A preparatory meeting for the Libertarian Conference was held on 16th
July at 9pm in the Biblioteca dos Operários da SG (R. Janelas Verdes,
nº13, 1º esq, Santos, Lisbon). Attending the meeting were José Luís
Félix, Pedro Costa, João Falcão Machado, Fernando Martins, Emília
Cerqueira, Pedro Morais, José Nuno Matos and Manuel Baptista
(secretary). First of all the following agenda was agreed and approved
by the participants:
* Information
* Aims of the Conference
* Organizational aspects.

Information:

It was explained that the idea for the Conference was born out of
discussions between José Luís Félix, Fernando Martins, José Maria
Quadros and Ilídio (amongst others).

Aims of the Conference:

Jose Luis reported that his participation in this project was based on
people approaching the project with an open spirit, embracing all those
who identify with the ideal of a society based on anarchist principles
and who feel a connection between themselves and the basis of this
commitment. A conference where all must be invited, which will give
visibility, which will enable the coordination of efforts, which will
promote cooperation, where people can talk to each other and which can
serve as a basis for initiatives.

Other speakers said similar things, reporting their personal
expectations, some optimistic but others more skeptical, and an
informal consensus was reached that this conference would try to gather
people together and allow them to arrive at conclusions.

There was debate regarding the weak structuralization of anarchists and
the splintered nature of the movement in various collectives and groups
with little or no contact between them. The conclusion was reached that
this Conference needed to formally invite all kown groups (see list
below). Individuals who were not members of groups would be contacted
with the personal invitation by members of the organizers of the
initiative.

It was established between all present that the main aim of this
initiative was to promote communication between individuals and
anarchist groups (and with sympathizers also), in view of possible
future actions.

It was felt that it did not therefore make sense to go much further
until replies from invitees were received, given that the style and
content of the Conference depends to a large extent on participation.

Organizational aspects:

The people who would be responsible for inviting the various
collectives were agreed upon. This task was distributed in accordance
with ease in everyone's ability to make contact. It was also decided
who would deal with contacting comrades who were not in collectives.

The idea was considered to invite (in a more advanced phase) other
groups which were not considered explicitly libertarian, but in which
libertarians participated.

It was decided to continue using the discussion list [Conferência
Libertária discussion list - see below] and to continue to spread word
of the initiative until the next meeting, which was set for 25th
September (Saturday) at 9pm in the Bibiloteca dos Operários.

The Organizing Committee of the Conference was then appointed,
provisionally, and included all those present at the meeting of 16th
July, it being made clear that active participation in the committee
remains open to all comrades who wish to be involved in it, and also
that this collective will be dissolved following the Conference.
