(en) priama akcia MAP: How did the first online plenary and congress of the International Workers' Association (MAP)

turn out June 28, 2021 ---- on June 2021, a plenary session and an extraordinary MAP congress were held. Due to the pandemic, both meetings had to take place online and not in Bratislava, as originally planned. On the positive side, however, most unions in the MAP took part in them, as we were not limited by repressive regimes and the visa requirement. In the following report, we summarized what was discussed and what is our assessment as a host organization. ---- How the agenda is created ---- Each member section of the MAP can contribute items to the agenda of both the plenary and the congress. The sections then have several months to meet and draw conclusions on individual points. These are then presented at the meeting by the elected delegates on the basis of the mandate given to them by their organizations (usually they obtain a mandate at conventions or in referendums). This federal principle of organization and decision-making is a means of ensuring that the views of organizations are presented, not individuals.

The MAP sections have previously agreed that an extraordinary congress will be held if all items on the plenary's agenda are taken over. Congress has different powers and can decide, for example, on the entry or exit of organizations. Regular congresses are held every 3 years, especially as needed.

Formal-organizational points on the agenda

Two types of points tend to appear on the agenda of MAP meetings. We would simply divide them into points of a practical nature and points of a formal-organizational nature. Among the latter, we could include, for example, points on how to organize online meetings, minor adjustments to the statutes, a proposal on how delegates can simplify the preparation of mandates or how to make minutes of making more efficient. We also discussed how the process of joining the MAP could be speeded up so that organizations do not have to wait so long for their adoption (3 years from one congress to the next is quite a long period). Standard items on the agenda include the election of commissions, which verify the credentials of delegates and observers at the meeting and audit the accounts. In addition, the general and financial report of the MAP Secretariat is voted on, on minutes from previous congresses, etc. And of course, there are also points about entering or exiting the MAP.

Practical points

Points of this type prevailed on the agenda. We evaluated last year's International Week Against Nonpayment of Wages , organized by MAP, and approved a plan for this year (October 11-17, 2021).

We discussed the development of training on workplace organization, where several organizations highlighted the training provided by the British Solidarity Federation section (it currently has training for general workplace organization, women's organization on specific problems they face in the workplace, organizing in the social care sector and training for LGBT + friends).

Delegates approved support for public events to mark the 100th anniversary of the MAP, which will be at the turn of 2022-2023. A conference on the history of MAP will take place in Poland, in Slovakia there should be events in Bratislava and Košice focused on the presentation of everyday practice, and a similar event will be held in Vienna. In addition to the century, a separate section will be created on the website and publications on the history of this anarcho-syndicalist international and on the organizations that make it up today.

The MAP Plenary also approved the creation of a working group on the climate crisis. Its task will be to map the issue and previous activities of unions and outline the possibilities of coordinated action, as well as the overall anarcho-syndicalist position on the issue.

New sections and Friends of MAP

MAP continues to grow, and in addition to the two organizations that have requested a change in status from Friends of MAP to full-fledged sections (WAS from Austria and ULET from Colombia), two new groups of workers have joined it - MK from the Philippines and WSI from Pakistan. Growth was also recorded by Friends of MAP Grupo Germinal from Chile, who, together with groups from other cities, transformed into an organization called Solidaridad Obrera. It is officially part of MAP from 21 organizations from Europe, Asia Pacific and South and North America.

As a organizer of the plenary and special congress all in such a way that the meetings work smoothly in terms of connecting those present, creating the minutes, the voting process, etc. We are pleased that, with the help of the MAP Secretariat, we have succeeded in fulfilling this task and that, in the course of the preparations, we have come up with procedures that have been successfully applied and will make future meetings more efficient, whether online or not.

The meetings were held in English and Spanish and lasted more than 7 hours each day, which was quite challenging. The online form has its limits and did not suit everyone. On the other hand, the agenda was quite comprehensive and if it were not for an online meeting, we doubt that it would be taken over. Every such meeting requires a lot of energy and patience, especially on the part of people who moderate, write, count voices and interpret. Neither physical nor online meetings can ever be without difficulty, but this time they were minimal. In our opinion, it was one of the smoothest ongoing MAP meetings ever with a number of important practical conclusions. And the great thing was that we were able to decide together with friends from countries that would not physically get to Bratislava, because getting a visa would be basically impossible for them.

The pandemic affected all organizations in the MAP and made it impossible for many to meet, which was to some extent reflected in the mandates of the sections. Many arose in the form of a referendum, which is a clever but in this case insufficient form of decision-making, especially on more complex points that require more than just voting yes or no.

We believe that during the next MAP congress in Spain in 2022, the pandemic situation will be better. Until then, we have a lot of constructive work ahead of us, both locally and globally. You can also get involved (at the beginning, for example, like this: www.driamaakcia.sk/zapoj-sa ).
