(en) France, UCL AL #314 - Unionism, Deprived of employment: obstacles and prospects for acting together (ca, de, it, fr, pt)[machine translation]

Date Tue, 27 Apr 2021 10:00:48 +0300

With the soaring layoffs and unemployment, two comrades who have experience of CGT committees of private employment expose the prospects that would open solid organizations of precarious. ---- Since 1978, the CGT has affiliated an organization of the unemployed. But the "rebel unemployed" became known above all during the great struggle of the winter of 1997-1998. At the time, thousands of people demonstrated, occupied Assedic antennas, EDF buildings, or the Louvre and ENS, in Paris, to obtain, among other things, an increase in social minimums and a reduction in working time. 32-hour work with corresponding hires. The government had only released a Christmas bonus.
The animation of these committees is not straightforward. We are addressing a volatile public who, as soon as they find a full-time job, desert the committee. The animator core is therefore based on people accustomed to precariousness (sometimes by choice), or on activists who remain present even though they have found a job. The risk of shortness of breath is therefore real.

Unifying role of the local union
The material conditions of precarious trade unionists are also a brake: on fixed-term contracts or temporary work, the hours and the distance to the workplace can vary from week to week. Difficult to forge links with other precarious people, without the boss suspecting it. It is not easy either to address the private individuals by towing in front of Pôle Emploi, the CAF or the temporary employment agencies because with the dematerialization, the importance of these places has become relative ...

To overcome these difficulties, the local union (UL), where unions from the same locality cooperate, can help. And in return, the Rebel Unemployed can help the UL to set up trade unions in companies, in particular by addressing the precarious.

With concrete help (food distributions, loan of equipment), UL can become a primordial tool of social movements by supplying strikers, supporting the pickets, etc. UL can thus create links between professions, including through convivial times, which will allow us tomorrow to act jointly for employment (hiring offices, advice for the CV, advice for the first interview, etc.).

Thanks to this, the committee can have, in the short term, a wide repertoire of actions ranging from legal defense to agency occupation, including employment offices and the distribution of basic necessities. .

As the committees develop, it would even be possible to go further, by meeting basic needs: management of collective gardens, requisitioning of housing, creation of mutual funds, recovery of factories and production of essential products (food , masks, etc.). Places that we control, which would make us gain in autonomy and collective strength and could even provide remuneration. A trade unionism which embraces all social life, is not this the ambition of the libertarian communists ?
