> Manifesto of the Autonomous Action
WHO ARE WE? Autonomous Action - it is a community of people, for whom "freedom
without Socialism is privilege and injustice, and Socialism without freedom
is slavery and brutality". We consider that the most important thing in life
are not the consumption of goods, making a career, reaching positions of
power and making money, but creativity, real human relations and personal
liberty. All of us, be it workers and the unemployed people, students and
pupils, employees and marginal elements, have one common unifying element -
to protest against
any power of a man over another man, state, capitalism and
officially spread bourgeois "culture". A desire not to be a wilful nut in
the mechanism of the System - to collectively resist it, to demand free
self-realisation.

OUR IDEALS AND OUR AIM. Autonomous Action against any form of domination and
discrimination, both within the society and in our own organisation. The
current system
of domination is tightly interlaced with repressive state apparatus,
industrial capitalist economical structure and authoritarian and hierarchic
relations between people. We see, that every state is an instrument of
oppression and exploitation of the working majority for the benefit of the
privileged minority. Power of stateand capital is suppression of personality
and creativity of each and everyone. This is why for us libertarian (free,
stateless, self-governed) communism, a society without domination, is the
necessary structure of society. The closest aim of Autonomous Action
is to create a tradition and basis for a new humanist culture, social
self-organisation and radical resistance against militarism, capitalism,
sexism and fascism.

HOW WE ARE ORGANISED. Our goals may be reached only when aims and means
meet. This is why our organisation has a federative
structure, which excludes leadership and hierarchy, denies inequality
of the participators, centralism, strict division of functions, which
ruin initiative, destroy autonomy and suppress personality. Our
ideals and organisational principles are wide enough not to make
us a sect, and concrete enough to allow co-ordination of actions, common
tactics and aims and successful decision about tasks we engage in

. Our structure, conditions of membership and mechanism of decisionmaking
are defined
in detail in the organisational principles of the Autonomous Action.

HOW WE TAKE ACTION. Members of Autonomous Action support direct
action. In order to reach our goals, we do not participate in the fight for
power,
for a seat in parliament or for arm-chairs of state officials.
We realise our goals in direct order, by a wide spectrum of
non-parliamentary
and cultural action, if necessary revolutionary by form and content.
Autonomous Action is a common front, subdivisions of which, each in their
own directions, realise an attack against repressive relations in different
social
movements, in all spheres of social and individual life - at the same time
building new relations, without domination and submission. Autonomous Action
recognises the right of society and individuals to defend themselves and to
resist against exploitation.


WAY TO OUR GOAL. We recognise a multitude of ways to reach our goals. The
way might be one of revolutionary insurrection self-organised by the working
masses, a general
strike or a more or less gradual disappearance of the institutions of power
and capital in favour of self-governing structures of alternative civil
society, and so on. Life itself will define, which of the methods will
be most effective and timely. But a society without domination may never be
reached through reforms and legislative acts of parliaments and governments,
initiatives of inter-state and corporate structures, representatives of the
privileged and the ruling class. Our strategy is REVOLUTIONARY in the sense
that it comes from below, from the very bottom structures of the
society, and does not operate with the mechanisms and resources of the
system;
in the sense, that it does not demand partial changes in the system, but
its destruction and change as a whole.


OUR ALTERNATIVE. Centralised bureaucratic machine, national and global
capital and the consumerist mass culture which they have given rise to, that
is the system supressing us, and it's not only immoral and unjust, but it
also leads the present human society to an ecological and cultural
catastrophe and to war. Sharp change of direction has become an urgent
necessity today. This is why we propose a radical alternative to existing
order of things, based on humanism, liberty and equality.

Our goal is not to "set up a divine kingdom on Earth", but only to open a
road to real social
development. In such a society some of the present problems may remain, and
some new may appear,
but it will in any case be more equal, human and free than the present
one, and in certain circumstances, becomes almost the only alternative to
approaching catastrophe. Simultaneously, our alternative is not only a goal
of the distant future, for which we are fighting for, but
a society which we are creating here and now through everyday resistance.
This alternative is fixed by the following ideals and directions of our
activity, which every participator of Autonomous Action expresses according
to his will, whereas her or his actions comply with goals of Autonomous
Action and do not contradict the ideas of this manifesto.

