DESCENT INTO BARBARISM
Many images flash through my mind as I look at the photographs that have
found their way into the public domain from Abu Ghraib in Baghdad. What I
find most disturbing is not that naked hooded men are being used as human
Lego by their tormentors but that the men and woman playing with their human
pieces have the same excited smiling expressions on their faces that
children playing a game in a schoolyard would have.
The psychological processes behind these images are identical to the
psychological processes that allowed Japanese scientists during World War
Two to infect Chinese "human logs" with biological agents and perform
vivisection on them to study the progress of these diseases. In both
situations the other has been stripped of every trait that identifies them
as human. This is a much more disturbing development than the mutilation
and desecration of the dead that often occurs in the heat of a battle when
combatants take out their frustrations on the bodies of the enemy.

What we have seen is not some isolated sadistic response by poorly
supervised and poorly trained military police. What we are witnessing is
the logical endpoint of an institutionalised system of oppression that has
been designed to strip the enemy of every last vestige of the common
humanity that both the tormentor and tormented share. It's no accident that
the Japanese scientists that performed vivisection called the living
breathing human beings they cut open 'logs' and the smiling tormentors at
Abu Ghraib used their human charges as chess pieces. In both cases the
other was no longer human.

In each case, institutional structures were created that promoted this type
of behaviour. What at first seems aberrant soon becomes normal. What can
only be described as criminal behaviour is expected, encouraged and
rewarded. The fault lays, both with the individual and those who have
created the structures that encourages and forces men and woman to
psychologically peel off the layers of common humanity we share with
different races, nationalities, religions and political ideologies. United
States Defence Secretary Rumsfeld should not only resign he should be
standing side by side with Saddam Hussein in an international court of law
for creating and controlling institutions that strip both the tormentors and
the tormented of their common humanity.

ABSURD
It seems that the Howard government with a little bit of help from their
friends in the A.L.P. (Alternative Liberal Party) are about to ram through
Federal parliament another amendment to their draconian action 'Terrorist
Bill'. The Federal Attorney General Philip Ruddock has outlined his new
weapon in the "war" on terror in his second reading speech about the
anti-terrorist Bill currently before parliament.

Under the proposed legislation, anyone in the country can be charged with
the offence of providing terrorist training. A charge that under the
proposed legislation can attract a jail term of up to 25 years. Under the
legislation that is currently before parliament, training is not defined and
the prosecution would not have to prove that the person receiving the
training or the person doing the training was or had been linked to a group
with terrorist affiliations.

Under this Bill, the people who unwittingly trained the September 11th
hijackers to fly a plane would have been imprisoned for 25 years. The
defendant would be expected to know that the person they were training or
were receiving training from was a member of a banned or terrorist
organisation. People going about their every day work providing training
for a fee could be spending the next 25 years of their life in jail because
the person they gave driving lessons to, trained to use the internet or
taught to fly commits a terrorist act.

The onus of proof is shifted onto the defendant, the prosecution does not
have to prove that the trainer knew they were training somebody who belonged
to a banned organisation. The Howard government's amendments to the
anti-terrorist Bill that is currently before parliament, strip away legal
rights that we have enjoyed for centuries. These laws turn ordinary people
into criminals and do absolutely nothing to counter real terrorist threats.

HIP, HIP, HOORY!! HIP, HIP, HOORAY!!
There was dancing in the streets as Peter Costello handed down his 9th
Federal budget (only kidding folks). The Howard government's 2004 budget is
aimed squarely at marginal 'aspiring' voters. In an attempt to buy their
way out of the hole they find themselves in, they have pitched the budget at
middle Australia. Why middle Australia? It's because middle Australia lives
in that swag of outer urban marginal electorates that has become
disillusioned with the Howard government's user pay agenda.

Forced to work longer hours to pay for their children's child minding,
education and health care costs, Peter Costello is handing over on average
an extra $50 per week to these families, believing that the government's
electoral largess will translate into coalition votes at the next Federal
election. What at first glance seems like a reasonable outcome for many
Australians soon turns out to be both dishonest and illusory when examined
in the cold hard light of day. Instead of reintroducing universal access to
health care through Medicare, a well funded public health sector, education
sector, access to childcare facilities for all those who need them as well
as providing nursing home beds for those Australians who require beds, the
Howard government has chosen to financially reward only potential aspiring
swinging voters.

