of Australians who can afford to
buy private health insurance. It finds itself with a $7.5 billion surplus,
but it couldnıt find an extra billion dollars to fund the grossly inadequate
Commonwealth State public hospital agreement that was signed off with the
States a few weeks ago.

Abbott has been appointed as Health Minister to sell the governmentıs
discredited health care package. This government does not accept the
premise that access to health care is a collective, not an individual
responsibility. The type of health care system Australians eventually end
up with, is essentially a political question not a financial one. What the
Federal government health policies turn out to be, will be determined by the
number of Australians who make access to health care a number one priority
and place direct pressure on their Federal representativeıs to also make it
their number one priority.

SENATE REFORM?
John Howardıs attempts to strip the Senate of its constitutional powers to
review and block legislation passed by the House of Representatives, is
supported by both the Democrats and the Australian Labor Party. Both the
Democrats and the ALP are willing to support the governmentıs proposal to
strip the Senate of its power to block supply in exchange for fixed four
year terms. The payback for the Senate would be that they would be elected
for eight years, while the payback for the government of the day would be
that it would be guaranteed passage of its money bills.

The Prime Ministerıs proposal would allow a joint sitting of parliament to
be held to deal with legislation that had been blocked by the Senate,
stripping the Senate of its review role. Over the past hundred years, power
has shifted from the States to the Federal government. Australia is a
Federation of States. The States joined the Federation because the
composition of the Senate, an equal number of members (12) from each State,
protected the interests of the smaller States from the interests of the
larger States and from the Federal government.

Those Australians that participate in parliamentary elections have
consistently since the dismissal of the Whitlam government in 1975 voted for
a Senate whose composition does not reflect the dominance of the party that
has won the House of Representative election. Although the Senate has the
power to block any House of Representatives Bill, only around 2% of bills
are blocked. Supply, has only been blocked on one occasion, by Malcolm
Fraser in 1975. The governmentıs and the opposition proposed alterations to
the Constitution are just another naked grab for power.

Fortunately for Australians, the Constitution cannot be changed without a
referendum that is passed in a majority of States by a majority of electors.
Historically Australians have defeated referendums that give increased
powers to governments. Even if a proposal to dilute the power of the Senate
ever gets to a referendum and itıs supported by the Liberal/National Party,
the Australian Labor Party and the Democrats, the chances that it will
succeed are exceptionally slim indeed.

HAPPY BIRTHDAY?
Monday the 6th of October marked the 100th anniversary of the High Court of
Australia. The Prime Minister, the seven High Court judges, the State
Attorney Generals, the Governor General and 200 invited guests (I didnıt get
an invitation, did you?) marked the "happy" event at the High Court offices
in Melbourne. Interestingly the charade that the High Court is an
apolitical court, whose integrity is honoured by the conservative side of
politics, held centre stage during the celebrations.

Although the High Court likes to think of itself as an apolitical court,
High Court judges are appointed by the government of the day. One of the
most important spoils of parliamentary office is the ability of the Prime
Minister fill a High Court vacancy. The longer the Prime Minister holds
office, the greater the chance the incumbent has of stacking the High Court
with judicial appointments that reflect the Prime Ministerıs options and
strategies. Interestingly, the High Court of Australian normally comes
under sustained attack from the conservative side of politics when the High
Court decisions are deemed to have overstepped the mark by those sections of
the Australian community that wield power.

The Mabo High Court decision, a decision that the conservative side of
politics never expected, was followed by a sustained and viscous campaign
that was designed to get the High Court to water down the essence of their
decision, that indigenous Australians who were able to prove they had had
continuous association with the land, had rights in law. The Mabo decision,
arguably the most courageous decision made by the High Court during the last
century, was followed by a period when the High Court was criticised for
judicial activism.

The term Œjudicial activismı is conservative code for the High Court making
decisions that do not support the status quo. While the High Court of
Australia remained the plaything of the conservative forces in Australia, it
could do no wrong. As soon as it began interpreting the Constitution in a
manner that threatened their interest, both conservative parliamentary and
extra-parliamentary interests attacked it. No wonder the 100th anniversary
of the High Court of Australia was not celebrated by everyone. It was not
celebrated by those conservatives, both in government and the community, who
believe they have a ŒGodı given right to rule and make a buck at the expense
of the Australian people.

"THE WORRIED WELL"
The medicalisation of "wellness" by a growing army of experts is causing
unnecessary distress among an increasing number of Australians. Direct to
consumer advertising of drugs, diagnostic tests and health care products has
created a market for products where no market previously existed. Switch on
any television station, listen to any radio program or drive down any
highway and you will be assaulted by a barrage of advertising material that
over medicalises many common medical conditions.