IDEALS AND DIRECTIONS OF ACTION

ANTI-AUTHORITARISM

Against every form of dictatorship, leadership, authoritarism, centralised
bureaucratical apparatus, police excesses. For right to participate in
making decision on any question influencing our destiny. For
minimisation of vertical and maximisation of horizontal relations inside
the society. For decentralisation of the governance, local autonomy, direct
grassroots democracy and federalism. For free federation of self-governed,
but interconnected
individuals, groups, communes, regions where organs of the co-ordination,
when they are necessary, are independent councils or other institutions of
social self-governance, formed by assemblies not according to principle of
presentation, but according to principle of delegation and imperative
mandate - with the right to immediate recall delegates. FOR COMPLETE
LIBERATION OF EACH AND EVERYONE! YOUR FREEDOM IS SENSELESS WITHOUT FREEDOM
OF THE OTHERS!

ANTICAPITALISM

Human race, undivided in its natural state, has become divided between
masters and powerless exploited majority. We stand for liquidation of the
class society, wage work, humiliation and exploitation of human by another
and imperialism, and

for elimination of power of money and products. Against the dependence of
human from the nature of
"market relations". Products should not govern people, in contrary people
should use products sensibly and cautiously. Society should get over the
catastrophical logic of the bourgeois production.
Against growing power of transnational corporations and international
structures of the capital. For workers' governance and control in
production. The wealth and resources of society should be accessible to
everyone, not only to the governing elite. For people's self-governance
without
capitalists and bureaucrats. Organisation and integration of the production
should

be made according to the principle: from everyone according to their
capacities, to everyone according to their needs - taking into account
transformation in the structure of needs themselves, and keeping in mind the
production limits given by the society and saving the equilibrium and
diversity of nature. Capitalism, as a system of all out war, profiting and
humiliation has only one historical
perspective - death of humanity and planetwide ecological catastrophe. And
in
the best case, immersion to gulf of "civilised" barbarism. Capitalism
may not be reformed.

ANTI-FASCISM, ANTI-NATIONALISM

Fascism, racism and nationalism are means of bourgeoisie and bureaucracy to
provoke people against each other, and to divide them to different races
and nations, to hide mastership. To create profits
and maintain power of bourgeoisie and bureaucracy over the society. We are
internationalists. Only organising workers in international scale may not
only challenge power and capital and reactionary political tendencies, but
also to give them a decisive death blow.


World should be multi-coloured, not brown! For a world without borders and
national states, one in it's multitude of cultures and traditions. For a
world with multitude of personalities, collectives, communities and regions,
no to a downcast world of national and religious hatred, racial prejudices,
chauvinism, xenophobia, unified and closed "national culture". For
protection of national and cultural minorities against discrimination and
fascist terror. For radical counter-attack against neo-nazis and
national-patriotist ideologists and organisations. For foundation of
anti-fascist shock troops to physically confront fascists.

ANTI-BOLSHEVISM

Negative experience of "real socialism" in countries like USSR, China, Cuba
etc. does not in any case discredit ideas of libertarian communism. It is
not possible to create free society and solidarity through authoritarian
party structure seizing the state power, with dictatorship of any party
apparatus or self-appointed "avant-garde". Against Bolshevik principles of
the
organisation. For organisational structure,
based on libertarian principles of mutual respect, equality and solidarity.
Organisational structure should be image of things to come in the society,
foundation of which we are trying to reach.
We see, that regimes in so called "socialist states" were nothing but
rude form of global tendency towards state-capitalism, a system in which
bourgeois economical relations, wage labour as well as psychology remain.
The only difference was that capitalist was one and collective - the
governing party elite. Only difference between "socialist" and "western"
capitalism was the form of capitalist accumulation. Libertarian experience
of the Makhnovist movement, Spanish revolution, Tolstoyanism, independent
labour movement etc. showed with which zeal Bolsheviks try to root out any
anti-authoritarian, really communist movement.
We are against any ideal and organisational unity with Leninists
(Stalinists, Maoists, trotskists etc.). For close co-operation with
non-authoritarian socialists, anti-party left communists and libertarian
Marxists.

