The full membership of the Federaēćo Anarquista Gaścha together with
new members and guests gathered in Porto Alegre on 26th and 27th June
for the highest decion-making organ of the federation. The 5th General
Congress was summoned in order to discuss and decide on strategy,
particularly with regard to short-term strategy for the next 4 years or
so. On opening the session, the minutes of the first session of
Congress were read and approved. This first session dealt with the
clarification of certain concepts that was necessary for the discussion
of strategy.

Congress went on to talk about the current situation, above all in
Latin America and Brazil, in order to analyze the conditions and our
prospects to working in the areas we intend to apply our strategy. Also
discussed were the successful direct action of the social movements
against privatizations and the neo-liberalist governments and the
failure of the electoral politics of ex-reformism which has been
elevated to the status of ruling elite, together with other matters
relating to the continent such as imperialist pressure regarding the
ALCA and military bases. There was also room for debate on the nature
of the Lula government, the agenda of the economic and financial powers
and the IMF in Brazilian politics, the reforms against the gains made
by the working class and the infiltration of left-wing circles by the
system. Neither were the problems of the Gaścha region ignored.

Saturday and Sunday were mostly taken up with defining the areas in
which we can operate - our "solidarity spaces", an intermediate
strategic concept which can help in the building of mass organizations
of the oppressed classes, a decisive element in the social change that
we aim for. In this regard, we established the tasks which we must
engage in such as the strengthening of the class movements and
organizations that we participate in and the polcy of alliances with
political organizations and social movements in order to promote class

There was also room for debate on strategy with regard to the struggle
coalitions which our members are part of, the development of grassroots
organizations, mass actions, the continuing political and technical
education of our members, and rearguard support structures for a solid
collective living standard in each of our fronts.

At the end of Congress, the contributions and proposals presented by
the membership were collected and a final motion containing the points
of consensus was approved with hardly any objections. Congress was then
treated to some excellent combative popular music.