It's highly probable their strategy will not work because the private health
care sector, private education providers and the for profit childcare and
nursing home sector, will increase their charges as a consequence of the
increased amount of disposable income that will be available to purchase
these services. The Howard government has wasted a historical surplus that
it could have used to provide essential nursing homes, childcare, health and
education services for all Australians. Instead they have wasted a record
surplus that has been amassed through the sacrifices made by the most
vulnerable members of our community on swinging aspiring marginal votes.

BETRAYED?
I'd hate to be a Victorian teacher or nurse at the moment. After failing to
stare down the Bracks Labor government and accepting wage rises that barely
meet projected increases in the cost of living, nurses and teachers have
seen the State government succumb to pressure being applied by the State's
magistrates and judges. In what can only be described as an extraordinary
back down, the Brack government has, after letting nurses and teachers
believe that they were going to limit judges and magistrates wage rises to
3%, has accepted a specially appointed tribunals recommendation that
Victorian judges achieve wage parity with their Federal counterparts.

In what looks like a choreographed sell-out by the government's Labor mates
in the unions, the nurses and teachers find themselves tied to contracts
that virtually outlaw strike action in their industries for the next 4
years, while judges will be receiving wage rises that in some cases top
$50,000 per year. Anybody who had any illusions about the Bracks
government's credentials, only has to look at their record over the past 5
years to realise whose side they're on.

The continued domination of significant sections of the union movement by
the Labor Party has led to the development of unions who are more interested
in the electoral cycle than their member's interests. It's hard to believe
that the nurses and education unions allowed the State government to pull
the wool over their eyes about what was going to happen with judge's
salaries. The timing of the government's backdown is no surprise to anyone
except possibly those nurses and teachers who believed their unions were
negotiating on their behalf in good faith and that 3% per year was the
maximum wage rise they were able to win through industrial action.

GOLKAR REVIVAL
Many Australians seem to be having a great deal of difficulty adjusting to
the fact that Golkar, a political party that was directly responsible for
the deaths of hundreds of thousands of Indonesians under the Suharto regime,
is making a political comeback. The selection of General Wiranto, a man who
many people believe should face war crime charges because of his troops
behaviour in East Timor, as Golkar's Presidential candidate, has caused a
great deal of anger in Australia.

Increasing numbers of Indonesians are seriously considering voting for
Wiranto as President because they have borne the brunt of the World Bank's
structural adjustment programs in Indonesia. Irrespective of how brutal the
Suharto regime was, they heavily subsidised basic foodstuffs (rice and
cooking oil) during their term in office. The overthrow of the military
dictatorship has resulted in real economic hardships for an increasing
number of Indonesians. The freedom to speak and organise politically have
been bought at a cost. The forced integration of the Indonesian economy
into the world economy has forced the current government to dramatically
decrease food subsidies to satisfy the World Bank's and the International
Monetary Fund's lending criteria.

The personal price that ordinary Indonesians have had to pay is so
exorbitant that they are willing to put aside over 30 years of military rule
and the plundering of their country by the Suharto family and vote for
Golkar, the political party that oppressed them for so long. It seems that
the World Bank and the International Monetary Fund's structural adjustment
programs have created the conditions that may see Golkar become the most
popular political organisation in Indonesia.

