Subscriptions to Demanarchie are available for $12 for 6 issues. ----- _________________________________________________________________ EDITORIAL: NEO-LIBERALISM HITS QUEBEC _________________________________________________________________ Quebec's economy is being re-organized in order to make the rich richer while getting the working class on its hands and knees. Louise Harel's Welfare Reform is one part of this plan.. Another is the ubiquitous attack on organized labour in both public and private sector businesses: many companies are laying off their unionized workers only to replace them, at lower salaries and with no collective protection, by whoever is desperate enough to take the job. The main effect of this stratagem is to make it almost impossible for workers to defend themselves against the bosses whims, to gain wage increases or better work conditions. What's more, thanks to globalization, the capitalists have a superexploited labour reservoir in the Third World forced to work at wages far below those paid to workers here in Canada. "Do what we say or else we relocate," has become the bosses' new catchphrase. This economic restructuring is also creating an immense pool of unemployed workers who have no access to society's wealth. These people amount to roughly a quarter of the population of industrialized countries. If we add to this number those who work part time, under the table, for a minimum wage or less, and who change jobs many times a year, we get an idea of the size of this expanding sub-class within the proletariat. These people are bombarded with propaganda worthy of George Orwell's 1984, pushing them to get a job, any job, no matter the wage nor the working conditions. More and more, Capital and the State are twisting and constraining all human life with the logic of the marketplace and a ruthlessly competitive economy. When you have an idea of the big picture, the real meaning of the new Welfare Reform become clear. The goal is to get people on welfare back to work: first younger recipients, then single mothers, and finally all the unemployed will be forced into a strict regimen of intensive job-hunting. You won't be able to refuse a job and it will be impossible to avoid participating in the program. Thousands of people will be forced into bad jobs for lousy pay. As welfare recipients invade the job market they will provide the ruling class with a docile workforce - after all, no one will be allowed to refuse a job - that will help push down the wages of the entire working class. The exploiters, ever-ready to make a buck, are going to have all of these surplus workers to threaten their employees with. "If you don't want this job someone else does," is what they'll gleefully respond to any demands. As for those hold-outs unwilling to get a job, the welfare reform paves the way to that latest form of forced labour: workfare. This new form of indentured servitude is already being imposed on Ontario's unemployed, and has been the rule in the United States for some years now. The results in that country are clear: supposedly "non-productive" individuals have no right to housing or healthcare and they are grudgingly given a few crumbs to feed themselves, that's all. Mike Harris is on the same track; remember the shopping list for welfare recipients his government published last year (the so-called Tsuboshi list)? The Vancouver Sun remarked at the time that if a country were to feed its prisoners such meagre offerings it would be condemned for crimes against humanity. (OK, so who said the Vancouver Sun knows anything about prisoners' living conditions?) With more and more mandatory "training programmes" the provincial government is carving out an entire sector of the economy for its new slaves: the social economy (economie sociale). In order to get their cheque welfare recipients will be forced to work. Cleaning up parks or perhaps looking after sick people sent home by the hospital closures, welfare recipients will replace workers who were traditionally paid five or ten times more for the same tasks. What's more, these training programmes are endowed with a ban on union organizing, which means that the State's slaves will be breaking the law when they organise against their master. All of this is part of the global rise of neoliberal ideology. Inspired by the savagery of 19th century capitalism, neoliberalism pits people against each other, destroying what little gains the working class had won, and laying low all who would oppose it. Whether it be by corrupting the union leaders (our situation here in Quebec) or by using the army to squash any and all resistance (the preferred plan in the Third World) the new face of post-industrial capitalism is becoming more and more hideous. The neoliberal utopia will consist of an immense reservoir of obedient workers busy competing with each other, all to their own detriment but to the profit of the rich. Social democracy is an outdated class compromise that has lost its use for the bloodsucking bosses and this is why it is being ditched. Social programs are tranquillizers that are no longer needed to suppress class conflict: the bourgeoisie would rather intensify the effects of the permanent crisis that is capitalism. The Welfare State seems to have been nothing but a less ruthless phase in the merciless war between the have-nots and those who would rule the world and everyone living in it. With Louise Harel's Welfare Reform the State is playing its classic role: that of managing the world for these rulers. ----- _________________________________________________________________ HAPPY BIRTHDAY'S TO YOU! _________________________________________________________________ Two of the best e-mail lists on the Internet celebrated birthdays in January. ATS-L has been put out by the Arm The Spirit collective in Toronto since January 21st, 1995. It is a consistent source of excellent news and analysis about revolutionary resistance and repression around the world. Arm The Spirit describes itself as an "autonomist/anti-imperialist" collective, and its list is especially useful for people interested in anti-imperialist/national liberation struggles. Its homepage about the MRTA's takeover of the Japanese embassy in Lima is the best English-language source of information about this situation on the web. In fact, it drew slanderous accusations of some kind of direct link between ATS and the MRTA rebels in the bourgeois media. As soon as these false allegations were dispelled, Reuters news