Every week of the year seems to have been taken up by a disease awareness
campaign. The very same companies that produce the products that are used
to treat the problem that has been raised sponsor many of these campaigns.
Unfortunately the impression is often given that the medications necessary
to treat the condition are appropriate for all stages of the condition, not
just the end stage of the disease. Normal ageing processes are re-packaged
as illnesses that need treatment. Peopleıs insecurity about their
appearance is exploited to sell creams, lotions, gym equipment and cosmetic
surgery.

The demand for unnecessary health products is being fanned by a bevy of
television personalities and celebrity doctors whose income is determined by
the amount of sales they are able to generate. A sickness industry has been
created that is directly targeted at healthy people with disposable income.
An unholy alliance of pharmaceutical manufacturers, celebrity medical
experts and an avaricious advertising industry, has created a market that is
eating up billions of dollars of scarce health care resources at the very
moment there is a dire need for both private and public health funds.

An uncritical climate has been created that allows treatments that have not
been proven to be safe, let alone useful, to be pedaled as cures to a public
that still seems to believe that if itıs on TV, it must be true. The
barrier between commercially driven infotainment programs and reality have
become so blurred, that a significant proportion of the public believes that
commercially sponsored advertising packaged as entertainment, is gospel.
The uncritical attitude taken by a mass media that has become morally
bloated by the advertising revenue generated by the promotion of these
products, has been instrumental in the growth of a wellness industry among
the healthy.

has eleven Federal electorate based groups and is looking for people to
photocopy and distribute literature about the different groups, as well as
the rally. Defend and Extend Medicare wants to establish groups in each of

ANARCHIST QUESTION AND ANSWER
Q. What role does a culture of dissent and resistance play in creating an
anarchist community?
A. The single most important aspect of post-modern western society is its
passivity. Although people believe they are able to exercise almost
unlimited choices, their everyday reality does not meet their expectations.
Post-modern capitalist cultureıs hegemony is based on the acceptance of the
idea that institutional solutions exist for structural problems that we face
both as individuals and as a community.
People labour under the illusion that wrongs can be readdressed and change
can occur by working up the right channels. Parliament, the courts, the
corporate sector and the State run bureaucracy are expected to successfully
deal with problems that are aired in the mass media. The government gelded
ABC and the corporate owned media create the illusion that institutional
solutions are both desirable and possible.
The mass media acts as a gatekeeper deciding what is legitimate, possible,
credible and desirable. Opinions that fall outside the manufactured
envelope are ignored and if by some chance gain some currency within the
community are derided and dismissed. Parliamentary democracy is seen as the
pinnacle of human achievement, anything that challenges the media and
institutional consensus surrounding capitalism and the State is quickly
dismissed as either impractical or dangerous.
Dissent is channelled up the right channels, strangled in committees,
countless meetings and State sponsored conferences. Extra parliamentary
activity is discouraged and derided. Change is only deemed to be possible
by working up the right channels. The culture of dissent and resistance
that played such an important role in the lives of our parents and
grandparents has been successfully excised from the cultural memory of the
communities we live and work in. The time has come for that culture of
resistance and dissent to once again come to the fore. Without that
cultural shift, we are doomed to look for institutional solutions to
structural problems where no institutional solutions are possible.

ACTION BOX
"BATTLES"
Youıre going to be involved in numerous battles with the State, the
corporate sector and people in authority, if you want to create an
egalitarian community. You will definitely be involved in a Œbattleı every
time you decide not to work up the right channels. In a lifetime, you will
lose more battles than you win. Itıs not unusual in such a situation,
especially if youıve failed to achieve your objective, to believe you will
never succeed.
Change, especially radical social change, comes from resistance to dominant
thought and ideology. Losing a battle doesnıt mean youıve lost the war, it
doesnıt mean that you need to pull down the shutters and close shop. It
doesnıt mean that radical social change is not possible. History is
littered with examples of people whose courage and actions have over a
period of time acted as a catalyst for change. The abolition of slavery
didnıt occur overnight, the introduction of welfare support didnıt occur
because employers and the State thought it was a good idea.
Change comes from struggle, losing a battle is part of the struggle. It
doesnıt necessarily mean youıve lost the war. What you must do is assess
what happened, try to work out what went wrong and how you would approach
the same issue in the future. Be willing to abandon strategies that have
not achieved the desired results. Learning lessons from the defeats we
suffer, is one of the most important things we can do. Itıs not enough to
ignore whatıs happened, we need to be able to analyse whatıs happened and
why itıs occurred.
Learning from our mistakes is one of our most important achievements.
Losing a battle may be physically, emotionally and intellectually bruising,
but it doesnıt have to spell the end of your participation in the movement.
Far too often activists abandon a particular issue because they donıt seem
to be able to quickly achieve the desired result. All resistance,
irrespective of whether it succeeds or not, is important because it creates
a culture that questions authority and gives people a glimpse of a new life
that they would never have been able to experience if the authority of those
who wield power had not been challenged.

