Minimum program proposal during the lifting period in Belarus. ---- Soviet and Lukashenko propaganda could make many people think that anarchists in Belarus are just barricades and clashes with OMON. But anarchism is more than that. Somewhere behind the scenes lives the idea that the people can live with dignity and without dictators or Bolsheviks. ---- Anachians in Belarus pointed out well before protests began that getting rid of Lukashenko was just the first step in the fight for freedom of the people. The regime was not built in a day and its destruction requires the will of people. All bureaucrats and officials who supported the regime should disappear. And their positions and assignments should be demolished in order to make it impossible to recreate the dictatorship.
We are aware that today's revolution, despite its strong collective energy and self-organization, is still not anti-authoritarian. We don't consider it, moreover, an appropriate and relevant solution to declare an anarchist program. However, even in this situation, we consider it necessary to expose a minimum programme, necessary to avoid the formation of another authoritarian regime. We have been dominated by ruthless rulers for over 100 years. It's time to show that the people can do good for themselves.
We repeat it again. The anarchist program is far more radical than the one presented below, but we tried to make realistic proposals, considering the context of revolt and shift the vector of self-organization and popular self-government towards political and social transformation.
Decentralization of power
Organizing a true regional self-government instead of the current one.
Deputies / delegates are responsible to the base and not to the summit.
Revocation of mandate to deputies / delegates at all times should they not do the job assigned to them.
Decentralization and federalization of power structures. Transfer of major responsibilities to elected regional assemblies.
Staff for administrative roles in companies, education, health and other state institutions are chosen by the employees of these institutions.
Radical reduction of the staff of administrations, courts and state control institutions at all levels.

Creation of a court to resolve all violations during Lukashenko's government.

Referendum referendum
The people are the only authority in the country. All decisions regarding changes in legislation, international treaties and other important decisions must be made through the instrument of the general referendum, which will be instituted 4 times a year.
Every citizen has the right to ask for a referendum by collecting 100.000 signatures.
Reintegration of all workers and students fired or deported during protests.
Release and rehabilitation of all detainees and arrested during protests.
Release of all political prisoners.
Removal of political articles from the administrative and criminal code.
Prohibition of censorship of mass media and internet.
Abolition of death penalty.
Complete abolition of all repressive laws: mass events laws and anti-extremism laws.
Freedom of speech, press and assembly set by law.
Tribunals for all security forces responsible for repression, violence and murder.
OMON, GUBOPiK and Belarusian internal troops.
Transfer of police control to local authorities. Selection of regional ROVD leaders.
Reduction of state budget for police forces.
