Next week anti-fascist, anarchist and independent journalist Aleksei Cherepanov
from Krasnodar has spent two months in prison. 12th of May 2004 he was planted
one gram of grass by officers of Gosnarkokontrol (FSNK RF), but eventually he
was not arrested for 10 days because of possession but because of "a refusal to
follow legal orders by officers of Gosnarkokontrol". Rest of the drugs, 24
grams of marihuana and 2 grams of heroin were "found" when unknown
persons broke in to his room 19th of May without a search permission.
Having spent short 3 days in freedom due to efforts of his relatives and lawyer,
24th of May he was moved to remand prison of FSB in Krasnodar. Having never
used drugs, he faces charges which may result up to 8 years in prison.

10th of June there was a court, in which all complains by lawyers
and defendant on process violations were considered as irrelevant
by judge. Soon Aleksei was moved from FSB remand prison to usual
remand prison, in which conditions of detention are much worse.
Several human rights organisations and one Duma deputy have written
to General Prosecutor's Office of Russian Federation and Prosecutor's
Office of the Krasnodar area, but these complains have yet not been
reacted.

In beginning of July Aleksei's lawyer, Evgeni Sergeyevitch Ivanov-Kuligin
announced that he has once again been intimidated by Gosnarkokontrol
officials. Officials have made clear that he will be punished for taking
too active position when working on the case.
Evgeni Sergeyevitch has been threated with having his advocate's license
withdrawn since the day he took the case, and lately these threats have
become very real.

21st of June chief of General Administration of Ministry of Justice in Krasnodar
area Staroverova A.V. was given a complaint filed by chief of Administration
of FSNK RF (Gosnarkokontrol) in Krasnodar area M. Krapivni against
E.S. Ivanov-Kuligin, in which Krapivniy asks measures against Cherepanov's lawyer.
This complaint states that Ivanov-Kuligin used physical force against Gosnarkokontrol
officers, tried to provoke a fight and abused officer V. Bibikov verbally.
Testimony against Ivanova-Kuligin is given by elder lieutnant of police Bibikov, and
officers Tyvanyuk and Yartsev.

Complaint is referring to events of Friday 21st of May, when Bibikov,
Tyvanyuk and Yartsev attemted to kidnap Cherepanov back to jail after
he had been freed for short period of 3 days in a court session due to
efforts of his lawyer. Three officers tried to push Cherepanov to a dirty
car, which did not had any signs of being a police vehicle. In his letter
to president of lawyer's guild of Krasnodar area V. Chehov Ivanov-Kuligin denies
all claims of three officers. He was not verbally abusing Bibikov, and did not used
physical force when he died to clear identity of three plain clothes officials who
attempted to arrest Cherepanov withouth any legal pretext that day. In same letter,
Ivanov-Kuligin lists plenty of violations by Gosnarkokontrol officers, and accuses
three officers of misusing their powers. Actions of Gosnarkokontrol have been
complained to prosecutor's office of the area. Complaints for money and other
valuables stolen from room of Cherepanov during search have also been filed.

Currently letter of M. Krapivniy has been passed by Ministry of Justice
to qualification commission of Lawyer's guild of Krasnodar area, which
will decide whether Ivanov-Kuligin will have his lawyer's license withdrawn.

About Aleksei:

Aleksei Cherepanov, born 1979, finished journalist faculty of K.V. Rossinsky
institute of Krasnodar in January of 2004.
He has written for dailies and journals Chelovek truda (of Kuban official
trade unions), Otkrytiy mir, Nasha Kuban,
MK na Kubany and other regional papers. In some of his articles he was
attacking persecution of illegal immigrants
in Krasnodar area. In 1998 Aleksei was chair of local section of
Anti-fascist Youth Action (AMD) in the city of Primorsko-Axtarsk of
Krasnodar area, back then he initiated a campaign against activities of
fascist RNE (Russian National Unity) party in his city. Since 1999 Aleksei
has participated to activities of anarchist movement, and currently he is a
member of Autonomous Action. He helped with publication of journal Avtonom
and participated to organisation of many actions and campaigns.
