The dreamers of the Popular Indigenous Council of Oaxaca
"Ricardo Flores Magón" - CIPO-RFM, rebels who never lose hope,
with our red'n'black hearts, who carry in the wind our flags of
fraternity, diversity, identity, justice, democracy:  

We SUMMON our members, friends, and guests to come down from the
mountains and mixtecas, to come up from the sea like a wave, to
walk the valleys and between the narrow canyons to come to the
1st GENERAL ASSEMBLY OF MEMBERS of our organization which will
have the following agenda: 

1. WE WANT

* To talk and to reflect between ourselves about the main
problems of our people and of the other peoples of the world.

* To understand the shortcomings, successes, doubts, dreams and
so on that we, as CIPO-RFM, have had in recent times.

* To agree on the written word that will serve to guide the work
of all the Magonistas of the CIPO-RFM.

* To decide together a work plan for now and ahead for at least
5 years, on the most important things that our organization
should agree with regard to what our communities send, to
support and to join with others.

* To nominate the brothers and sisters who will hold the mandate
of representing our CIPO-RFM and complete the agreements of the
communities that are part of it.


2. The 1st General Assembly will be held in the community of San
Isidro Aloapam, Ixtlan, Oaxaca, Mexico on the 10th, 11th, 12th
and 13th April 2003.

3. Participants:

* Members of the CIPO-RFM member communities. We can all voice
our opinions and partake in decisions regarding our activities.

* Guests of the base councils, of the council of councils and of
the organizing committee. These may voice their opinion but will
leave decisions to us.

* Observers and comrades agreed on by the council of councils,
the organizing committee or the connections area.

* Note: all participants must bring: bedding, eating equipment,
and  personal washing equipment.


4. WE WILL ALL SPEAK AND SHARE OUR OPINIONS AND DECISIONS ON:  
  
a) All past experiences, so we can learn from the recent past of
our organization.
b) What is happening in the world, in Mexico and in our towns.  
c) What we want the CIPO-RFM to be, how we should be and the
norms of participation, why we should fight and how we can make
known our words and thoughts.
d) Our path and the points that it should have so that other
people can decide to walk with us or follow our example, on
local, state, national and international levls.
e) To cultivate hope: work plan: ecology, culture, libertarian
coordination, communication, growing from below, sectors,
training, mobilizations, encounters, creation of workgroups,
etc.  
f) To nominate our representatives and to reaffirm our promise
with the agreement of all in assembly.


5. ON THE FORM OUR WORK WILL TAKE:   
  
Workgroups will be drawn up and will at the very least deal with
all the following points:-
 
a) General comments on each point held by our community.  
b) Discussion on any doubts or questions regarding each point.  
c) Agreement on what will be changed, removed or improved in
each point.  
d) The drawing up of each point according to the agreement
between all the communities.  
e) Points that there is no agreement on are left for the meeting
of the whole general assembly.


6. THE WORK WILL BE CARRIED OUT IN THE FOLLOWING WAY:  
  
a) Each community will bring some food: coffee, beans,
tortillas, etc. or whatever it can.  
b) Committees will be nominated for feeding, security, hygiene
and nurseries.  
c) Committees will be nominated for note-taking at meetings, for
chairing the assembly and coordinating the work.  
d) Quantity will be according to the size of each community,
requesting a little more from the biggest and the best efforts
of the smallest.