ANARCHIST QUESTION AND ANSWER
Q. Do anarchists have a monopoly on the use of the word anarchism? ­ PART 2
A. English is a dynamic language, meanings change with popular usage. At
the beginning of the 21st century, most people equate anarchy with chaos
because of the popular use of the word. Very few have any idea of why the
word 'anarchy' has become a synonym for chaos in the popular imagination.
Anarchy and chaos have become interchangeable terms as a result of the media
coverage of the propaganda by the deed period in anarchist history at the
end of the 19th century.
During this period a few anarchist groups in the European theatre targeted
and succeeded in assassinating about 40 people who wielded significant power
during that period. The propaganda by the deed strategy evolved as a
consequence of the indiscriminate slaughter of every 10th communard by the
French and German ruling classes. When the Paris commune fell, over 50,000
people were slaughtered in Paris in what can only be described as State
sanctioned mass murder in 1871 when the Paris commune was crushed in a sea
of blood.
The outcry in the English language capitalist controlled press at the
propaganda by the deed campaign was so vehement that the word soon became
interchangeable with terrorism. The beginning of the 21st century has seen
the same thing happen with the words 'Muslim fundamentalism'. In the public
arena, the words 'Muslim fundamentalism' have now become synonymous with
terrorism. The words 'anarchist' or 'anarchism' are another matter, they
have not been corrupted by the popular mass. People do not assume that
anarchists or people who believe in anarchism are automatically terrorists.
If they were, they wouldn't be operating legally and freely in their midst.
To attack Melbourne anarchists in the press is to attack a group of people
who support a particular ideological position. It is a political attack on
a political movement. In this situation, no matter how much the fourth
estate would like the words 'anarchist' and 'anarchism' to be
interchangeable with chaos, they are not because most people have no idea
what an anarchist stands for or what anarchism is.
Anarchists continue to enjoy a monopoly on the word 'anarchism' because it
encapsulates the sentiments expressed by a political and social movement
that wants to create a society without rulers. Because the fourth estate,
the mouthpiece of the ruling class, believes that a society without rulers
would degenerate into chaos, does not automatically mean that anarchists are
terrorists and anarchism is synonymous with chaos.

ACTION BOX
AUSTRALIAN PRESS COUNCIL
The Australian Press Council is both the creation and child of the corporate
owned media in Australia. It is a self-regulatory body that theoretically
gives people the opportunity to complain about articles in the corporate
owned press. While the myths exists that the corporate press is able to
regulate itself, pressures to set up an authority like the Privacy
Commission or the Australian Broadcasting Authority to regulate it, can be
successfully resisted by the corporate owned press.
My recent experiences with the Australian Press Council (see insert) have
reinforced my opinions that the Council is there to protect the interests of
media owners, not the public. This does not mean that activists should
ignore it. We can by using it, expose it for the paper tiger it really is.
In Adjudication No. 1239 (see insert), the Australian Press Council has
stated in its adjudication that irrespective of the type of attack that an
individual or group is subjected to in the corporate press, they do not have
a right to have a reply even a heavily edited reply published in the
newspaper that attacks them - something we all know, but most people are not
aware of.
HOW TO COMPLAIN
I encourage people to complain often. The mass complaints that are lodged,
the greater the opportunity to expose the Australian Press Council for what
it is, a self-regulatory body that has little if any powers to deal with
complaints against the corporate owned press.
STEP 1 ­ LODGE YOUR COMPLAINT TO THE AUSTRALIAN PRESS COUNCIL (in writing)

STEP 2 ­ You will receive a letter and legal waiver in the mail. DO NOT
SIGN THE LEGAL WAIVER if you have any intention of taking legal action or
using a government quango (eg. privacy commissioner) to examine your
complaint.
STEP 3 ­ If you have signed the waiver, it does not guarantee the Australian
Press Council will TAKE UP YOUR COMPLAINT with the newspaper involved.
STEP 4 ­ If the Australian Press Council takes up the complaint, you will
receive a copy of the response from the newspaper involved ­ I strongly
suggest you do not accept this as the end of the matter, if you do, nobody
apart from you will be aware of their response.
Step 5 ­ If you refuse to accept their response, the complaint goes to a
panel (not the whole Press Council) you will be asked whether you want to
personally attend the hearing. Always say you will be attending the
hearing, this means that the newspaper will have to go to the trouble of
sending a senior executive to the hearing. The only problem is that the
hearings are held in Sydney. If you can't make it, demand a video
conference ­ they will have to pay for the conference. Unfortunately, if
you go to Sydney, you have to pay for the privilege of getting to Sydney and
of getting back home.
STEP 6 ­ DO NOT EXPECT YOU WILL SUCCEED. This is a self-regulatory body set
up by the industry to police itself.
STEP 7 ­ Publicise findings as widely as possible.
STEP 8 ­ WHY BOTHER! It's free, it allows you to force the newspaper to
justify its position. It gives you an excellent opportunity to put your
complaints to a body of people you would normally have no access to. It
forces the newspaper to confront complaints (the more the merrier) and most
importantly of all, it exposes the limitations of a self-regulatory system
and opens the way for campaigns to have a regulatory body that can impose
real sanctions on the corporate owned press to be created by the government
of the day.