service threatened our comrades with a lawsuit for reprinting copyrighted Reuters news stories... It is obvious that what brought about these accusations and threatened litigation was the superb service ATS is providing to people around the world through their info-service. Also, happy first birthday to the Anti-Fascist Info Bulletin! The AFIB has been going strong since January, 1996, with timely news and in-depth reports on all aspects of the far-right and State repression, as well as what folx are doing to fight back. To subscribe to AFIB, write to tburghardt@igc.apc.org. -DMT ----- _________________________________________________________________ GREEK ANARCHISTS FREED! _________________________________________________________________ Greek anarchists Spyros Dapergolas and Marios Chrysostomou were arrested on June 21st 1995, after an unsuccesful bank robbery. Their attempt was quite amateurish, as Spyros himself described it: he used his own motorbike and a broken gun. The police decided to make the most of this event. They accused Spyros, a member of anarchist weekly Alpha of yet another bank robbery which he supposedly commited with the help of another well known anarchist, Kosta Kalaremas. Their only evidence to support this case was the "confession" of a person Spyros and Kostas hardly knew. Althought this person has long retracted this "confession", the police used it to keep Spyros in jail more than 18 months (according to Greek law, that is the time limit after which a prisoner is set free if he hasn't yet been brought to court). Spyros Dapergolas went on hunger strike since November 9th, demanding his release. His health was critical. He lost 30 kilos, his sight was failing and he was about to fall into coma. He was taken to hospital, but a doctor sent him back to jail on Thursday January 16th, because Spyros refused to have serum. Despite all these, he is determined to continue his struggle for freedom until the end, so on Sunday 19th January he started a thirst strike, too. This means that he risked death within days. There had been a number of anarchists demonstrations in support Spyros, in Athens and Salonica. On Monday 20th there was another one in Athens. About 500 persons participated in it, promising that "if our comrade dies, the centre of Athens will be burnt down". Nevertheless, press coverage of his case was almost non-existent. Then on January 21st his father went to hospital with a video camera and shot a video of Spyros, who looked like a living skeleton. This was shown on the news and provoked considerable pressure on the government to set him free. Two days later, Spyros was released on roughly $400 bail. On Friday January 24th comrades from Alpha wrote that Spyros will "be staying in a hospital for a few days, until his health condition gets better. It is hoped that there has been no irreparable damage to his health. Comrades visited him today and reported that he's in a very good mood, although of course he's totally exhausted. (E-mail: alfanarc@compulink.gr) -Krad ----- _________________________________________________________________ UNIVERSITY SUPPORTS FREE SPEECH FOR FASCISTS NOT THEIR OPPONENTS _________________________________________________________________ Every time some nazi get smashed up, or some racist propaganda gets destroyed, we get treated to whines about "freedom of speech". The same people who do nothing about a system which arrests people for being in a public park late at night and bans people from attending demonstrations nevertheless find the time and energy to criticize anti-racists, feminists and queers whenever we try to shut up our oppressors. A case in point. Arthur R. Butz is a professor of electrical engineering at Northwestern University in Evanston, Illinois. In 1977 he wrote a book called The Hoax of the Twentieth Century, in which he claimed that the Holocaust - Nazi Germany's systematic murder of over 6 million Jews and millions of other so-called "undesirables" - had never happened, but was rather an invention of an international Jewish Communist Zionist conspiracy. The book was published by Noontide Press, the publishing house of the Liberty Lobby, a neo-nazi organization that publishes Spotlight magazine and was very active opposing racial integration in the United States. It was serialized in the German neo-nazi magazine Deutsche National Zeitung, and in Canada has been distributed by the Aryan Nations. Of course, while everyone with an ounce of integrity wanted Butz's head on a platter, Northwestern University believes in freedom of speech, so he continues to hold a job in NWU's engineering department. After all, it is clearly Herr Butz's right as a red-blooded American to lie through his teeth in the hopes of whitewashing what is obviously his favourite political movement. But as everyone knows, rights as not absolute. They must be tempered with good sense. Another case in point. Sheldon Epstein is also a professor in Northwestern's engineering department. When he noticed that his colleague Mr Butz was using the university logo and space on the university internet web page to sell Holocaust denial propaganda and push his own noxious views, Epstein got pissed off. He condemned what he rightly saw as Northwestern's coddling an internationally renowned anti-Semite. The university administrators saw different though, and explained that the issue was one of "academic freedom" and "free speech". Dean of Engineering, Jerome Cohen, further "advised" Epstein to remain silent, since "any further statements would draw unnecessary attention" to Butz's beliefs. In other words, Butz gets freedom of speech while Epstein gets to shut up. When professor Epstein failed to close his mouth, and instead continued denouncing the university's tolerance of neo-nazism, he was fired. Citing "intellectual freedom" -- for fascists -- university president, Henry Bienen, explained that Epstein got the boot "because continued discussion of the Holocaust violated Dean Cohen's instructions.." As I said, "rights" are not absolute, they must be tempered with good sense. When Butz, who has tenure, uses his position to push racist lies, he is using his good sense and prudence; after all the university administrators have the moral fibre of a potato chip and as such will certainly not object. When, on the other hand, Epstein, who is a mere associate professor, exercised his "freedom of speech" to denounce race hatred despite an order from his boss to keep quiet, he was not being sensible or prudent.
