TO ALL THOSE WHO LOVE THE LAND AND SEEK A
BETTER WORLD, AND WHO ARE NOT INDIFFERENT
WHEN FACED WITH INJUSTICE

1/ Location.

The town of Cienega de Gonzalez in the district of Santiago Nuevo
Leon, Mexico, on the road to Laguna coming from Sanchez, 12
Kms before you reach that town. 80 families are settled in the town
and they represent some 400 inhabitants. They are the decendants
from Cienega, dating back more than a century, during which time
there has never been a veritable owner of these lands and the only
owners of this desert and its cultivators have been the inhabitants
of Cienega. This patch of land covers some 400 hectars of oak and
pine forests which are used by the inhabitants to graze their herds,
harvest medicinal herbs, collect wood for domestic consumption
and to cultivate small plots of land. The whole area under
habitation covers 600 hectars.

2/ The struggle

Four years ago, five members of the comune, along with their
lawyers went through the fraudulent legal procedure to lay claim to
the land as being their own and belonging to the people and pay
off Sra. Ninfa Clariond Reyes Retana sister of the current interim
govenor of the state of Nuevo Leon, Benjamin Clariond Reyes
Retana. By many manouvers they tried to dispossess the Comuners
of their rightfull holding and to this end they used the influence of
the Interim Govenor over the judicial procedure and made up
accusations against the leaders of the community. This is related to
an overall strategy of the main industrial groups within the state to
appropriate to themselves the mountainous area around the city of
Monterrey.

3/ Current Situation

On June 11th a fraudulent claim from the supposed vendors was
laid on the desk of the representative of the Minister responsible.
The result was that the Govenor's sister was presented as the
buyer... The state judiciary, under the pretense of dealing with a
criminal act of theft, issued an order of seizure the following day
against some of the leaders of the commune who had been in the
forefront of the struggle to defend Cienega. The media - both local
and national - had been following the situation for some four
years: the period of the struggle. Today the following people are
being held by the state: Eugenio Gonzalez, the community's legal
representative, Adolfo Aguilar the president of the community,
Enrique Reyna, the secretary representing the 'compan~eros' of the
community, Juan Gonzalez Vazquez, Rigoberto and Javier Reyna,
and Servando Gonzalez, all of whom are charged with a supposed
crime of damaging and despoliating property.

4/ International, national and local support.

When the government finds itself in the hands of those who hold
economic and political power and only represents the interests of a
privileged minority whose only interest is to enrich themselves
with no thought for the majority it is impossible for the law to
respect the interests of others and those of the environment. For
this reason we are calling on the Citizens of the world to help us in
defense from the abuse of those government officials whose only
concern is their own interests as is the case with Govenor Interino
Benjamin Clariond Reyes Retana protecting the interests of his
sister Sra. Ninfa Clariond Reyes Retana rather than those of a
whole village. We therefore call on you to send messages of
support concerning the situation in Cienega de Gonzalez both to
the State Govenor (webmaster @ mail.nl.gob.mx) and also to the
newspapers el Diario de Monterrey (telediario@intercalble.net),