RADICAL LIVING TREASURES
This is the first of an occasioned series that will appear about older
living radical activists who have made a contribution to the struggle to
create an egalitarian community.
ZELDA D'APRANO
I first came across the name Zelda D'Aprano in 1978. Zelda was the first
person to take out a subscription to the Libertarian Workers Bulletin the
forerunner of the Anarchist Age Weekly Review. At that time, the name meant
nothing to me. Over the subsequent years I have become familiar with the
seminal role she played in the 'equal pay' movement. Using direct action,
she dramatically brought the issue to the public's attention at the very
moment the union movement had abandoned the struggle for equal pay for
women.
Zelda D'Aprano was born in Melbourne in 1928 to non-English speaking
parents. Growing up during the great economic depression, she became
acutely aware of the poverty all around her and although bright at school,
she was anxious to escape being a financial burden to her parents and
entered the workforce as a factory worker at 14 y.o, as so many other
children did at the time.
Becoming extremely dissatisfied with being a seamstress in the clothing
trade, Zelda applied for a position as a dental nurse at Larundel
Psychiatric Hospital in Melbourne and being the only applicant she obtained
the position. She was to qualify as a dental nurse and became involved in
her union, taking on the responsibility of union representative in the
hospital for all female staff, apart from those in administration.
Her union activities brought her into conflict with the hospital bureaucrats
but also with the leadership of her tame-cat union. She was strongly
involved in the first strike held at the hospital and while being the only
qualified dental nurse of the 5 employed in the Mental Hygiene Department,
the Victorian government, her employer, refused to give her permanency in
the service.
Always being at the lower level in both the unions and as a member of the
Community Party, she gained much experience of the struggle and was after 15
years as an employee of the hospital ready for change. She went to work in
the office of the Meat Industry Union. It was while working here that she
became heavily involved in the equal pay campaign because of this union's
direct involvement in the Equal Pay case to be heard during 1969.
Being bitterly disappointed at the result of the case and with no further
interest from the unions, Zelda felt that the time had come for action and
chained herself across the doors of the Commonwealth Building in protest
against the pay injustice meted out to women. Together with 2 other women,
she repeated the chain up across the doors of the Arbitration Commission.
Zelda was sacked from her job at the Meat Industry Union office by George
Seelaf, the Communist Secretary of the union and none of the Left Wing
unions would employ her. This upheaval in Zelda's life while traumatic,
forced her to do some very serious thinking about the structures of society
and brought about her resignation from the Communist Party.
With the establishment of the Women's Action Committee followed by the
Women's Liberation Movement, women came in droves from all over Melbourne
forming consciousness raising groups that enlightened women on the controls
governing much of their lives and spurred them into action.
Being a woman of working class, Zelda remained identified with those of the
lower socio-economic strata - women who are exploited because of class as
well as gender. Although in mid-life she could have sought a higher
standard of living, she felt this would have required a great compromise
that may have curtailed her internal flame, her passion and hindered her
freedom to combat injustice.
Zelda was honoured in this year's Australia Day Honours List with an Order
Of Australia for her contribution to life in this country. In her 70's and
in poor health, she lives with her partner Ron in New South Wales. If you

