These "people" are incredible! Why Do They Hate Black
Youth!? What I Have Observed So Far...And what's next!

1. Introduction.
On August 19th , at around 3:00pm, I was part of a
demonstration
at the Central Area Development Association (CADA).
The demonstration was organized by the Umoja Youth
Association, a group of Black young people who are
being tossed out of the office they rent at Nu
Tribes
Art Gallery (23rd & S. Jackson). 

The issue is that they want a space and funding to
continue their positive, productive programs. Their
latest achievement was the creation and management
of
Umoja Fest'99, the African Heritage Festival and
Parade; held on August 6, 7, and 8th, with an
attendance of over 40,000 people over three days.
The
festival provided jobs, hands-on business training,
lessons in politics and civics, and for most was
their
first real employment; something practical and fun
that they can start their personal resume with.

The protest was loud, but peaceful. Until the
Seattle Police Department, led by Weed and Seed
director Lt. Harry Bailey of the East Precinct (the
same Harry Bailey who led the SPD SWAT Team raid
against The African Heritage Museum and Cultural
Center on June 4th of 1998) arrived on the scene. 

Bailey threatened Kwame Garrett and Merciful Allah
with arrest if anything happened, no matter who did
it, regardless if they were around or not. He also
told Kwame, that he, Omari Tahir (founder of the
African Heritage Museum and president of the African
Heritage Festival and Parade Association), and
Muhammad Farrakhan (former 37th District Republican
candidate and current host of "Farrakhan's Journal"
on
KSRB AM 1150) were trespassed out of the Nu Tribes
Gallery and the Umoja Fest office located inside of
Nu
Tribes, and faced arrest if they returned. There
were
15 protestors total, including youth. The police
outnumbered us three to one.

2. Background on the Opposition.
Stephanie - Panels for Progress director; controls
Nu
Tribes for the Central Area Development Association
(CADA); who in turn controls it for the City of
Seattle.

Theaster- Artist/performer; A 20-something negro
controls the artists for Stephanie. Originally from
Chicago, now attempting to carpetbag in Seattle. He
claims to run a youth program in the 'hood. From
what
I've seen, it consists of mostly white youth and it
meets infrequently.

Barruti (Eddie)-Another artist/performer; Another
20-something negro who controls the artists for
Stephanie. Also from Chicago, now attempting to
carpetbag in Seattle. He also decides which artists
are allowed to display their work there or use the
space. The majority of the artists being displayed
at
the Nu Tribes Gallery are NOT Black, and are NOT
youth.

George Staggers-The negro-nazi director of CADA. One
of the frontline soldiers for the City of Seattle's
program of gentrification, police occupation, and
youth detention in the Black community.

Lieutenant Harry Bailey-Local director of the
federal
government's Weed and Seed program and East Precinct
officer.

Mayor Paul Schell-Newly elected mayor of Seattle.
Seattle's first white mayor in years. He attempted
to
block our permits for the festival and parade, but
was
defeated when his office was flooded with email,
faxes, and phone calls from around the country. He
then had the nerve to show up in the Umoja Fest
parade
without paying like everyone else. What an
unprincipled opportunist! Yet he dares to tell us to
follow "rules and procedures"!

3. What Is To be Done?
This morning, Vivian Philips was visited by Kwame
Garrett and the youth at 9:00am. She refused to make
an appearance in the front office at 600 4th, 12flr,
but stated via the secretary there that she would meet
with them this afternoon.

Today, Vivian Philips was supposed to meet with the
youth in the CD about a space at 4:30pm, but did NOT
show up or call; a clear demonstration of the utter
contempt the Schell administration has for these young
people. Vivain Philips, of all people, should know
better: she lost a nephew to street violence. Yet, she
is unable to face the fact that something other than
more police (read: violence) and more prisons (read:
violence)must be done. We have a solid solution, yet
she and her white downtown masters refuse to bear
witness! Meanwhile, it has been announced that the
City is pulling the plug on Nu Tribes; so now there is
not even the illusion of a REAL youth-centered program
in the CD.

tell him that you want (read: DEMAND) city funds
used
to keep Black youth off the street and out of jail.
Also tell him to support the African Heritage Museum
and Cultural Center. Visit the City of
Seattle's
website for email contact info for the City Council.
Or call them at 206-684-8888.

*Call the Seattle Police Department's East Precinct
(206-684-4300) and tell them to stop threatening our
youth with violence; and stop using the threat of
violence against them in order to push the agenda of
rich white developers, city government, and
city-funded non-profit organizations; from the
verbal
violence of Lt. Bailey to the physical violence of
police officers like Ronald Martin (#781); whose
terrorist tactics are well known throughout the
community.

Please note: This is NOT an "official statement" on
the situation put forward by the youth or any other
organization involved in this; that will be coming
soon. This is simply what I saw today, what I've
seen
go on since this latest struggle began, and what I
suggest well-meaning adults do to aid and assist.

A Special Note to All Seattle Residents: All this
corruption, disrespect, hatred, and violence against
Black people in Seattle is YOUR tax dollars at work!
The city has announced that it has money for arts
programs and grants for community projects, yet they
refuse to fund intelligent youth and adults who have
practical solutions to practical problems. 

A Special Note to All "progressive" Candidates:
All this madness the current administration is
manifesting will be an issue during the elections!
I suggest you do your homework and pick a side,
because it will NOT go away; no matter how many of us
are arrested, jailed, or killed outright. This is the
reality, deal with it.

For those of you who have been follwoing the latest in
this saga, the youth we hired as part the Summer Youth
Employment program, who were later tossed out by uncle
tom elements at the Nu Tribes Art Collective (at the
request of Panels for Progress and the Central Area
Development Association), are in nogotiation with the
mayor's office for getting another space in the
Central District. 

If you would like to help, call the mayor's assistant
Vivian Philips (who is also the co-host of "True
Colors" on KCTS-9) at 206-684-4000 or 206 684-8850 and
tell her that you support the youth and that this will
be an issue for both the mayor and the city council
FOREVER until it is resolved in a peaceful, practical
manner that is beneficial to the young people. Call
Vivian, since the mayor himself seems to be in hiding,
doing all he can to dodge the issue and remain missing
in action.
