Libertarian Red People Matthew Kramer, who bore the title "Who holds the key to peace?",
And which was intended to raise the discussion about proposals and prospects for peace in
Colombia from various sectors, including urban youth were organized, organizations working
for peace, the rural sector and the student sector.
In this regard, we met in a panel discussion where we share as network wide perspectives
with representatives of Colombians for Peace, Peace Planet, National Coordinator MANE
Agricultural and enriched the debate and the landscape through their diverse experiences
and specificities.
Since opening to the Chair, a presentation was made a fellow of the Center for Libertarian
Research and Popular Education (CILEP), a group that is part of the Network, in explaining
the topical importance is given to the discussion of peace and social and historical
importance of the topic, which is why we decided to try to raise discussion and views and
proposals as a social movement in Colombia. Among the considerations and reflections on
peace talks about the importance of not analyzing the issue in isolation, but the issue
requires an analysis of the context of social conflict, economic and political lives of
Colombian society, otherwise the discussion of peace shall be limited to talk of a
cease-fire and demobilization of the insurgent organizations. In the analysis of social
conflict, political and economic development in Colombia, which is immersed in armed
conflict, we talk about strengthening primary export economy built on large estates,
dispossession, job insecurity, lack of opportunities for participation and lack of
democratic guarantees of human rights for the exercise of political opposition in the
country. Thus, consider ourselves the peace-building alternatives to think of ourselves
also involves construction of new spaces for citizen participation and the need to at
least question the economic model to build a more just and humane.
After these initial considerations, interventions were made of two organizations that work
particularly the issue of peace and alternatives for peace in Colombia, Planeta Paz and
Colombians for Peace. The interventions of these organizations did emphasize that the
overcoming of conflict derives from the reading you have about this conflict: it can be
understood that this is a purely military conflict, economic conflict derived from the
capitalist production system, a conflict related to lack of space for the exercise of
democracy or social conflict is expressed in the armed struggle. Depending on the position
you take off the conception of the conflict then it is necessary to assume a position on
the alternatives to overcome the conflict. Organizations are taking an essential
distinction between peace as a fact and peace as a social construction, since the first
conception would understand peace as a cease-fire, while the second involves a process of
mobilization and participation in the creating new spaces for construction of social life.
It also emphasizes the importance of the new production model in addressing the
manifestations of intent to negotiate peace by the Government, it is the intention of
cornering the rural areas of productive projects in agribusiness, mining and extraction of
hydrocarbons encouraging foreign investment, and in that sense the existence of an armed
conflict hinders the possibilities for the proper development of the production model.
There is then an intention to peace rather than peace-building by the national government.
It is considered that you can not expect a simple demobilization of the insurgent
organizations, because they still maintain certain claims and agendas that are considered
essential as budgets for a scenario of peace, as are land reform, the issue of victims and
Human Rights and the real possibilities of democratic participation of citizens. The
historical difficulty that presents itself to such claims has to do with the willingness
to compromise of oligarchy: would you be willing to abandon their estates and
dispossession model?, Would you be willing to abandon violence and repression that have
historically exercised against the people claiming decent life?, would you be willing to
let by building and democratic participation of citizens even if it opposes their class
interests? What if the oligarchy is unwilling to yield, and the proposals of peace do not
correspond to the intentions of peace building, to the extent that the former are aimed at
consolidating an economic, political and social deprivation, control and lack of
participation, and the latter on the contrary seek to challenge such a model, then, what
position we take as a social movement?
After these interventions is the presentation of the representative of the National
Coordinator Agricultural, rural organization that gives us a reading of rural conflict and
peacebuilding. From a rural perspective is clear that peacebuilding is a prerequisite in
the redistribution of land and the means of production and re pose the primary export
model and think of a harmonious relationship with the earth and nature, think of ourselves
production to meet the food needs of the Colombian population taking as reference the
concepts of food sovereignty and security. Also, peace building can not be understood as a
situation, a story, a fact, but a building must be from the people, particularly rural
communities in which they are guaranteed their rights from the perspective of
comprehensiveness, that is, to respect the territories, life, Earth, ensure the health and
education and conditions for the "good life".
Later, a fellow of the National Comprehensive Student Bureau (NSAIDs) presents the
reflections that have occurred since the student movement on peace and the importance of
this sector in peacebuilding in Colombia. After a brief presentation of the NSAIDs and the
process of resistance to the proposed reform of Law 30, the companion presents two
essential points Minimum Programme of the students related to peace building: first, the
collateral requirements and democratic freedoms for possible mobilization and social
construction, a claim which is not limited to student level but extends to all actors in
the Colombian society, the Colombian people that are tired of being repressed and
criminalized every time he moves against the dominant model, on the other hand, the
partner talks about the relationship between universities and society as a central demand
in the construction of peace in Colombia, to the extent that arises from the construction
MANE an education that matches the needs and conflicts of Colombian society with a
critical and aware of the context and alternatives that can be built from the students.
Finally, opening a round of interventions to be put on the table the importance of
scenarios from which the social movement to think and act in pursuit of peace building,
such as the Peace Congress that is beginning in Congress People, or the last meeting of
the Patriotic March in Bogotá a few days ago. On the other hand, emphasizes the importance
of think the issue of political detainees and the state's refusal to recognize this
situation and also reaffirms the importance of a comprehensive reading of the conflict in
Colombia, for the conflict to think of ourselves more beyond the military allows us to
understand that there is a link between the consolidation of the primary production model
and the intentions of peace by the State. It also emphasizes that while the state and the
insurgency are key players in peace building, and in that sense have some of the keys to
peace in the people organize and mobilize to remove any kind of legitimacy to the violence
by the state and the oligarchy against him.
