Hace varios dias, envié un mensaje pidiendo ayuda para un anarquista
ucraniano, que habia sido brutalmente torturado por una acción de
desobediencia civil (rotura de algunos cristales de la comisaria y del
ayuntamiento), y que se arriesga a varios años de prisión según un artículo
muy represivo con este tipo de acciones.
Incluyo en este nueva mensaje, una versión de la carta de protesta en
ingles, así como unas direcciones electronicas y no electronicas a donde
estos mensajes de protesta pueden ser enviados.
Es urgente la solidaridad de todos vosotros!

Dear President Kuchma:
I am writing on behalf of M. Roman Malcev, a Ukrainian rock musician
from Tsiurupynsk.
After committing an act of civil disobedience, Mr. Malcev was arrested
by the police on the evening of Jan. 1, 1998. I was dismayed to read
that following his arrest, Mr. Malcev was tortured for four hours at
police headquarters in Tsiurupynsk: he was strung up with chains,
violently beaten, humiliated and almost sexually assaulted. After being
jailed for seventy-two hours, he was sent to the psychiatric hospital in
Kherson, where he was held for three weeks. Now he is being charged with
violating Article 206, Part 2 and faces a multiyear prison sentence. In
addition, his brother Gleb Malcev is being charged, although he has
committed no crime.
Mr. Malcev's detention does not appear to be supported by any evidence
that he was involved in activities which threatened national security.
I believe that this sort of human rights infringement is inappropriate for
a country which, on the threshold of the twenty-first century, aspires
to join the European Union.
In light of these facts, I therefore ask you:
* To urge the Ukrainian police authorities to prohibit the torture of
detainees.
* To take all necessary steps to ensure that the policemen who tortured
Mr. Malcev are brought to justice.
* To ensure that there are no further reprisals against Roman Malcev and
his family.
I hope that you will take prompt action on this matter by contacting the
proper authorities. I thank you in advance for your cooperation.