SELF-GOVERNANCE

Forms of self-governance may be a) means of production seized by the workers
to become common property, functioning with libertarian model of
organisation;
b) libertarian communes;
c) other institutions, founded on regional, functional and other principles.

Such forms of self-governance could be effective method to found the basis
of social alternative to the present society.

ANTI-MILITARISM

Against state army as a system of violence, instrument of governance of
ruling class and instrument of integration of young men to patriarchal,
authoritarian and hierarchical systems of domination.
Against forced conscription. We should not defend state and government,
which only exist in order to humiliate us. Boycott military call-ups! Trash
all draft
cards! For an alternative of general armament of workers and people's
militias,
without hazing, humiliation of human dignity and prison regime. For full
control of the society over military specialists. PEACE TO THE WHOLE WORLD!
FREE PEOPLE DO NOT HAVE TO DIVIDE IT!

ECOLOGY

Against non-sustainable exploitation of the nature for profit of the few.
Against industrial system of organisation and power of the technocrats. For
development from all directions and inculcation of the
alternative technologies. For foundation of ecological settlements and
harmonisation of the relation between human and the nature. For
decentralised, humanist, balanced
production for interests of the people, with protection of the environment
for the future generations, with gradual abolition of the industrial
technologies. Active support to social ecologists in their struggle,
participation to ecological actions and campaigns. NOT MORE, BUT BETTER! NOT
EXTERNAL, BUT INTERNAL! NOT TO OWN, BUT TO BE!

FEMINISM

Against sexism - humiliation, violence and discrimination against women and
men based on their sex. Against patriarchy - authoritarian structure of any
class society, where
mostly proprietor-men have power in all key spheres of the society, "female"
is always subordinated to "male", and family has a function of
of reproduction and socialisation of the labour power.
Against sexist stereotypes, family despotism, homophobia, porno industry and
ageism (discrimination on the basis of the age). For active participation of
the women to the life
of the society, and possibility of individuals themselves to control their
own bodies (and reproduction in special). Every human is equal and unique
socially, sexually (in her/his gender) and age.

NEW HUMANIST CULTURE

Against hypocrisy and repression of the official mass culture,
commercialisation of the creativity, power of
the show-business and "amusement industry". Against manipulation of the
conscience and behaviour of any kind and form. Against elitism of the
culture and hierarchy of its institutions. Global support to any kind of
uncommercial creativity, experimental art and pedagogic. For support of the
initiative of people, who already now want to live according to
unauthoritarian
principles. This kind of initiatives are important not only for escape from
the reality, but also to gather experience of free and sensible
relations.
For foundation of squats, housing collectives, artist communes, autonomous
cultural and information spaces, organisation of mass festivals of
alternative culture. CULTURE SHOULD NOT IMPOVERISH OUR LIFE. LIFE SHOULD
BECOME BIGGER THAN IT IS!

ANTI-CLERICALISM

We, without conditions, support full "freedom of spirit", for every man's
free search of world outlook and faith. But we should do our best to resist,
without using mechanism of rule, those ideological systems which
bring hatred, xenophobia, nationalism in society and transfer individual to
an
authoritarian and dogmatic person. Many religious ideas are connected to
such kind of systems.
Even more resolutely we are against hierarchical church organisations,
pyramidal and authoritarian
structure of which may not serve interests of liberation of human
individual. Such churches serve only one goal - fortifying human both
physically and in spirit. One of the most serious and powerful churches of
such kind in Russia is the Russian Orthodox Church, which already long time
ago transformed into a powerful capitalist and bureaucratic corporation,
receiving from the state both financial and ideological advantages.
Against using needs of man for explanations about universe in the interests
of business and
power.

HOW TO START RESISTANCE?

Do not wait, take action yourselves. Concentrate your efforts to any
direction you desire and feel close
to yourselves. Find adherents among your friends, work- or schoolmates.
Start from little, main thing is that you have some real issues to organise,
such as publication and distribution of papers, formation of worker's
unions, organisation of squats, communes, alternative information centres or
participation to a strike, anti-fascist struggle, protest camp, meetings,
pickets or rock-concerts. The main thing is to take action, not to be based
on the state or bourgeoisie, to take action against them and independent
from them.
It is necessary to connect other groups and initiatives, maintain
informational and organisational connections to adherents in the whole
country and abroad. That brings you confidence and power.
Send materials about your life and struggle to our paper "Avtonom", which
covers struggle in the whole libertarian sphere. BE COURAGEOUS! LIVE FULLY,
FREELY AND STRONGLY! RESIST! REMEMBER,
THAT A SMALL GROUP OF FIGHTERS MAY START AN AVALANCHE!

