[MER Editorial - Washington - 5/20/97]

Yasser Arafat is in a strange bind. His own people increasingly despise and loathe him; which accounts for his renewed attempts of late to appear as a champion of Palestinian nationalism rather than as the collaborator he has become, handsomely paid and rewarded by the U.S. and Israel and with a quarter billion still awaiting him in his once- secret Tel Aviv bank account. Meanwhile Yitzhak Rabin's wife says she now thinks of Arafat almost as a "family member". And Shimon Peres has just called Arafat "an honorable man" from the podium of the Knesset. But what would Shimon Peres know of honor? Israeli man for all positions, Peres can sound oh so soothing with his soft-spoken and carefully choreographed rhetoric. He has been, however, one of the most chicanerous and duplicitous of the Israeli politicians. Just in the past year Peres created a war in Lebanon, and then cynically covered up the unprecedented attack on the Qana U.N. base, desperately trying to get himself elected Prime Minister after inheriting the job when Rabin was assassinated. Then Peres, and his long-time protege Yossi Beilin, tried mightily to get himself a portfolio in a Netanyahu "unity" government; and when that didn't work began chastising the new government for building at Har Homa -- a site Peres himself had announced on 19 March 1996 for settlement expansion (not to mention all the other Labor sponsored settlements surrounding Jerusalem). And most recently now Peres desperately tried to get himself appointed to a new position custom-tailored for his eminence, "President" of the Labor Party. But Peres has failed on all fronts. The Israelis know him for what he really is. It is only the self-serving group of Arafat cronies that has been willing -- so mistakenly and tragically -- to place their trust in Shimon Peres. And as a final self-inflicted insult, while addressing the Labor Party convention just a few days ago Peres had the audacity (or was it stupidity) to actually ask the assembled delegates, "Do you think I'm a loser?". To Peres' utter shock there was a resounding chorus of "yes" from the audience -- one made up of Labor party stalwarts who know him best. But the dishonor of Shimon Peres is not in losing. Rather the overall historical reality is that Peres has been a classic political wheeler/dealer for so long that he long ago began to mistake power for honor. Indeed, Peres trained intimately at the feet of David Ben-Gurion; himself a masterful political prevaricator and manipulator. Throughout the years leading up to the creation of Israel, it was Ben-Gurion personally and repeatedly who always denied in his contacts with Palestinian leaders that the Jewish "Yishuv" intended to establish an exclusivist "Jewish State." Then he turned right around and did just that, bringing on the Israeli-Palestinian conflict which still today threatens world peace and has twisted the history and squandered the resources of the Middle East. Peres in his turn has hinted for years now at something he calls a "Palestinian State". But the Peres reality, like the Ben-Gurion reality before him, is that he has always practiced Palestinian dispossession and subjugation, and in recent years an expanded form of Zionist apartheid. The "autonomous" "state" of Peres rhetoric is but the occupation repackaged and renamed -- a masterful historically duplicitous attempt to legitimize and sanitize Israeli domination and repression in the years ahead. Indeed just about all the policies actually implemented by the Likud party -- for which Peres served a number of times in major ministerial positions -- had their groundwork laid by the Labor party and non other than Shimon Peres and his colleagues. Peres is now finally fading. There should be few tears.
