En lo mas algido del proceso electoral se acrecienta la represion de las fuerzas militares y policiacas en contra de los luchadores sociales, dejando como resultado mas desapariciones forzadas. En el mes de Junio fueron detenidos y desaparecidos 2 combatientes de nuestro Ejercito Popular Revolucionario, uno el dia 4 en el D.F. de nombre Gustavo y otro en el estado de Guerrero, llamado Fabian , el dia 23, detenciones realizadas por inteligencia militar y cuerpos policiacos; desde entonces estan siendo sometidos a crueles e inhumanas torturas, con el fin de obtener informacion que lleve al aniquilamiento de nuestras fuerzas, violando sus mas elementales derechos humanos, situacion que ya han vivido otros combatientes nuestros. Este trato inhumano a los prisioneros de guerra, demuestra la baja calidad moral del gobierno, que violando el derecho internacional despliega la guerra de baja intensidad y la guerra sucia en contra del movimiento social, popular e insurgente en nuestro pais. A pesar de haber declarado una tregua unilateral de nuestra parte, el gobierno mantiene su actitud guerrerista e inhumana, no solo contra nosotros, sino tambien en contra de luchadores sociales que no tienen ninguna relacion con nuestras estructuras, como es el caso del profesor Gregorio Alfonso Alvarado, desaparecido por el ejercito federal desde Agosto de 1996 en el estado de Guerrero. Continua el acoso y la pretension de aniquilar a nuestras unidades militares, combinando la intimidacion a los sectores sociales a traves de la militarizacion y la represion, para aislarnos y deslegitimar nuestro accionar politico militar y nuestra existencia. No vamos a dejar en la indefension a nuestros combatientes y militantes que son detenidos por el gobierno. Cuando hemos decretado treguas unilaterales nos hemos comprometido a respetarlas pero tambien hemos manifestado que tenemos el legitimo derecho a la defensa en el momento de ser agredidos por las fuerzas represivas del mal gobierno. En el caso de la desaparicion de nuestros dos combatientes se demuestra fehacientemente la agresion de la que estamos siendo objeto. ?Es justo permitir manos libres al mal gobierno para que siga cometiendo abusos, atropellos y crimenes de lesa humanidad en contra del pueblo? Solicitamos respetuosamente la intervencion de las organizaciones no gubernamentales tanto nacionales como extranjeras, asi como del Comite Internacional de la Cruz Roja, para lograr el respeto a la vida e integridad fisica de nuestros combatientes y de quienes no lo son, asi como su presentacion inmediata. Se vive un proceso electoral, en torno al cual declaramos una tregua unilateral. La respuesta que el gobierno asume en relacion a esto es de mayor represion y la desaparicion de luchadores sociales, pensando torpemente que tenemos las manos amarradas y que nos pueden golpear impunemente, aprovechando la coyuntura electoral. Es a traves del terrorismo de estado como pretenden detener la lucha insurgente que se hace necesaria para lograr la democracia, justicia y libertad que se requiere. La lucha electoral no lo es todo, se necesita que conformemos la fuerza historica social necesaria, combinando todas las formas de lucha y la participacion de todos los mexicanos, para lograr los cambios historicos que la nacion reclama.

TO THE PEOPLE OF MEXICO TO THE PROGRESSIVE ORGANIZATIONS AND POLITICAL PARTIES TO THE NON-GOVERNMENTAL ORGANIZATIONS, DOMESTIC AND FOREIGN TO THE PEOPLES OF THE WORLD TO THE COMMUNICATIONS MEDIA

In the most intense phase of the electoral process, the repression IS increasing by the military and police forces against social fighters, resulting in more forced disappearances. In the month of June, 2 combatants of our Popular Revolutionary Army were detained and disappeared: one, named Gustavo, on the 4th in the Federal District, and another, called Fabian, on the 23rd in the state of Guerrero. These detentions were carried out by Military Intelligence and bodies of police. Since then, they have been subjected to cruel and inhuman torture with the aim of obtaining information leading to the annihilation of our forces, in violation of their most basic human rights, something that others of our combatants have already experienced. This inhuman treatment of the prisoners of war shows the low moral character of the government that, in violation of international law, deploys low-intensity warfare and dirty war against the social, popular and insurgent movement in our country. In spite of our having declared a unilateral truce, the government maintains its warlike and inhuman attitude, not only against us, but also against social fighters who have nothing to do with our structures, as is the case with Gregorio Alfonso Alvarado, disappeared by the federal army since August 1996 in the state of Guerrero. It continues the relentless pursuit with the aim of annihilating our military units, combined with intimidation of the social sectors by means of militarization and repression, in order to isolate us and deligimate our politico-military activity and our very existence. We are not going to leave defenseless our combatants and militants detained by the government. When we have decreed unilateral truces, we have promised to respect them, but we have also made clear that we have the legitimate right of defense at the time of being attacked by the repressive forces of the wretched government. The case of the disappearance of our two combatants reliably demonstrates the aggression of which we are being the object. Is it right to give the government a free hand to continue committing abuses, outrages and crimes against humanity against the people. We respectfully solicit the intervention of non-governmental organizations, both domestic and foreign, as well as the International Committee of the Red Cross, in order to achieve respect for the lives and physical integrity of our combatants and of others, as well as their immediate presentation. An electoral process is taking place, around which we have declared a unilateral truce. The response that the government adopts in relation to this is one of greater repression and the disappearance of social fighters, stupidly thinking that we have our hands tied and that they can strike us with impunity, taking advantage of the electoral conjuncture. It is through state terrorism that they seek to stop the insurgent struggle that has become necessary to gain the democracy, justice and freedom that are required. The electoral struggle isn't everything; what is needed is that we shape the necessary historical social force, combining all forms of struggle and the participation of all Mexicans, in order to achieve the historic changes that the nation demands.