Appendix B: Some decisions of the meeting

Resolution on cooperation with authoritarian groups

1. Autonomous Action may work in a common field (for example, in ecological
or anti-war campaigns) with authoritarian groups and movements, and
movements goal of which is to seize to themselves state or another political
power. But participators of Autonomous Action should not organise common
events with authoritarian groups and movements, or with movements goal of
which is to seize to themselves state or another political power. It is
acceptable to cooperate with individual members of authoritarian groups and
movements, or movements goal of which is to seize to themseles state or
another political power.

2. If some group or movement is considered as authoritarian by some
collective member of Autonomous Action, cooperation with it must be halted
until decision wether this group has an authoritarian character has been
decided first by coordinatory council, and in case this decision is
disputed, by general meeting, conference or membership referenda.

Resolution on political prisoners

We support all anti-authoritarians, who are persecuted due to their
political activities or acts or coinscience, which do not contradict ideal
of anarchism. And whenever possible, we support also prisoners who became
anti-authoritarians during their sentences, so-called "social prisoners" who
were forced to break laws for subsistence or in fight against despotism of
the ruling class, and prisoners who fight against the prison-industrial
complex from inside. As anarchists we are against all prisons. We believe in
direct action for destruction of the capitalism and the state. We are not a
human rights organisation, since our goal is not defence of the laws but
their destruction. In some cases we may support prisoner for purely
humanitarian reasons.

Resolution on migration

Processes of migration in world of today are nothing unforeseen. History has
plenty of examples of peaceful moving of masses of people, without any
horrible consequences for the humanity. Fear in front of "mixing races and
nations" is usually based on fundamental ignorance towards history, culture
and habits of other people. During the whole history of the mankind all
peoples were always interacting with each other a way or another. People
have always moved from countries to others, there has always been mixed
marriages.

Practically all nations (and Russian even more than average), include plenty
of most different ethnical components. Progress, which we have reached
during years, is achievement of the whole mankind, and to which most
different people and countries have contributed. We do not claim that common
existence of people with most different kinds of traditions always happens
smoothly, but national movement does not solve these problems but is just
aggravating them. Massive migration of today is due to wars and economical
unjustices, caused by actions of globalised, anti-human capitalist System.
As long as an articifial difference between qualities of life in countries
of first and third worlds exists, countries of the third world will always
answer with illegal migration, islamic fundamentalism and other means
available. We have a choice in front of us - either one more world war, or a
global change of the rules of the game.

We refuse any state borders. We also state, that every human being must have
a right to live wherever he wants to live, and where he may earn his living
in a honest manner. We give this right more weight than to any "global
ethno-geopolitical conceptions", more weight than to "interests of the
nations".

Organisational priniples of Autonomous Action, after reviwing in 4th general
meeting of the organisation



1.. General remarks
1.. Autonomous Action (further on - AD) is an interregional alliance,
which unites local libertarian groups and individuals, goal of which is to
reach a society without classes and state, that of a general self-governance
and personal autonomy, where freedom of everybody to develop is a condition
of a free development of everybody (that means, libertarian communism)
2.. Activity of AD is not limited by state or other administrative
borders.
3.. AD works by principles of direct democracy, federalism and
self-governance. Inside our alliance an atmosphere of freedom and
solidarity, iniative and activity of every member is cultivated.
4.. AD may have flag, emblem and other symbols.
2. Structure of the AD - decisionmaking mechanism

2.1 AD is organised by regional principle. Its core are local (regional)
groups, and individual members in case there are no groups where she/he is
residing. Every individual member of AD, and every member of a local group
of AD have one vote.

2.1.1. Collective members must inform coordinatory council one month in
prior to general meeting or conference about its numbers. Decisions may be
made with issued closed mandates. Mandates may be passed by another member
of AD. Member of AD may also vote by mail, electronic mail or telegraf. In
case mandate arrived after beginning of the general meeting or conference,
it is not valid.

