(en) France, Alternative Libertaire #224 - Reform: A new law for no change (fr) [machine translation]
Date
Thu, 21 Feb 2013 15:28:57 +0200
Minister of Higher Education and Research organized a parody of consultation, under the
name of Assizes, to lay the foundations of a new law. This should not question the
direction taken by previous governments. ---- Reform of higher education and research
promised by the new majority is running. Previously, Fioraso Geneviève, the minister in
charge, aped consultation supposed to take the advice of stakeholders. Three major themes
were discussed: the success of students, research policy and organization of the
university landscape. The consultation was carried out in three stages. Organizations'
representative and institutional "were heard. Then were held land base region. Finally,
national conference discussed 121 proposals. On 17 December 2012, was awarded to Genevieve
and Francois Hollande Fioraso a report summarizing the recommendations, which must be the
basis for a bill in early 2013.
Staff, students and students who have mobilized in recent years against the law of
university autonomy in 2007 and the reforms that accompanied it, waiting for a break. But
PS has never challenged this law. It was clear that these meetings would not change the
substance.
Masquerade consultation
Major trends of previous reforms are not challenged by the proposals. This applies to the
continuous increase of tuition fees and selection at the entrance of more and more
sectors. Inequalities between universities, colleges and preparatory classes will
continue. Professionalization of training, that is to say, their submission to the
injunctions of businesses remains a central objective. Companies and external
personalities will present in decision-making. In the absence of sufficient funding, many
universities are bankrupt and do not renew certain positions. To meet the needs,
precarious employment is widespread.
In fact, it is not the students and staff, but selected representatives were heard on
subjects defined in advance. The seats and the choices they presaged were strongly
criticized by groups of precarious, as some unions and associations (South, Save and Save
research university, FSU unions and the CGT ...). In several cities, protests have
punctuated the opening of the national conference on 26 November 2012. Why set up ad hoc
advisory bodies, while the academic world knows democratically build its own claims in
general meetings and coordination, as it has done repeatedly in recent years? In these
structures of self-organization, everyone can express themselves outside the framework set
by the PS program.
