(en) France, Alternative Libertaire AL - antiracism, Calais: The bulldozers are not political! (fr, it, pt) [machine translation]
Sun, 28 Feb 2016 18:33:18 +0200
Once again, the only response that consider the government deal with the situation in the
Calais area is the removal of a refugee camp, and dispersal. It pretends to address the
real causes of the problem; but in reality, by attacking the victims doomed to disperse in
fear, this policy only makes the move and worse. This "solution" is not one. ---- The
eight organizations have sent an open letter to Bernard Cazeneuve asking him to postpone
the evacuation programmed much of the "jungle" of Calais, the Interior Minister has sent a
response that is end of inadmissibility: it justifies its decision to blows about
incantatory on respect for the fundamental rights of migrants and the policy merits that
do not change for years, despite their evident failure; and he reminded the associations
their "partnership" with the state as to involve in politics it is challenging. In the
process, the Prefecture of Pas-de-Calais has just published a decree ordering the
occupants of the southern area of the slum, the 'Lande "to leave Tuesday, February 23 at
Bulldozers can not replace policy. This obviously implies not accommodate us in a "jungle"
whose name says it all. No one would accept the continued state of Calais shanty town, nor
the Grande-Synthe camp, or any other. No one can be satisfied to see refugees forced to
survive in such places.
For years, we will also cease to denounce the indignity of such living conditions, as also
Jacques Toubon, the Defender of Rights, last summer. More recently, the Lille
Administrative Court even ordered the state to carry out emergency improvements, decision
upheld by the State Council.
However, there is no question of condoning the evacuation announcement, not only because
it is inhuman, but also because it will not solve anything. Drive out the inhabitants of a
large part of the slum, there pass bulldozers and destroy everything in insecurity and
with the means at hand, was built over the months: why bother?
Calais: a demo release of the "jungle"
Solidarity with migrants: Calais, symbol of an era
Migrants who are in the Calais region often want to join relatives in Britain. Others are
entitled to seek asylum in France but they do not always know or they are wary of the
welcome reserved for them. Others expect a response to their request. Among them, there
are many children ... But for several categories of migrants, there are solutions included
in the texts, with features, the actors, the funds allocated for this purpose. They could
have been implemented long ago.
Rather than tackle it, the government preferred to conduct "dismantling" successive. In
2015, they forced the migrants dislodged and to settle in a "managed" area for them. In
short, they have already defeated what was done, forcing those they hunted to live in a
more precarious still.
Today, the main part of the State slum Calais consists of tents and rough shelters, built
by refugees with volunteer associations. In these few square kilometers are gradually born
cafes or restaurants makeshift, tiny grocery stores, places of worship of different
religions, all small schools, a theater marquee, a legal aid hut, several vested places to
care, etc. Many social spaces, shared by refugees of different nationalities in the slum.
What justifies shave it all? The minister wants to convince that this is for the good of
the occupants. In reality, it is a policy of deterrence: make life unlivable for refugees.
To those that have settled in this area yesterday, authorities urge for weeks to fill
containers - kinds of office container systems - or otherwise be scattered far from
Calais, in CAD (shelters and orientation), called "respite places."
But this is an impossible alternative.
Minister touts containers, which under his pen seems bungalows for guests. The fact is
that this site cabins with bunk beds in each for twelve people, which we can only be
standing or lying down; any furniture installation is forbidden, not any privacy ...
On CAD, the Minister welcomed what they allow migrants through "associative quality
support" and "special monitoring" of people to file applications for asylum in good
conditions, which was not the case in the slum. "At last count," he writes, "80% of
remaining CAD migrants were engaged in an asylum process" ... He forgets to mention those
who set hotel, are deprived of any support and risk an upcoming deportation. It also fails
to mention that the CAD has been designed as very short-term solutions; after closing,
what will happen to people who have been sent there?
Containers, CAD; expulsion, dispersion; these responses will only worsen the plight of
migrants without setting provided the problem facing the Calais region, nor in his time
the closure of the Sangatte camp. And in one year, we will replay the same scene. For it
is above all the inaction of the authorities, but their action, which, by creating
impossible living conditions, places an unmanageable situation. The government wants us to
believe he is on the side of the people against refugees; in fact, it goes first against
the latter by abandoning each other.
We must stop hunt jungle shantytown in all the world's misery, persecution which only
exasperated the resentment of the "residents". No, the plight of migrants will not make
the happiness of the French, nor elsewhere in Calais. In fact, let deteriorate the
situation is more painful for the people of Calais, and also more expensive for the
government, that is used to improve it. The most basic humanity forbids the destruction
repeatedly; but our best interest as well.
This country can he be satisfied to become the non-home champion, while refugees are less
numerous than elsewhere? What other countries are doing already, France must be able to.
Britain, which has a great responsibility in this situation, must also review its position
on this border. We must end the perpetual improvisation; it's time to think in the long
term. And if the state does not do its job, we will work there ourselves - with the
associations in the field, with the inhabitants of Calais and with refugees.
The next few days we will go to Calais to brag: we are not condemned to choose between the
"jungle" and its destruction. We refuse to reduce France to the barbed wire and
bulldozers. We will hold a press conference. We want to hear another speech that the
public authorities that occupy the media. Destroy, said the Prefect? With, without or
against the State if necessary, you would have to build a good future.
Once again, we, the undersigned organizations and individuals in solidarity, asking:
that is canceled the deportation order on February 19;
Emergency: a respectful individual care of the fundamental rights of people currently
present in Calais;
a discussion of the Dublin Regulation III and Le Touquet agreements;
more broadly, that France finally committed, particularly by promoting this axis within
the EU, for a true policy of welcoming migrants.
