August 30, 2004Dear Mayor Chiarelli, The International Solidarity Commission
of the Industrial Workers of the World is writing once again to call on you
to respect the right of the panhandlers' union to organize, assemble freely,
and make demands to improve their lives.
Your orders for the police to evict the homeless
activists from their camp in the middle of the night
is not only cowardly, but reveals a genuine failure to
take the needs of poor people seriously.
The City of Ottawa continues to mar its integrity by
using coercion instead of negotiation to deal with its
most vulnerable people.
The IWW International Solidarity Commission supports
the efforts of the panhandlers' union to organize the
homeless to speak for themselves and demand an end to
the Safe Streets Act. Crushing this protest does not
relieve you of the obligation to take their demands
The Commission calls on you to:
- release Jane Scharf and drop all charges against
- stop police harassment of panhandlers and homeless
people, and
- negotiate in good faith with the homeless activists
for a mutually beneficial resolution to the conflict.
These demands, made by the panhandlers' union, are not
an issue of public order, but of public
The IWW International Solidarity Commission calls on
you, Mayor Chiarelli, to consider in good faith the
protesters' demands and meet with them as often as is
necessary to gain a negotiated solution that benefits