2.1.2. Propositions, passed to organisational committee of a general
meeting, conference or membership referenda three months in prior (time
counted from post stamp) must be included to agenda.

2.1.3. Agenda of general meeting, conference and membership referenda must
be published one month in prior. Decisions on points of program, which are
not published two months in prior are only recommendations for the
organisation.

2.2 Decisionmaking organs of AD are general meeting, conference, general
referenda, consensus agreement between all groups and coordinatory council.
Any decisions may be made with consensus agreement between groups without
any time limitations.

2.3 General meeting and general referenda are organised when necessary, but
no more seldom than once in two years. General referenda may be conducted
both by mail and by Internet. Organisation and

agenda of the general meeting must be announced 3 months in prior. Exact
date and place will

be defined by coordinatory council or by special group which is organising
general meeting.

2.3.1. General meeting has quorum, in case it is attended by delegates from
more than 1/2 of the local groups. General referenda has quorum, in case
more than half of the members participate.

2.3.2. Decisions in general meetings are made by consensus. In case there is
no way to reach consensus, decision are made by a vote, where a majority of
2/3 is required. In case decision requires taking action, minority does not
have to submit to decision of the majority (with exception of the payment of
the membership fees), but minority should not interfere fulfilling the
decision. In case decision demands refraining from a certain action,
minority is obliged to follow it.

2.3.3. General meeting may be called by argumented demand of not less than
1/3 of the members of the AD. General referenda may be called by argumented
demand of not less than 1/4 of the members of the AD. Call to organise a
general referenda should be passed to coordinatory council. Coordinatory
council distributes information on agenda to all members by internet and
mail. Every year is divided to four periods. In beginning of every period
information about referenda agenda is distributed (in case there are
questions to be decided). In end of the period a group responsible counts
votes and announces results.

2.3.4. General meeting and general referenda may take any decisions on work
of the organisation.

2.3.5. Conference has no right to change Manifesto or Organisational
principles of AD. Decisions of the conference may be recommendations for the
organisation.

2.3.6. Conference has a quorum, if no less than one half of the delegates or
members of the collective members of AD are present.

2.4. Coordinatory council is formed between general meetings and conferences
of AD. Coordinatory council has no other mandate except book-keeping on
membership of the organisation, preparation of next general meeting or
general referenda and distribution of information (including internal
bulletin of the organisation), control and responsability about treasury of
the organisation. Coordinatory council reports its activities to general
meeting.

2.4.1. All decisions made by coordinatory council must be announced in
meetings of the local groups.

2.4.2. All groups have right to be equally represented in coordinatory
council, and they may freely choice their way of being represented. Every
group has one voice, which may be distributed to fractions between delegates
of the group in the coordinatory council as the group likes. Any member of
AD may become a delegate in coordinatory council anytime, in case her/his
group is not objecting. Every group may call their delegate off from the
coordinatory council anytime. Coordinatory council has right to formulate
propositions about activities of AD for conferences, general referenda and
general meetings of AD. Membership in coordinatory council does does not
give any privilegies. In case a group does not have a delegate in
coordinatory council during 6 months, it looses its status as a collective
member of AD, and all of its members become individual members of AD.

2.5. Internal structure of local groups, conditions of membership,
decisionmaking mechanisms are defined by local groups alone, as long as they
do not contradict spirit of the organisational principles of AD. Groups must
give necessary information about their numbers, organisational principles
and activities in conferences and general meetings of AD.

3.. Membership in AD
3.1. Members of AD are regional (local) groups of activists, and
individual members where there are no groups in area of their residence.,
who fulfill their duties taken in a voluntary manner, and share general
spirit of Manifesto and Organisational principles of AD, and participate to
organisation and events, actions and projects of AD.

3.2. Every member of AD has a right to participate to taking of any
decisions in the organisation, has access to any information with exception
of private, which is passed to organisation, and a right to receive to help
and support from other members. All individual members have right to join
one of the collective member groups. Coordinatory council is not obliged to
pass information to individual members, with exception of agenda of the
membership referenda. Responsability for passing information further to
their members relies on groups alone.