AUSTRALIAN RADICAL HISTORY
The 3rd of December 2003 marks the 149th anniversary of the Eureka
rebellion. This year like last year, many readers of the Anarchist Age
Weekly Review will be going to Ballarat to join other activists from around
Australia, who will be reclaiming the radical spirit of the Eureka
rebellion. From 4.00am to 4.00pm on Wednesday the 3rd of December,
celebrations will be held at Eureka Hall, the site of the Eureka rebellion.
Participants will be marching to Bakery Hill, the place where the Eureka
flag was flown for the first time and the Eureka oath was sworn by the
miners at Ballarat in 1854 ­ "We swear by the Southern Cross to stand truly
by each other and fight to defend our rights and liberties!" Over the next
few months the ŒAustralian Radical Historyı section in the Anarchist Age
Weekly Review will concentrate on the lives of some of the participants in
the Eureka rebellion.
FELIX BOYLE
In 1783, British foot soldier regiments were given county titles as well as
a number. The two regiments engaged at Eureka, the 12th (East Suffolk) and
the 40th (2nd Somerset), normally recruited their soldiers from those
counties. By 1854, over one third of soldiers in British regiments in
Australia had been recruited in Ireland. Difficult circumstances in Ireland
forced many Irish men to join the same army that had conquered them and was
exploiting them.
Private Felix BOYLE No.3820 of the 12th (East Suffolk) Regiment was one of
those Irishmen who had joined the British Army. Felix Boyle was born in
Belfast Ireland. He first enlisted with the 10th (North Licolnshire)
Regiment. He served the 10th for 14 years, mainly in India. He served the
British Empire well and was rewarded the Sutlej campaign medal (1845-46)
with the Sabroan bar. He was also involved in the Punjab campaign (1848-49)
and received the Punjab campaign medal with the Moultron and Goojerat bars.
After 14 years service, he was discharged from the 10th Regiment with a
small military pension.
On his return to Belfast in 1852, he found the British had uprooted his
family and found it difficult to survive on his small military pension. He
re-enlisted with the 12th that was stationed in Belfast in late 1853. He
left for Australia with the 12th Regiment on the Empress Eugiene and arrived
in Melbourne on the 6th November 1854. On the 27th November his company was
dispatched to Ballarat to assist the elements of the 12th and 40th Regiments
that were already there. The diggers attacked his company on the 28th
November, when they tried to cross through the Ballarat diggings. He
survived that attack.
It seems that Felix Boyleıs charmed life as a foot soldier was about to end,
he was the first military casualty of the stockade attack on the 3rd
December 1854. He was hit by a musket ball in the face. The ball shattered
his jaw and he died of complications a few days later. He is buried far
from his native Belfast in the Old Ballarat cemetery with the other victims
of the Eureka stockade assault. Soldiers and diggers lay in the same
cemetery only metres apart. Ironically, Irishmen fought Irishmen in the
Eureka stockade battle. Casualties from both sides are buried next to each
other ten thousand miles from where they were born.

This 92page booklet is billed as "tales of Australasian creative
resistance". The Question Mark Collective has brought together in one
publication tales of resistance to dominant ideology, corporate power and
the State in Australia and New Zealand during the past 200 years. The book
is punctuated by posters, stencils and photographs of acts of creative
resistance.
Over two thirds of the book is taken up by 500 examples of creative
resistance. Each item is headed by where it took place, the year it took
place and is followed by a short description of the action that occurred.
Each example is placed in no particular order, the reader can dip into the
book picking out and reading what interests them or they can read it from
cover to cover.
- Sydney 1972 - Two NSW BLF activists are arrested for attempting to cut
down the SCG goal posts, hours before the infamous Springbok tour.
- Melbourne 2001 - Members of Snuff Puppets performance group grab flags off
people during the Federation parade, tearing out the Union Jacks before
handing them back.
- Adelaide 1929 ­ Unemployed join the annual Anzac day march with banners
reading "We had a job in 1914-1918. Why not now ?!" Police attempts to
confiscate the banner are defeated by unemployed diggers and their
sympathisers.
These are just a few of the shorter examples of creative action listed in
the book. The Question Mark Collective has attempted to show Australians
that there are many ways of disturbing the peace and mind of those who wield
power in our society by publishing ŒThe Revenge Of The Troublemakerı! The
list of examples they have collated and the posters, photographs and
stencils in the book, should get the creative juices of even the most dull
and orthodox of protesters flowing.

