(This is a rough English translation of the communique released by the
MRTA when they militarily occupied the residence of the Japanese
ambassador to Peru. If anyone is capable of doing quick Spanish to

Lima, 17th December, 1996

Communique No. 1

The National Direction of the Revolutionary Movement Tupac
Amaru addresses our beloved Peruvian peoples and declare that
today, Tueday, the 17th of December, at 8.25 p.m., the special
force unit "EDGAR SANCHEZ" of our organization has miltitarily
occupied the residence of the ambassador of Japan and has taken
prisoner several political and business personalities and members
of the diplomatic corps acredited in Peru.
We have given this operatiuon the name of "c. OSCAR TORRES
CONDESU" with the slogan: "BREAKING THE SILENCE - THE PEOPLES
WANT THEM FREE". This operation is under the command of
MRTA-commander c. HEMIGIDO HUERTA LOAYZA.
We declare that from the moment of the military occupation
of the residence of the ambassador of Japan in Peru, every
measure has been taken to provide for the physical and moral
integrity of the persons captured there. We have realized this
military ocupation in protest against the interference of the
Japanese government in the political life in our country, in
every moment supporting the methods of violation of human rights
applied by the government of Mr. Fujimori, as well as its
economic policy which has brought nothing but increased misery
and hunger to the majority of the people of Peru.
We also communicate to our peoples that we have been forced
to take to this extreme measure in order to save the life of
dozens of members and leaders of our organization, who suffer
imprisonment under subhuman conditions and under a prison system
which aims for their physical and mental annihilation. They are
imprisoned in true "grave prisons", as Mr. Alberto Fujimori has
repeatedly confirmed with the words "there they will rot and will
only get out dead", which shows an irrational rage against social
fighters who have risen in arms to fight for the well-being of
our peoples.
In this sense, we state with the same emphasis with which we
declare that we are respecting the physical integrity of the
captured persons, that we will only free them if the government
complies with the following demands:

1. That the government commits itself to change its economic
course in favour of a model which aims for the well-being of the
great majorities.

2. That all prisoners belonging to the MRTA and every prisoner
accused of belonging to our organization be set free.

3. Transfer of the commando that entered the residence of the
Japanese ambassador together with all the c. prisoners from the
MRTA to the central jungle. As a guarantee, some of the captured
persons, who will be selected correspondingly, will also come
along. They will be set free when we have reached our guerilla
zone.

4. Payment of a war-tax.

The MRTA has always been an organization disposed to answer
proposals for dialogue, but it has only found repulsion and scorn
from the government. Today we are in confrontation, and it must
be clear that any military option which puts the life of the
captured persons in danger will be the absolute responsibility of
the government, as well as any other action which we might have
to take if the government does not respond to our demands.

La Direccion Nacional del Movimiento Revolucionario Tupac
Amaru se dirige a nuestro querido pueblo peruano paramanifestarle
que, el dia de hoy martes 17 de diciembre a horas 20:25, la
unidad de fuerzas especiales "EDGAR SANCHEZ" de nuestra
Organizacion, ha ocupado militarmente la Residencia del Embajador
del Japon y ha tomado como prisioneros a diversas personalidades
politicas, empresariales y miembros del cuerpo diplomatico
acreditados en el Peru.
Esta operacion la hemos denominado: "c. OSCAR TORRE CONDESU"
con la consigna: "ROMPIENDO EL SILENCIO EL PUEBLO LOS QUIERE
LIBRES", esta operacion esta a cargo del Comandante del MRTA: c.
HEMIGIDIO HUERTA LOAYZA.
Manifestamos que desde la ocupacion militar de la residencia
del embajador del Japon en el Peru se ha tomado todas las medidas
del caso para respetar la integridad fisica y moral de las
personalidades alli capturadas. Esta ocupacion militar la hemos
realizado en protesta por la injerencia del Gobierno Japones en
la vida politica de nuestra patria avalando en todo momento los
metodos de violacion a los DDHH que aplica el Gobierno del Sr.
Fujimori, asi como su politica economica que solo ha traido
consigo mayor miseria y hambre a la mayoria del pueblo peruano.
De igual manera le decimos a nuestro pueblo que nos hemos
visto precisados a tomar esta medida extrema en aras de preservar
la vida de decenas de militantes y dirigentes de nuestra
organizacion que sufren prision en medio de condiciones
infrahumanas y una politica carcelaria que busca su
aniquilamiento fisico y mental, encerrados en verdaderas
"carceles tumbas" conforme reiteradamente lo afirma el Sr.
Alberto Fujimori con estas palabras: "alli se pudriran y solo
saldran muertos", mostrando un ensanamiento irracional contra
luchadores sociales que nos hemos levantado en armas para luchar
por el bienestar de nuestro pueblo.
En ese sentido senalamos con el mismo enfasis con que
decimos que estamos respetando la integridad fisica de las
personalidades capturadas, que solamente los liberaremos en la
medida que el Gobierno cumpla con las siguientes exigencias:

1) Compromiso de cambiar de rumbo la politica economica por un
modelo que busque el bienestar de las grandes mayorias.

2) La liberacion de todos los presos pertenecientes al MRTA y
acusados de pertenecer a nuestra organizacion.

3) Traslado del comando que incursiono en la residencia del
embajador Japones junto con todos los c. Presos del MRTA hacia la
selva central. Como garantes, tambien irian parte de las
personalidades capturadas, debidamente seleccionadas y estando en
nuestra zona guerrillera cumpliremos con liberarlos.

4) Pago de un impuesto de guerra.

El MRTA siempre fue una organizacion dispuesta a propuestas
de dialogo, pero solo encontro el rechazo y la burla del
gobierno, hoy estamos confrontados y debe quedar claro que
cualquier salida militar que ponga en riesgo la vida de las
personalidades capturadas sera de absoluta responsabilidad del
gobierno, asi como de cualquier otra actitud que tengamos que
tomar si el gobierno no accede a nuestras peticiones.