AUSTRALIAN RADICAL HISTORY
WOMENS PEACE ARMY
One of the most active organisations against Conscription during World War
One was the Australian Women's Peace Army. The Peace Army was active around
the country. In a meeting addressed by Cecelia John, one of its main
leaders at Centennial Hall in Brisbane, the censorship authorities notified
the Peace Army that they would arrest any body who sang the anti-wart song:
'I didn't raise my son to be a soldier'
Copies of the song were distributed at the meeting and the 1000 people who
attended the meeting sang the song. The Army authorities didn't act because
they believed that arresting a 1000 people for singing a song would be
political suicide.
Before the Federal Police were formed in 1917, the Federal government relied
on the armed forces to enforce Federal laws. The Army authorities were
responsible for policing laws that were passed as a consequence of the War
Precautions Act. The spectre of the Army policing the civilian population
helped to bolster the anti-conscription movement. The first interstate
conference of the Women's Peace Army was held at Easter in Melbourne in
1916. Membership of the Peace Army was open to both men and women.
One of the delegate's to the Easter conference was the Reverend Rivett, a
lifelong pacifist. The Women's Peace Army was supported by those sections
of the Trade Union movement that opposed the war. They in turn supported
workers who went out on strike during W.W.I. They provided immediate
material aid to strikers and their families. Funds to buy food were
collected at regular demonstrations that were held on the Yarra bank in
Melbourne. Their headquarters in Swanston Street, Guild Hall (the RMIT
Theatre) provided food and shelter as well as a central venue for debate and
discussion. Guild Hall continued operating as a strike support centre till
February 1919. The movement petered out with the end of the war. Many
women involved in the Peace Army continued to be active in other radical
organisations after the Women's Peace Army dissolved as an organisation.

BOOK REVIEW
'THE AUSTRALIAN POCKET OXFORD DICTIONARY'
4TH Edition 1996, ISBN 019 554015 8
All dictionaries the same? I'm afraid not. There are dictionaries and
dictionaries and the Australian Pocket Oxford is one of the best.
Dictionaries are political tools that define and redefine reality. Like
science, they are not value free. Look up 10 English dictionaries and find
10 different definitions of anarchism.
The thing I like about the Australian Pocket Oxford is the smattering of
Aboriginal words that appear within the body of the dictionary ­ Anangu ­ an
Aborigine (Western Desert language). I also find the Appendices interesting
reading Appendix 1 ­ Military Ranks of the Armed Forces of Australia. I
never knew that a Brigadier acted as a bridge between a Colonel and a
General. Who know when I'll be able to use this bit of film flam ­ no
flim-flim in this edition, although I came across Flinders grass ­ short
lived perennial fodder grasses ­ named after Matthew Flinders died 1814.
Back to the appendices ­ Appendix 3 H ­ This list contains words related to
Australian History ­ not that a list tells you anything, you either know it
or not. I know about free selection, holey dollar, fuzzy wuzzy and the
black line but I don't know what a crimean shirt is.
Appendix 3 K is full of new words, people meter, sunrise industry, talkfest,
win-win, medifraud, Mabo and the Mexican wave. I must be totally stupid ­
crimean shirt? All I have to do is look it up in the main body of the
dictionary ­ crimean shirt ­ coloured flannel shirt formerly popular among
workers in the bush ­ it's easy when you look it up.
My favourite is Appendix 3C ­ Borrowings from Aboriginal Languages. It's
amazing the number of Aboriginal words in Australian English ­ borak, cooee,
mulga, wongi, kangaroo and even bogey gets a guernsey. Their greatest
contribution seems to be related to fauna, barramundi, bogong, numbat and
koala are a few of the words that are now in universal use.
I must be desperate for books to stoop to reviewing the dictionary I'm
using. If you have a favourite book send it to me and I'll review it in the
Anarchist Age Weekly Review. If you don't help me out I'll be reviewing the
Bible or maybe even the Koran. You never know your luck in a big city.