PERSONAL OBSERVATION
I was involved in a major motor vehicle collision several weeks ago on a 6
lane arterial road around one oıclock in the afternoon. Both cars sustained
significant damage and eventually had to be towed away. It took me several
minutes to crawl out of the wreckage and walk across to the other car that
had come to a sudden halt in the middle of the third lane of the highway.
The driver, a middle aged woman, had been sitting in her car for about 5
minutes before I was able to get across to assist her. Petrol was leaking
from her fuel tank. After asking about her injuries, we decided she would
be better off out of the car than in it, just in case the leaking petrol
caught fire. I helped her out of her car, we dodged 3 lanes of traffic to
reach an empty bus shelter on the other side of the road. I then called the
ambulance, police and fire brigade. They arrived in about 7 to 8 minutes,
rendered assistance to both of us, took her to hospital, made sure what was
left of her car didnıt catch fire and eventually had both vehicles towed
away.
Sounds humdrum, predictable and pretty boring, that is unless you were
involved in the collision. I wonder if youıve noticed anything in my little
saga that has set the alarm bells ringing. I wonder if youıve stumbled
across the missing actor. Remember?, the collision happened in broad
daylight, on a working day on a busy Melbourne arterial road that is boarded
by houses on both sides of the road. Have you been able to join the dots?
Do you know whatıs both interesting and disturbing about my little story?
Have you guessed yet?
Yes, youıve guessed, not one person stopped to render assistance, not one
solitary person. No car stopped, although two cars had been written off in
front of their eyes. Nobody pulled over to offer a hand or even check that
we were both all right. If either of us had been unconscious, we would have
choked a died because people were too busy or too frightened to spare 60
seconds to stop and see how we were. Mind you, they carefully negotiated
their way past the vehicles, slowing down but not stopping. Although people
in the houses next to the road came out of their front doors and stood in
their gardens to watch, nobody came to lend a hand.
Iıve been involved in collisions before, some piddling in comparison, on
each occasion people have stopped to lend a hand. Seems we are finally
reaping the rewards of a culture that long ago ceased to care about anyone
and anything outside its narrow sphere of interest. Thank you John Howard,
thank you Margaret Thatcher, thank you Ronald Reagan, you have finally
created the society you have struggled for, for so long. Congratulations,
you were right I was wrong, society does not exist.

STOP PRESS
ONWARD CHRISTIAN SOLDIERS
Trust the Salvation Army not to let an opportunity to make a buck go
begging. Their latest plan to fill the temple coffers, involves them
setting up joint patrols with the Victorian Police force, to patrol
Melbourneıs Southbank precinct. Over the past few years, the folk at Crown
Casino havenıt been keen to have the boys and girls in blue openly
patrolling the area around the casino. Having too many uniforms about may
scare some of Crownıs more interesting punters from disposing of their ill
gotten gains at the casino.
Around 50,000 people trawl through Southbank every day, over half end up in
the casino helping to bolster Kerryıs bottom line. Everybody knows that if
you want to turn illegal money into legal money, the best way to launder it
is through a casino. Many of Melbourneıs corporate and underworld figures
continually avail themselves of this opportunity. Having too many police
around tends to limit their style. Unfortunately, the situation has got out
of hand over the past few months and a number of serious assaults outside
the Crown complex has led to a number of injuries and deaths.
In steps the Salvation Army into the void. Not content with picking up the
lionıs share of government contacts to manage the welfare sector for the
government, they now want to establish joint patrols with the police to get
their hands on government contracts that are specifically earmarked to look
after people with drug dependency problems. Faced with the prospect of
ending up in the watch-house and facing charges the next morning, itıs
highly likely that people with drug problems hanging around the Crown Casino
complex would be more than willing to be delivered into the hands of the
slay pilots from the Salvation Army. Who ever said there was no money to be
made from welfare only has to look at the dramatic rise in the Salvation
Armyıs balance sheet to know that taxpayer funded welfare services delivered
by the private sector are a growth industry.
Not there is anything unusual about the Salvation Army, or for that matter
any other religious organisation in this country, making a buck as a result
of the generosity of the taxpayer. Not only do these organisations enjoy
tax exempt status, they also have been and continue to be the major
beneficiaries of the Howard governmentıs privatisation agenda.

Our substantial debt has resulted in significant difficulties in continuing
to produce the Anarchist Age Weekly Review. You will find that over the
next 2 months that the weekly may not arrive on a regular basis. If no
improvement occurs in our financial position during October and November,
the Anarchist Age Weekly Review will temporarily cease publication in
December 2003 and January 2004. If the position has not improved by then,
we will cease publishing at the beginning of February 2004. Our future now
lays in the hands of our valued subscribers, as well as our e-mail readers.
We are willing and would like to continue publishing, but financial
constraints make it impossible to continue if we cannot resolve our debt
problem.
