During a time when the government does not cease to praise the fall
of unemployment rates, which is nothing but figures, 2006 announces
itself as a year of social control and pressure without precedent for
the unemployed. It will be the year of implementing the measures
adopted during the year 2005 of which one can already measure certain
disastrous effects. The application of the “Villepin” decree on the
"follow-up of the search of employment" intensifies control and
pressure on the unemployed and introduces a new range of sanctions
making a gradual reduction of allocation to pure and simple expulsions.
Accelerated degradation of the standard of employment by the
multiplication of the imposed precarious contracts. Soon it will
become difficult to make a complete enumeration of the employment
forms, so much that the imagination of the government and of the
MEDEF seem fertile on the matter: Accompaniment Employment Contract
(AEC), Future Contract (FC), Initiative Employment Contract (Co),
Insertion of Minimum Activity Revenu Contract (IMAC), New Employment
Contract (NEC) and First Employment Contract (FEC). So many
precarious contracts, generally underpaid, aim so much more at
physical work, than the systematic subsidy of the enterprises, in
particular those of the industry branches "in tension" (building,
restoration...).

To complete this plan "a personalized monthly follow-up" of the
applicants for work has been set up since January 1. The unemployed
must from now on be summoned every month, or either every six months,
by the ANPE (National Agency of Employment), so they can consider
"proposing" one or the other of the precarious helpful contracts
mentioned above, internship or do an "evaluation of their work
environment" (EMT). It will become become more and more difficult
for the unemployed to justify their refusals of it. This plan will
allow an explosive increase of countless "ticking offs" for
unwillingness to be convened, or for a refusal "without legitimate
reason" of an alleged "valid offer of employment" or of "insertion."

Always under the pretext of fighting against unemployment, the
government has been working on reforming the social minimums and
adopting an incentive that will encourage the unemployed to return to
the workforce, which, calculated by hand, makes the beneficiaries of
the RMI or the ASS lose 1000 to 2000 euros compared to the preceding
system. At the same time the "social partners" (MEDEF, CFDT, CGC,
CFTC) signed the new convention UNEDIC 2006. Subjected to the
pressure of the general councils, Rmistes must fight so that
associations "of insertion" who "manage them" take into account their
vital needs (housing, electricity, water, telephone, heating) and
resist intruding into their private life. No one can ignore or be
unaware of this reality. We cannot close our eyes to its brutality
nor on the design of social justice only it arraigns. We cannot
accept the consequences they cause to our lives. We do not want to
subjected to it.

A little everywhere, in collectives, the refusal of this logic of
setting the steps of our own lives, the mobilization against the
instruments of its implementation are built. It is a question of
getting information, of exchanging, of expressing our
dissatisfaction, of imposing, of joining our fights, of forging new
weapons. It is a question of being present everywhere where our fate
decides, in ANPE, Assédic and in the administrations, by a
mobilization of those concerned. It is a question of including/
understanding, of disturbing, of refusing.
In Lille, a collective of Resistance to Obligatory Work (RTO) was
created. It calls on the unemployed, RMAs, apprentices, temporaries,
squatters, travelling entertainers, trainees, free-lancers, students,
freelance journalists, those without papers and other licenses, those
excluded or exploited in any way, unions or not. It invites them to
join in a fight carried out by the interested parties and impose on
its form and objectives by trade-union directorship. These same great
confederations who covet on the cake that the management of UNEDIC
represents and who seem to consider it only an opposition of its
form, remain hopelessly absent from the grounds of mobilization or
organizing "days of action" in which nobody believes in any more.

The successive governments declared the war against the unemployed,
the precarious ones (and by the same, to the assembly of workers).
Face to face with the oppression of the state, of owners and their
collaborators, it is high time to fight effectively without counting
on anybody other that on ourself.

By organizing ourselves, we will be able to compel ANPE to reinstate
the erased unemployed, to compel EDF to restore electricity, to
collectively ask for money to live, to resist expulsions, to fight
for residences for all, to requisition the rich, to support the
strikes, etc. If you are subjected to all these pressures (ANPE,
Assedics, etc), you can contact the collective to testify, to get
information mutually, exchange useful and legal recommendations, and
to organize collective actions.

Right to the accompaniment

Whatever the nature of your approach to the ASSEDIC or to the ANPE,
you have the right to be accompanied: by a friend, a lawyer, a trade
unionist, a member of a collective or an association.
How is this useful?
Contrary to the generally accepted ideas, he or she who takes
advantage of his/her rights will not be labelled a wrong-doer, but on
the contrary, as the unemployed we cannot do anything and everything.
To be accompanied, it is initially to guarantee a witness of what is
said by you and by the representative of the institution.
To be accompanied, is also an essential support to defend your file,
not only juridically, but also because the person who is not directly
concerned will be less stressed and less subjected to the pressures
than you.
The collective makes this act of solidarity active. For you to also
do the same: if your personal experiences can give a helping hand to
other precarious ones, we need you.
