Proposal: 1. We propose that the national convention's decision making power be limited to making resolutions. Resolutions are binding, pending ratification by the membership. ---- 2. We propose that a ratification process for the decisions made at this convention be set up at the national convention along with a ratification collections committee to carry out the process within the next six months. ---- 3. This ratification process is designed for the purpose of implementing a democratic decision making structure. This is not to say that this process cannot be used to make other decisions. However, once we have a democratic decision making structure in place, this temporary ratification process will no longer be needed and should be dissolved.
1. Everyone should have a say in the deci-
sions that affect them, to the degree that
they are affected, and because there is no
way that the National Convention can be
representative of the membership of the
organization, and it can only be representa-
tive of the people who have the time and
money to attend.
2. This process will encourage debate and
discussion on structural questions at all lev-
els of the organization. It will empower
people by including them in the process.
3. We should not sacrifice democracy for
efficiency. We should be patient in creating
a structure that is truly representative of
our values and one that can effectively meet
the ends necessary to accomplish our goals
as an organization. However, we should
also have a sense of urgency.
4. We can not implement a structure that
the organization does not feel invested in.
Therefore we must encourage participation
on the discussion and decision of structure
on all levels.
1. The ratification collections
1. Forms for the purpose of producing,
distributing, and collecting ballots;
reporting on the results of the referen-
dum; making themselves available to
chapters and members to assist with the
distribution of ballots and understanding
all ballot questions; and moderating
methods and encouraging debate on bal-
lot questions on a national level (e.g., set-
ting up and moderating listservs, initiat-
ing conference calls, etc).
2. Cannot make any decisions affecting
other organizational bodies. It is intend-
ed only to facilitate the referendum

of their members on the committee.

6. Members are immediately recallable,
by the appropriate regional body.

voting on that question), unless otherwise
defined by the language of the resolution.

by the language of the resolution.
