The Popular Indigenous Council of Oaxaca – Ricardo Flores Magón is an
autonomous organization of indigenous and non-indigenous people who ally
themselves with the struggle for indigenous rights and social justice
all over the world. They work for a world based on self-determination,
equality, direct democracy, and mutual aid for all through various
projects and campaigns ranging from cooperative businesses, to
educational programs, to cultural projects to mobilizing against the
oppressive power structure. The hundreds of members of the CIPO-RFM take
action in their daily lives to create the new world they carry in their
hearts. Since its birth, the CIPO-RFM has suffered terrible repression.
Members have been attacked, jailed and even murdered by the government.
Currently there are 16 members in prison. With support and pressure from
the public, twelve others have been freed.

Comrades and organizers on the west coast and the south west ask you to
consider this information and the following proposal for a speaking tour
of representatives of the CIPO-RFM in the metro areas of the North West
and South West Regions.
If you feel you and/or your organization can participate in this tour in
any way, be it by hosting a stop on the tour, fundraising, endorsement,
networking, hosting a CIPO-RFM solidarity event or any other way, please
contact us. Please forward this email to anybody you suspect might be
interested in getting involved. There is more information available on
the CIPO-RFM on their website (www.nodo50.org/cipo)

To organize a stop in your city it would require you to do the
fundraising, network with other interested community organizations in
your city, provide translation for the speakers (from Spanish to
English), provide transportation for the speakers and help move the
speakers from their city to your city for the stop on the tour.

Brothers and sisters:
Taking into account the importance of communicating directly with you to
strengthen and to encourage our efforts, exchange experiences, to
support each other in every way, to link our struggles and to accompany
all initiatives, that is why we have proposed to do a tour through the
US and Canada. Also, we want to rebuild the historic solidarity that has
existed between the people of Canada and the US with those of Mexico,
particularly with the struggles of the Magonistas who formed the Mexican
Liberal Party. That is to say, we want a reunion with the neo Magonistas
after almost 100 years of having initiated this collaboration, as it is
shown by the history of the peoples who struggle. We will commission
several members to spread the word of our communities and organization
and to fulfill the following purposes:

a) To present a balance of the situation faced by the indigenous peoples
of Mexico and particularly those of Oaxaca after four years of the Fox
government and half a year of the government of Ulises Ruiz.

b) To spread the organizational project of the Magonistas of the
CIPO-RFM, our forms of resistance and struggle, as well as the way in
which we are making possible our space, a world different than the one
now, with Autonomy, self management, and self determination as a compass.

c) To organize committees of support for our struggle, our communities
and organization, or even to establish networks to stop the harassment,
the violence, the repression as well as how to resolve community
problems of development, health, housing, education, training, human
rights, etc., for the communities of the CIPO-RFM but for others as well.

d) To create relations with networks, with unions, collectives,
foundations, people with good hearts, and other groups and associations,
of support that already exist, and to elaborate with them, a specific
work plan, according to their disposition, compromise, and possibilities.

e) To establish agreements of collaboration and exchange with the
foundations, associations, unions, organizations, universities, and all
of those who can and have the disposition to collaborate with our
projects, to provide technical, economic, or any other kind of support.

f) To build agreements of commercialization of the products produced by
our communities, clay craftwork, textiles; organic honey and coffee;
mole and chocolate.

g) To orchestrate the common international support, for the organization
and the representatives of the CIPO-RFM. In order to accomplish all of
the above, we believe only
These are the ways you can help support us, both for the tour and in the
future:

1) To Organize meetings, talks, interviews etc., in different locations
in your area with: organizations, foundations, means of communication,
universities, people, intellectuals, artists, religious people, women,
young people, gays, old people, workers, teachers, business people, etc.
That implies the propaganda, the local spaces, etc.

2) To establish contact with other places where activities such as the
above can take place.

3) To coordinate our agenda in each of those places. In this point, do
not worry, we are used to working 24 hours a day.

4) To help us with the costs during our stay, meals, and transportation
to the next place of activities, including the costs of getting to the
US and Canada. Since the tour depends on the invitations, we will not
reject any invitation; we just ask that that you let us know what
activity shall take place in each location, so that we can come
prepared. The idea is that you organize yourselves internally to define
what day will be help in the certain place and what will be done there.

We are convinced that without your help, this activity will be
impossible to accomplish, that is why we ask for your support. We look
forward to hearing from you, and hope that
your responses will be favorable, we send you a red and black hug, that
is to say, searching for a way to meet our goals. For the reconstruction
and free association of our
peoples The organizing Committee of the CIPO-RFM

=========================================
CIPO-RFM: Who We Are and Why We Fight
The Consejo Indgena Popular de Oaxaca Ricardo Flores Magn CIPO-RFM is
the house of the poor fighting against injustice. We are an organization
of communities that use non-violent resistance. Our strength lies in
helping each other, and in our independence from all political parties,
legal or secret, and from all the institutions and organizations of the
government. The activities of CIPO-RFM are the outcome of agreements
achieved in meetings, thus we all share the successes and failures. CIPO
currently represents 24 communities of Chatin, Mixtec, Chinantec,
Cuicatec, Zapotec, Mixe, Triqui, black or half-caste villages.

