This is to continuos with the step up the pace of conference preparation, in
its various organizational aspects.
We need to begin with the contributions and comments on subjects touched on
below as well as those left out.
I look forward to hearing your impressions.
In Solidarity,
Ángel Bosqued,
CGT – International Relations
Place: Barcelona, CGT offices
Date: 3.4 and 5 of october, 2003
Schedule: Friday 3 and Saturday 4: from 10:00 to 14:00 and from 16:00 until
21:00 (*)
Sunday (21): from 10:00 to 15:00
Sectoral meetings (***):
On the 3:
Railways, Healthcare, Education, Metal, Banking,
Chemicals, Civil Service,
Post Office, Hotel and Food, Transport (excluding rail), Cleaning,
Communications
General Assembly: On the 4th and 5st: Costa Font Room
Translation: necessary in all rooms (**)
Materials: covered for all rooms
Food: the 4th and 5th in CGT offices
Methodology: Participating organizations will not be making oral
presentations, since these will already have been submitted in written form
so as to be distributed at the beginning of the conference.
Before July 10 we will have finalized an agenda including e-mail suggestions
sent by participants. There will have to be, therefore, agenda proposals for
both the General Assembly agenda and for the sectoral meetings that will
include, as a minimum, the same points as the General Assembly’s Order of
the Day.
It should be kept in mind that, according to the provisional minutes
regarding the February meeting in Paris, some work proposals were adopted,
including 1) the establishment of a working group to examine cross-sectoral
themes, under the responsibility of one organization per theme;
Public services and privatization: Si Puo
Pensions: CUB-Rdb
The right to strike as a union right, representation: ORSA
Employment and precarious conditions in the workplace: SINCOBAS
Relations between union organizations: SUD Ptt
and 2) sector by sector assignments.
Transport: SUD Rail
Healthcare: COBAS Confederation
Post and Telecommunications: COBAS Confederation
Banking: CUB Banks
Auto: CUB
Chemicals: SUD Chemicals
Education/ Research: UNICOBAS
The union that assumed responsibility for a theme committed itself to
proposing a method of work to all the organizations present (and eventually
to others interested but not involved in that meeting).
We hope that this can lead to an analysis as well as proposals for campaigns
and joint actions.
Also envisaged: the creation of a European debate list (in progress: details
to be sent later)
There will be a central table in the general assembly to direct the
discussion, but sectoral sessions will manage themselves.
In the Friday sessions, each sector will generate a document containing the
most relevant discussion points as well as the agreements reached in the
course of their meeting. These materials will be distributed to all the
delegations for their common consideration by the general assembly. On
Sunday, the general assembly will consider those points remaining from the
Order of the Day and draw definitive conclusions.
A previous exchange of information about precisely what each of our sectoral
federations includes will be necessary in order to bring people together who
actually work in the same sector or sub-sector (***).
Finally, we will have to consider whether to organize a separate discussion
on the topics of women and immigration, or if these questions can be
addressed within the context of the other debates.
Accommodation:
Three possible places to stay were mentioned in the previous written
communication. It is necessary to resolve this matter as quickly as
possible.
Finances:
We’ll have to know if the participating organizations consider their
assumption of a part of the translation costs to be possible, appropriate or
necessary. This service is always expensive, of course, and the price goes
up the more ambitiously it is undertaken. Also, there is the matter of food
costs, but this is less important. Each prganization pay own lodgement and
travels.
Notes:
(*) Evaluate the possibility of holding a colloquium, on Friday, involving
international participants and interested members of the CGT.
(**) A budget for contracting professionals has been requested. The
possibility of having translation done by members of the union or people
close to the CGT is being looked at. The problem isn’t translation for the
general assembly but for the assorted discussion groups.
(***) We have to take into account the fact that the activities covered by
some sectoral federations in our organizations won’t correspond with those
represented by others; for example, education in some places might mean only
private schools and in other jurisdictions, public schools – or both. In
France, possibly, gas and electricity are in the same sector while in Spain
they are separate.
By the moment, for all questions:
