The enormous success of the anti-war demonstrations all over the
world on the weekend of February 15-16 demonstrates that people
are always way ahead of their governments, but the governments,
those "defenders of liberty and democracy", don't give a damn
about the opinion of their fellow citizens, as evidenced once
more by the reaction of Bush, Blair, Aznar and Berlusconi.
Those countries that are against the war are not about to become
crazed anti-militarists. It is simply a political calculation on
the geopolitical future of this world that, for now, drives
Chirac to reject this conflict. What is at stake is the capacity
of Europe to free itself from the United States where military
and strategic questions are concerned and so to assure its own
supremacy. One can still analyze present wars with the yardstick
of the economic war between the two entities that dominate the
world, the USA and Europe, who will be meeting at the G8 summit
in Evian.

Certain ambiguities in the matter make one think that when the
push comes to the shove no country will oppose the US crusade
and that there will be no refusals to allow transit for American
military materials in those countries which are opposed to the
war. Besides, it is ironic that while the war is being opposed
in the name of respect for international law, the Chechen people
are being slaughtered as Putin parades around. Are we expected
to accept the sacrifice of an entire people in the name of

Opposition to the war should not allow itself to become dulled
by the rousing speeches of our governments. Here, too, a war is
"being played" against the poor, a war where laws on security
voted in over the last twenty years have criminalized those who
suffer the law of the strongest and of the exploiteurs. Opposing
the war means fighting for Another World where the peoples and
individuals will be able relate to each other in ways which will
not be built on domination and competition.

In practice, the CLAAAC functions on two levels: a
national/international level in which each organization,
collective or union who signs our call participates in order to
coordinate the campaign in its entirety, and a local level with
the setting up of collectives linked to the CLAAAC which group
various organizations (and individuals who wish to associate
with the CLAAAC) together in one geographical area. These
collectives carry out the campaign on the ground and elaborate
proposals for national coordination meetings. On a local level,
collectives already exist in several cities, departments and