3.3 Membership in political parties, authoritarian organisations and
movements, and movements

goal of which is to seize state or another political power, is not
allowed.

3.4 New groups and individual members are accepted to AD in general
meeting, or by general referenda, or by consensus agreement of each group,
or by decision of coordinatory council. Coordinatory council may only accept
individual members.

3.5. Local group may withdraw from AD by general agreement between all
members of a local group, individual member of AD may leave organisation by
oral or written announcement. Member may also be excluded from AD by a
decision of general meeting or general referenda for systematical violations
of Organisational principles, Manifesto or decisions of the organisation, or
for a failure to pay membership fees, without a proper reason, for a period
of more than half year, or for lack of participation to decisionmaking
process (announcement of neutrality counted as participation) for a period
of more than one year.

3.6. Local groups of AD have a right to delegate their activists to any
self-governing structures of the organisation, to participate to publishing
web-site and publications of AD, to participate to distributing treasury of
the organisation.

4.. Financial foundations of AD
1.. Treasury of AD is formed to supply organisation with finances and
resources.
2.. Funds are received from
a.. (monthly) membership payments, paid by members. Size and order of
payment of the membership fees is defined by a decision of a general meeting
or by a general referenda.
b.. Dividents from fund-raising projects founded by the organisation
c.. Voluntary payments by members and sympathizers
4.2.1.Distribution and control of treasury is realized by coordinatory
council, according to a decision of a general meeting or membership
referenda.

4.3. Property of AD and its treasury is undividable, and will not be
returned to former members.

3.. Disbanding AD
1.. AD may be disbanded only by a decision of a general meeting or a
general referenda. Such a decision may be made only by consensus decision of
the members.
2.. In this case, property and treasury of the organisation will be
given to goals, declared by AD by a decision of a general meeting or a
referenda.

Rules of the e-mail list of Autonomous Action, taking into account
amendments, accepted in the general meeting

Accepted 8th of February 2004 in informal meeting of members of Autonomous
Action (further on AD), in force since 25th of February 2004. Amended 22nd
of August 2004.



1.. Goals of the e-mail list of AD
E-mail list of AD - main way of communication in the federation by
electronic post, but membership in the list is not limited to members of the
organisation. All important information related to work of the organisation
and fulfilling of responsibilities of its delegates, must be published in
the e-mail list if it is available in electronic format.

2.. Collective of the e-mail list of AD
Collective of the e-mail list of AD works in a separate e-mail list, and
is formed from one or several persons. Responsabilities fulfilled by the
collective are defined by this document only. Necessary and sufficient
condition for participation to collective is ones own wish, membership in
e-mail list of AD and membership in AD. Password of the e-mail list of AD
should be known for members of the collective only, and every member of the
collective should have it.

Member of the collective may be excluded by vote in the e-mail list of AD.
Order of voting is defined in section 3 of these rules.

3.. Subscription and exclusion from the e-mail list of AD
Person may be proposed to e-mail list of AD, if she/he agrees with the
Manifesto of AD (with a possible exception of secondary details) and either
has a regular contact with members of AD, or participates to projects
co-organised by AD. It is required, that at least one member of the e-mail
list was familiar with the candidate in "real life", in exceptional
circumstances people known only through internet may be subscribed if they
had a regular contact with members of AD for a long time.

Collective sends to candidate these rules and Manifesto of AD. When
candidate confirms that she/he has read rules and Manifesto and is in
agreement with them (with possible exception of secondary details),
collective announces candidature in the e-mail list of AD. In case during
120 hours nobody voices disagreement with her/his membership, candidate is
subscribed. In case of a disagreement, there will be a majority vote,
according to procedure below.

In case one of the members considers exclusion of another member from the
list necessary, he writes a letter with argumentation, after which a
discussion and a vote follows. In case somebody is suspected of cooperation
with FSB or fascists, she/he is excluded at first, and discussion and vote
follows (in this case one vote in favour of excluded is added
automatically). In this case decision is also made by a majority vote.

Periods are 120 hours for announcing a disagreement, 120 hours for a vote
and 120 hours for count of

votes.


