conscripts".

Since December, amendments to the Law of Ukraine "On mobilization preparation and 
mobilization" regarding the reservation of those liable for military service have 
come into force. As the "Assembly" notes, "two key innovations have been 
established that business requested to organize this procedure: to give the 
government the authority to develop a new booking procedure (which should include 
criteria for classifying enterprises as critical) and to allow reservations to be 
made at enterprises that do not fulfill mobilization tasks, but critical for the 
functioning of the economy and the livelihoods of the population (...)

- employees of state authorities, other state bodies or local governments, if it 
is necessary for the functioning of these bodies;

- enterprises, institutions and organizations that have a mobilization task, if 
necessary to fulfill this order;

- enterprises, institutions and organizations that specialize in the production 
of goods and the provision of defense services;

- enterprises, institutions and organizations that are critical for the normal 
functioning of the economy and ensuring the livelihoods of the population in a 
special period.

Therefore, those who are endowed with power and close to the trough exempt 
themselves from conscription virtually automatically, but those who fill the 
treasury for their maintenance will have to push their elbows for this right even 
after the Cabinet of Ministers approves the criteria for referring to the last

Ukraine - for which, in addition to the usual documents for crossing the border, 
an extract from the order of the Ministry of Economy (according to paragraph 5 of