PERSONAL OBSERVATION
Must be one of those promotions, you know, those led loss sales that draw in
the punters to spend their hard earned dollars. Maybe I'm wrong, why on
earth would a gaggle of men be swarming around a counter in the middle of a
newsagent. Maybe they're giving away penthouses or one of Ralph's
vulcanised models is giving the punters a non-virtual taste of this month's
contest.
I must be wrong, young boys are mingling with the ever-increasing number of
men who are making their way to the spot. Even in this day and age, I doubt
that vulcanised pneumatic models would be able to play the eye candy game in
a public space in broad daylight.
Intrigued, I move closer, tattooed macho men in sleeveless overalls rub
shoulders with cardigan clad sand in your eye types. It's a good-natured
crowd, heads down, they shuffle towards the spot. As one leaves, another
fills the breach. Pictures of the Western Front flash briefly before my
eyes. Young men scramble out of the trenches and disappear in the clouds of
mustard gas never to be seen again. Their officers ready the next batch for
summary execution at the hands of an enemy whose officers are getting their
own troops ready to breach the man made parapets.
Enough of this day dreaming, back to the main menu, what's going on, like
bees to a honey pot they come, they stand, they look, they read, they wait,
then move off grateful they are able to line in another queue to make their
selection their personal property. Young men, old men, boys line up to be
inducted into the ways of their world, our friends belong to that tribe of
recalcitrant last minute male shoppers looking for that elusive obligatory
Mother's Day card to give to their mum on Mother's Day.

STOP PRESS
TOO SMART BY HALF
I couldn't help smile to myself when I read in the Sunday Age (9/5) that the
Victorian Gaming Minister Mr. John Pandazopoulos was concerned that the
gaming industry wasn't doing enough for problem gamblers. Talk about the
pot calling the kettle black. The Victorian State government projected in
last week's budget that the State's share of gaming revenue will increase
over the next financial year.
The only way State revenue from gambling can increase, is by Victorians
losing more at the pokies or the gaming tables. Although many people find
gambling a pleasant diversion, around 10% could be described as gambling
addicts. Problem gamblers provide over 60% of the revenue made by gaming
venues. The self-exclusion problem does little to help people with their
gambling problems. Instead of the Gaming Minister calling on the pokies
industry to take greater responsibility for problem gamblers, the Bracks
government could pass legislation tomorrow to make it much more difficult
for people to lose large sums of money at a single sitting.
A number of sensible suggestions including limiting the amount of money that
can be lost on a single spin, have been placed before the Bracks government.
On each occasion, these recommendations have been ignored because the Bracks
government is itself addicted to the revenue derived from gambling.
If the Minister wants the gaming industry to do more, he could introduce
legislation into State parliament that penalises the industry every time
people are convicted of fraud or have to sell their homes because of their
gaming debts. It wouldn't take the industry long to do something about
problem gamblers if they were hit with multi-million dollar fines every time
that funds that were fraudulently obtained were lost on the gaming tables or
on the pokies or if gamblers breached their self-exclusion orders.

WRITING LETTERS TO THE CORPORATE MEDIA

For any anarchist or 'radical', frustration with the corporate dominated
media is inevitable. Whether that be, in experience of a campaign, where the
media have used slander in order to undermine it & its individuals, through
general attacks on a specific area of activists or individuals, or trying to
access the media as an activist.
Writing a letter to the corporate editor is no different. If you're a
regular writer to a particular corporate newspaper, you'll find the letters
you have written that are actually published are rarely incriminating. The
incriminating letters, or those where certain more 'controversial' words &
phrases are used are hardly published, if ever.
Letters with the word 'imperialism' are out of bounds. Accusing Tony Abbott
of being harmful to the health of Australians doesn't seem to go down so
well either. A vast amount of these are sent on my part. However, on the
other hand, two trivial replies of mine to a query & an observation are
published. They were of little consequence.
Editing is another handy tool used to keep incriminating comments out of
otherwise 'publishable letters', but some corporate letter editors use it
more than others do. There's one newspaper in particular is happy to rewrite
whole paragraphs, using a minimum amount of original content. It is no
coincidence that all corporate newspapers have an unspecific description
that virtually allows for all letters to be edited by the letter editor.
It's only on that rare occasion that you'll find something that will border
on the 'controversial'. Joseph Toscano of the Anarchist Media Institute had
a letter published in the lead-up to the invasion of Iraq that called into
question the legitimacy of our parliamentary democracy. With such little
success in accessing the corporate dominated media to anarchists &
'radicals', is it worth the trouble of taking the time to write a letter to
the corporate letter editor? It's a very unrewarding task, to be sure, but
the effects could be worth it. That small contribution you make could be the
difference that someone may have on a particular opinion on an issue or
system. Start writing.
