We would like to thank everyone for participating in the protest in Poznan, which took place on July 30 at the City Hall. We demand that the municipal building management (ZKZL) pay the porters compensation in the amount of lost earnings for almost 20,000 hours of unpaid work. ZKZL pushes doormen to outsourcing, which naturally ends with such dramas as free work. Subcontractors took city money and melted away. An appeal to the city authorities was submitted to the Office: ---- The National Trade Union "Employee Initiative" appeals to President Jacek Jaskowiak, the entire city board, city council and all councilors to influence the Board of Municipal Housing Resources.
For nearly three years, doormen and doormen guarding municipal buildings managed by the Board of Municipal Housing Resources have not received their salaries. This was confirmed by final judgments of labor courts. Unfortunately, the bailiffs do not have anything to collect the outstanding remuneration. The company that won the tender turned out to be dishonest. Agreements with female and male employees were signed on the so-called poles - citizens of Ukraine, Belarus and Vietnam. Public money, instead of employees, ended up in the pockets of people selected by ZKZL.

Some of the doormen and doormen were deceived by even more than 25,000. zlotys. So far, two people have died without getting paid. This is because to a large extent they are elderly, sick people, seniors earning extra money on low pensions. Some have become indebted for this reason without paying their rent and are facing eviction.

In view of this situation, ZKZL was summoned by the aggrieved parties to conclude a court settlement and pay compensation in the amount of their lost remuneration. As of today, its value is already 315 thousand. PLN and is still growing. ZKZL avoids this responsibility, it is not only damaging its own reputation, but also the reputation of the city authorities and the whole of Poznan.

As it turns out, the system of selecting offers for property protection services in force in the ZKZL preferred dishonest companies. Today, two criminal proceedings are pending against them, one of them in connection with the suspicion of document forgery and participation in an organized criminal group. Workers in other cities were also victims of this group - several years before it happened in Poznan. However, the people who manage the Board of Municipal Housing Resources are not without fault - perhaps both in a legal sense, and certainly in a moral sense.

We accuse ZKZL that:

- Firstly, during the entire procedure, the Management Board for several months did not carry out any control of the company that won the tender. Earlier, he also did not check its credibility. This led to a situation where the provisions of the contracts concluded with ZKZL were grossly violated, and regarding the obligation to employ only on the basis of an employment contract. Ultimately, ZKZL terminated the contract with the company in November 2018 only after the Initiative Employee trade union revealed the abuses.

- Secondly, we accuse ZKZL that it signed a contract with a company that offered a price for the property security service clearly indicating that its profitability is possible only as a result of the exploitation of the work of doormen and porters and a gross violation of labor law. In fact, this exploitation was economically used not only by the contractor with whom the contract for the protection of municipal buildings was signed, but also by the ZKZL as a commercial company, and indirectly by the city to which it belongs one hundred percent.

- Thirdly, we criticize ZKZL for the fact that when the breach of the labor rights of doormen and doormen was revealed and it was also known that they had lost their salaries, the management of ZKZL "washed their hands" and refused to help the injured. For example, no effort was made to ensure that the affected persons could remain in employment. Many of them were quickly released by other security companies.

We demand:

- That ZKZL pay the injured parties compensation equal to their outstanding wages and reimburse the costs of legal representation.

- To give up outsourcing in the city as a form of outsourcing services and hiring employees. This system proves that it is pathological in nature and leads to violations of the applicable labor law.

We believe that the city, as the owner (and especially on its behalf, the management of Poznan), is responsible for what is happening in ZKZL - not only how public property is managed and public money is spent, but also how people are treated. You must not shirk this responsibility for the outright injustice and abuses of which the vile porters of Poznan are the victims.