In Mexico and particularly in Oaxaca, the Consejo Indigena Popular de
Oaxaca "Ricardo Flores Magon" (CIPO-RFN) is one of the most repressed
organizations by the police and paramilitary. Until today the numbers
are this: 517 detentions and tortured people, 103 police and
paramilitary incursions on our communities, 81 orders for prison, 229
penal, civil and commercial processes, 263 people assaulted, 37 death
threats, 27 murders, was one of our members Raul Gatica, lives in hiding
with international observers after several attempts on his life.

The government is violent towards us because they are afraid of what we
stand for. Peaceful coexisting autonomous self sufficient communities.
Our mission is the free association of our people exercising autonomous
and direct action, like the Magonist way, in order to

1. Help the people and workers of the world organize themselves freely
even though they may not be a member of CIPO - RFM.
2. To promote publicize, capacitate, and defend the territorial,
economic, social, political and cultural rights of communities and
individuals
3. To advise and accompany communities, organizations and individuals
whether indigenous or not, who solicit our support in their struggles.
4. Implement sustainable projects (productions, commercial etc) that
allow the integral development of (indigenous) communities, minding
ecosystems and respecting the people therein
5. Investigate, document, analyze and publicize the movements of
indigenous peoples.
6. Compromise with the conservation of the land, and care for nature in
order to revalue the vision of our peoples.
7. Develop alternative media/communications via radio, TV, and the
Internet etc.
8. Put in to practice concrete actions to win back the respect for
women, minors, and minorities.

We chose to use the name of Ricardo Flores Magon because he was
indigenous, fought for freedom, and all though he was from Oaxaca, his
heart, thoughts and work was for the liberations of all people of the
world. Adopting Magons principles represents that we fight without
searching for material riches or personal benefit but rather to banish
arrogance, authoritarianism, and lies. It also represents we arent
seeking power over others, nor imposing ourselves on anyone. Using
mutual support as our base, solidarity, direct action, and autonomy as
our path to liberation.

Today our demands of the government are:

1. Peace with justice and dignity
2. Respect for the autonomy of our communities in CIPO RFM
3. The end of paramilitary activities of the CROCUT and the punishment
of leaders Ceasar Tomil and Jacobo Chavez, that on the 16th of October
2003 killed Bartolome Sales and shot 9 other men and women, punishment
of Antorcha Campensina who on the 11th of August 2002 murdered two
children and hurt 34 women, and justice for those killed on the 13th of
March and 12th of July 2004 in Sta Lucia Monterverde where two other
persons were murdered.
4. The end of oppression against the continuities and members of CIPO
RFM, and to follow the recommendations (CNDH/29/99), (CEDDH/15/2002),
and (CEDH/13/2004) to respect our human rights.
5. Freedom for our brothers and sisters: Dolores Villalobos Cuamatzin,
Miguel Cruz Moreno, Leonor Lpez Alavez (aged 15), Reynaldo Feria
Hernndez, Gumaro Lpez Alavez, Carmen Lpez Prez, Kalid Prez Gmez (aged
17), Margarita Garca Garca, Habacuc Cruz Cruz, Gildardo Prez Gmez (aged
17), Hipolito Rodrguez Soriano, Jos Cruz Cruz, Abel Ramrez Ramrez,
Guadalupe Garca Garca and Mauro Garca Garca, members of the Organizing
Committe of the grassroots Council of the CIPO-RFM, democratic workers
of the tres poderes syndicate.
6. A solution multilateral solution to the agricultural problems of San
Isidro Aloapam, Sta Catarina Yosonotu, Guadalupe Chindua and Cacalotepec.
7. Guaranties for the life of Raul Gatica.
8. General meeting, democratic elections and respect for the social
givings that have been suspended for two years to the workers of STSPEIDEO
9. Municipal participation plus schools, doctors, water, food,
electricity, and care for old and disabled.
10. The right to live and sell on the Huatulco beaches.
11. Respect to the Radia "Guestza" and the concession for the transport
of suburban in Tlaxiaco.

Assaults and deaths have been the consequences recently of peaceful
protests: July 10 2004 in Sta Elta, Edgar Torija was mortally wounded,
July 11th 2004 in Sta Cruz Huatulco people of the PRI directed by
Demetrio Villalobos hurt 8 people, among them the children Carolina and
Sandra Diaz Hernandez and Brenda Torres. On the 13th of July 2004
Paramilitaries Murdered Pedro Cruz Salazar of Sta Lucia Monteverde, on
July 16 2004 in the dance square in Oaxaca, special forces, and police
directed by Jose M Vera Satinas and Manuel Moreno Rivas, using gas and
electric batons hospitalized Elizabeth Perez, Adelfa Perez, Simon
Yilescas, Fluvia Dominguez, Gloria Ramos, Milisa Flores and Rolando
Zeferino.

The government believes if they attack and intimidate us we will stop
fighting. But these events have only strengthened our determination and
will to continue to struggle.