4.. Rules of discussion in the e-mail list of AD
a) Insults are not allowed in the list. Unargumented call to exclude
somebody from the list (in case a vote is not going on at the moment) is
also considered as an insult.

In case you consider that you have been insulted, contact collective of
the list, and explain the problem. Your behaviour outside e-mail list is not
reglamented by these rules.

b) Messages in e-mail list of AD should not containt more than 50% of
quotes. We recommend not to use quotes at all, but to write replies in form
of essays.

c) Do not send more than one messages on one topic during 24 hours. Do not
send more than 3 messages during 24 hours. These rules may be broken in case
of emergencies, and they do not apply to people who have internet access
less than 3 times a week.

d) Manifesto and other documents of AD also regulate discussion in the
e-mail list For example, fascist, bolshevist, sexist and homophobic
propaganda is not allowed in the e-mail list.

e) It is not allowed to distribute in e-mail list surnames, telephone
numbers of home addresses of members, it is also not recomended to tell
details of ones biography.

f) it is not allowed to forward materials from e-mail list without
agreement with the original author (with exception of trivial cases, such as
announcements about new publications, open actions

and so on). Also, it is not allowed to show discussion to people, who are
not announced as participators

of the e-mail list or who are not members of the Autonomous Action. Leaks
to third parts for

carelesness are punished by a warning, as defined in the section 5 of the
rules. Conscious forwarding to third parts is punished by unsubscription and
beginning of a vote, a way analogous to another serious violations, as
defined in section 5 of the rules.

5.. Sanctions for violating the rules of discussion in the e-mail list of
AD
Any member of the collective of the e-mail list may fulfill the following
sanctions, but other members of the collective must be noted about the
sanction. In case you consider, that a sanction has been given to you an
unfounded manner, you may appeal to whole collective or to e-mail list of
the organisation.

1.. After first violation, member receives first warning. Member of the
collective, who gives sanction, should point out which section of the rules
of the discussion was violated and when.
b) After second violation, member receives second warning. Member of the
collective who gives sanction, should point out which section of the rules
of the discussion was violated and when. Member of the collective announces
about the first violation in the e-mail list of AD.

c) After third violation of the rules of the discussion, list member will be
temporarily excluded from the list for one week. Member of the collective
who gives sanction, must point out which section of the rules of the
discussion was violated and when. Member of the collective also announces
temporary exclusion in the e-mail list of the organisation.

d) After fourth violation of the rules of the discussion, list member will
be excluded from the list forever. Member of Autonomous Action may raise the
issue in a general meeting of AD, in general referenda of AD or contact all
member groups and ask them to get him back by a common decision.

1.. Any sanction may be cancelled by a general vote in the e-mail list of
the organisation, order of vote as defined in the section 3 of these rules.
In case violator did not violated rules another time during a month, history
of the her/his violations is scrapped. In case member of the list violates
Manifesto of Autonomous Action in a rude manner, sabotages work of the list
in a conscious manner or she/he is suspected of cooperation with powers,
point c) is executed and a vote about her/his exclusion, as defined in
section 3 of these rules, begins immediately.
2.. Order of amending rules of the e-mail list of AD
These rules may be amended by a general vote in the list, procedure of vote
as defined in section 4 of these rules. Final decision on disputes may be
made in a general meeting of AD, by consensus decision of all groups, or by
general referenda of AD. Final decision may not be overturned in the e-mail
list.

Appendix C: Letter from 2nd general meeting of Federation of
Anarcho-Communists to participators of the 4th general meeting of the
Autonomous Action

1.. FAK does not consider activities of AD as an anarchist organisation,
but does not exclude that there might be anarchists in AD.
2.. We demand to stop discreditations of Federation of Anarcho-Communist
and practice of distributioning provocational, untruthful announcements,
which may not be explained another way except as malicious and provocational
intentions and petty-bourgeois essence of AD.
3.. We demand explanation on these announcements!
4.. In case these explanations are not received, we will consider AD as a
provocational bureau, which is organising an integrated campaign to
disintegrate and discredit Russian and international anarcho-communist
movement and anarchism in general, which benefits only ruling class and
security organs. And in accordance with this, Federation of
Anarcho-Communists will organise struggle against Autonomous Action with any
means, including direct action.
