On the 21st and 22nd of May, Bill (PL) 709/2023 was voted, as a matter of urgency, in the Chamber of Deputies, which seeks to criminalize popular movements that fight for the right to land and housing, which occupy land and urban properties as a tool in the fight for a dignified life. The PL is articulated by the ruralist caucus and other sectors of the dominant classes, through the "Zero Invasion" movement, which appears as a reactionary movement of landowners who organize themselves (including using firearms) to attack indigenous peoples, rural workers and peasants fighting for land. If PL 709/23 is approved, people who occupy land or properties will lose access to social programs, will not be able to take up vacancies in the public service, and movements will be required to have a CNPJ, which would facilitate criminalization.

Those most affected by this PL are families who are in occupations considered illegal by the State. Occupations are legitimate tools of struggle that denounce the extent to which the basic conditions for a dignified life are denied to the working class. In general, Congress' project continues to meet the demands of capitalists, and this PL exposes this. We also remember that the Lula-Alckmin government itself, in its negotiations with Centrão, supported the change in the land regularization law, so that now the private sector can carry out urban adjustments, and the population will, once again, be the ones pay for them. PL 709/23 is yet another direct attack on the entire working class in the countryside and cities, and it must be stopped!

As previously pointed out by our organization (OSL, Mato Grosso: hotbed of agro-export exploitation and capitalist-statist violence in the countryside and forests, June 19), the last ten years have seen a reactionary offensive that caused a dizzying increase in violence by landowners against the people in struggle, in different regions of the country. This violence is being accompanied by pressure from different state governments to approve laws that work towards the criminalization of rural popular movements.

Social movements across Brazil will carry out campaigns and actions against PL 709/23, including a national action on August 13th! The bill will still be discussed by the Senate, so popular pressure and struggle are important. It is essential to strengthen the fight against this measure!
