There are reams of information about APPO, the street fights and the war of the
media. At the heart of the Oaxaca struggle is a union, Section 22 of the
SNTE-CNTE, a union with a decades long history of defense of public education
and the democratic rights of workers inside and out of the union.
So, anyway, in a cleaned up babelfish translation, with maybe a few remarks
thrown in, this is the statement of Principals of the CNTE, which i should point
out is a democratic opposition grouping in the larger SNTE
1. We do not refuse any forms of struggle and organization that does not
obstruct the education of the base or reduce their level of political conscience
and combativeness.
2. We do not plan the destruction of the union but the recovery of revolutionary
content the bourgeoisie and their agents have destroyed
3. We plan to destroy charrismo (Mexican slang for a system of corrupt
authoritarian"union leaders" historically tied to the PRI Party-State)
4. We decide democratically. Our direction is collective, we reject obligatory
affliation to any party, we construct permanent organs of monitoring and
control. (I trust those organs are dedicated to preserving democracy, but
i would not want such a committee to be of too permanent a nature whatever their
5. We combine (mass) mobilization with the negotiation of the petitionary
sheets. (Which I can only conclude is some legislated labor balloting system)
6. We are a preparatory school for the general fight against the bourgeoisie and
their state with the objective of destruction of the capitalist system. (In
strictly personal capacity, i have to love a union with that in their
"things to do" list)
7. We elevate class conscience and we educate politically. We do not conciliate
nor do we try to harmonize our interests with those of the enemy. Nor will we
moderate or divide the organization and the struggle.
8.We wage constant struggle in defense of the interests and rights of the
working class consequently winning improvement of the conditions of life
9. We fight against charrismo without alliance or compromise with him. We
identify the bourgeoisie and its state as the main enemy. We recognize the
working class and the farmer as the main social force for the structural
change of society. (I'm going out on a limb on the first sentence break.)
10. We understand the links between the economic and political struggles. We
oppose anti-politicalism and recognize that the historic destiny of working
class humanity is a society without oppression or explotation
We use all forms of struggle without sectarianism or divisiveness. (I think the
anti-politicalism they oppose is probably of the "pure and simple" trade union
type. In a related document on Strategy they pretty roundly condemn electoralism)
11. We practice brotherly (sic) criticism and self-criticism constructively and
as needed as well as the solidarity of class. The bases have the decision power,
which leads to the development of political worker cadres. We become aware of
necessity of the construction of the organization who heads the general fight of
the working-class. (I wish they'd clarify that a bit. Hell, I wish they'd
clarify that a lot.)
12. We conserve the unity between the members of our organization and promote
unity with other organizations to obtain the integration of forces for a
sindicalism of the entire class.
13. We weigh the importance of the statuatory structures of the work place to
put them to the service of the workers without minimizing the fundamental
importance of the nonstatutory structure 14, Absolute respect to the agreements
of the assemblies of the CNTE.
15. We practice free elections and revocability in all elected functions in the

17. The CNTE is in solidarity with the struggles of other peoples and upholds
the principle of proletarian internationalism, emphasizing that at the present
time three driving forces exist that struggle for a change in the
world: the working class in the industrialized countries, the fight of
liberation of the oppressed nations and the countries that continue vindicating
the socialism like a right and democratic society.
