Once again we met as an Anarchist Student Group, in order to strengthen our political actions, to discuss from the criticism and self-criticism about the scope, successes and mistakes of our work as an organization in the last semester, in addition to conducting an analysis on the current panorama of the country and the student movement, in order to build a semiannual work plan that allows us to continue fighting for combative, antipatriarchal, dignified, classist education - and a long etcetera - that we both dream of with the conviction that a New world is possible. ---- Once again we met as an Anarchist Student Group, in order to strengthen our political actions, to discuss from the criticism and self-criticism about the scope, successes and mistakes of our work as an organization in the last semester, in addition to conducting an analysis on the current panorama of the country and the student movement, in order to build a semiannual work plan that allows us to continue fighting for combative, antipatriarchal, dignified, classist education - and a long etcetera - that we both dream of with the conviction that a New world is possible.

In that sense, our XI Semiannual Projection Assembly declares that:

1.In 2018, after more than two months of university unemployment and various dynamics of mobilization of the student movement, an agreement was reached between the student body (ACREES, FENARES, UNEES), the teaching staff (ASPU) and the National Government , in which it was possible to obtain an additional budget of 4.5 billion pesos for the education sector in the next four years, in addition to 1.3 billion pesos for the budgetary bases. Likewise, a table was created to reform articles 86 and 87 of law 30, among other things.

However, after this, from the UNEES student platform (which managed to mobilize and pick up the majority of the students by "considering" horizontally, from the bottom up, articulator of the basic processes and spokespersons. ACREES or FENARES organizations), the student movement was expected to remain strong and articulate to continue fighting for a new education, which, of course, goes beyond budget claims. But, this was not the case, the movement entered into reflux dynamics, due - we believe - to the nonconformity of the bases on how the agreement was signed (without previously consulting it in large spaces), which caused the spokespersons to lose legitimacy , In addition to their inability to download the information to their bases about what was happening at the table and make them really participate. Of course, the mistakes also fall in the spaces of wide and collective construction such as student councils, where our capacity to strengthen them was not very energetic.

Additionally, the Duke Government has been breaching several of the agreed points, including: the reform of royalties; the fate of the 4.5 billion increase for public education in the National Development Plan, by allocating much of the budget to ICETEX and its projects; increased the budget to the defense sector by 1.9 billion pesos, contrary to not only what was agreed on at the table with the student sector, but also the points of the Peace Agreement.

The National Encounters of Students of Higher Education (ENEES) and special meeting (which are supposed to be wide deliberative spaces) have been a failure to assume it, since there have been no discussions, there are dynamics of stigmatization between universities and they have even been sabotaged, making it difficult to consolidate a clear articulation and route of work.

For all the above as an organization we will propose that the student movement should be turned over to local spaces, aiming at the consolidation of a district and national coordinator with new projections and structure.

2.Front our analysis of the situation, we identified a restructuring of the paramilitary organizations, picking up the legacy of those of the 80s and 90s, regrouping in what until now is known as the Gaitanista Self-Defense Forces of Colombia (AGC), Self-Defense United of Colombia (AUC), Águilas Negras and groups with less military capacity, but that control specific areas of the geography, focusing specifically on regions with a high presence of crops for illicit use, such as the department of Cauca, Nariño, Caquetá , Antioquia, Santander and Bolívar, even in recent weeks, threatening pamphlets have been known in the northern part of Cauca, signed by "El Cartel de Sinaloa". These organizations are currently controlling the hundreds of hectares with plantations for illegal use,

The above, puts in check social and popular processes and organizations, being direct targets of paramilitary actions, as has been evidenced by the murder of more than 800 people, under the sicarial action of these organizations, which leads to the constant concern of the lives and processes of defense and resistance of the peasant, indigenous, Afro-descendant, women and, in general, popular sectors. However, our concern or anger does not stop there: in a passive activism, on the contrary, we find the organization and permanent struggle as a solution.

In addition, we visualize a worrying breach of the Peace Agreement by the Government at the head of Iván Duque, by sabotaging such important issues as the Special Jurisdiction for Peace (JEP), the budget for the Reincorporation Zones, their productive projects and the security guarantees for the exercise of the policy within the state framework, 150 ex-combatants being killed throughout the country, creating a rather uncertain panorama for the future life of the demobilized, the political sector and the country in social terms, Political and economic. Proof of this was evidenced on August 29, with the declaration of a sector of the FARC-EP command, where they communicated to public opinion their return to arms,

The discourse of the sector of the command, rests on the justification of the few or no guarantees for the full exercise of the policy without weapons and what entails around it for the thousands of ex-combatants and the Bolivarian process itself. Now, what will have to be seen will be the conditions in which the popular sector will be in urban and rural areas and their accumulated politicians.

Now, we are aware that the situation in the country is further exacerbated by the emergence of a neoliberalism materialized in the National Development Plan (PND) and at the local level with the Territorial Planning Plan (POT), in which, Peñalosa and its Friends of the Bogota and national business elite (Amarilo, Prodesa, ExxonMobil, Bancolombia, among others) intend to build a city model totally alien to popular interests, which, rather, are interests for big capital. Just as the eastern hills, wetlands and popular neighborhoods are not saved, neither does it happen with the premises of the National University of Colombia, specifically with the lands of the second phase of the University Hospital and the Uriel Gutiérrez and Camilo Torres buildings. We believe that it is pertinent - and as it always has been - to face all of the above, to tend because the student movement creates articulation and links of mutual support with social and popular movements from a transversal policy.

3. Feminism must move from discourse to action. We identify in multiple spaces and institutions women are violated in various ways and the university is no exception. That is why we bet you to appropriate this scenario, build safe spaces, sorores, bet on a non-sexist education, which allows you to be for and from women.

We also believe that feminism cannot be energized by NGOs and / or foundations and / or leftist organizations that reproduce state or capitalist dynamics, since we understand and conceive as a root problem the State and Capitalism, because it engenders, sustains and reproduces violence and the patriarchal system.

For these reasons, in the student scenario, gender-based violence is constantly evidenced, which we reject as an organization, these have emerged in recent months of some organizations that call themselves "revolutionary." Therefore, recognizing that we are not exempt, we will be responsible for building safe spaces in our organization, with training processes, the creation of a protocol, the creation of a feminist program, the criticism and self-criticism of our political and daily actions.

4. We will continue strengthening the grassroots spaces in the universities where we are present, actively participating in the organizational spaces from a solidarity, direct, horizontal and anti-authoritarian action

5. We will continue with the training spaces as these contribute us in the process of building ourselves as critical political people, to face dynamics of dispute that may arise.

6. We will seek to create alliances with other libertarian, anarchist, autonomist processes in order to multiply forces and build some common objectives that allow us to continue moving towards social revolution from our district, regional and national context.

Finally, we want to invite you to continue dreaming, but also to fight to make dreams come true according to the moment Colombia, Latin America and the world are going through; in spite of being full of despair and tiredness, because as Durruti said: "We are not afraid of ruins, because we carry a new world in our hearts. That world is growing at this moment".
