UNFOLDING HUMAN TRAGEDY
The allegations that Telstra misled the courts and parliament over their
long running battle with the causalities of Telstra (COT) group is just the
tip of widespread allegations that are being levelled against the corporate
sector, the government, the bureaucracy and the courts by an increasing
number of victims of our society.

As the host of the Anarchist World This Week, a radio program broadcast
across Australia on the National Community Satellite, I am regularly
contacted by people who believe they have been betrayed by the justice
system.

Some complain they have had their children removed from them, others that
they have lost their property as a consequence of the predatory practices of
financial institutions, while others believe that theyıve been cheated by a
bureaucracy and a court system that is unwilling or incapable of dealing
with their concerns. Irrespective of the reasons for their personal
tragedies, their stories are depressingly familiar. They claim that their
phones are tapped, that they are being followed, that their families and
friends are being harassed, that their concerns are not taken seriously and
that they very organisations and institutions that have been established to
review their concerns are used to ostracise and destroy them.

The sheer number of complaints and the similar nature of their allegations
raise important questions about their concerns and the way they have been
and continue to be dealt with in our society. Most of these people have lost
everything: their families and friends, their property, their jobs, their
dignity and their future. Some have spent time in prison for breaking court
orders; others have killed themselves believing that they have nothing to
live for.

On any one day, the human causalities of our economic and justice system can
be seen round the courts and institutions that have been established to
provide justice for the community. Many are dismissed as paranoid and
unreasonable. Their behaviour is characterised as dangerous, their sanity is
questioned, and their accusations are dismissed as laughable. The
information about the COT cases that has finally reached the public domain
is only the tip of an iceberg that has been and continues to be responsible
for a growing number of unnecessary human tragedies. This increasing tide of
human misery is directly linked to a judicial, institutional and policing
system that is unable to deal with the increasing number of human and social
problems that are directly linked to the transfer of power from the
community to government and State institutions, and a deregulated corporate
sector, that set and live by their own rules.

OOPS ­ WE TOLD YOU SO!
The manner in which the current series of raids conducted by A.S.I.O. and
the Federal police on families they believe may have information which links
them to Jemaah Islamiah reinforces the concerns that were held by activists
who opposed the extension of powers held by Australia's Secret Service
Agencies. The calls after the Bali tragedy to further reinforce their powers
should be continued to be resisted. Most Australians seem to be unaware that
if the security bills before parliament earlier in the year had been passed
without major amendments, the powers that would have been held by
Australia's Security Agencies and Federal police would have made them more
of a threat to Australians than any short or long term terrorist threat.

If the Federal Attorney General, not the United Nations, had been given the
power to list an organisation as a terrorist threat, no-one involved in
political activity in this country would have been safe from the threat of
having the organisation they were involved in declared a terrorist threat
and imprisoned for up to twenty-five years.

The strident calls for the Labor Party to drop its opposition to the passage
of the A.S.I.O bill currently before the Senate need to be resisted at all
costs. Giving A.S.I.O powers to arbitrarily detain and interrogate people
without legal representation and without charges being laid because A.S.I.O
believes they may have information which could assist them in their
investigations sets a very dangerous precedent. If A.S.I.O had the powers
that are outlined in the bill before the Senate, all those families,
including their children, who have currently been raided could have been
interrogated and detained indefinitely.

Giving the State the power to ban political organisations and indefinitely
detain and interrogate suspected members of those organisations is a far
greater threat to those limited freedoms and rights we currently enjoy in
Australia than any real or perceived internal or external terrorist threat.
Historically, the greatest threat faced by any community is the threat posed
by Governments that have total power over the activities of their citizens.
Hitler, Pol Pot and Stalin could never have committed the atrocities they
committed if they had not had total control over the State.

JUST WHAT EVERYBODY NEEDS ­ ANOTHER STATE ELECTION
If there is one arm of the government that's particularly useless in
Australia, it's State government. Although Australia is theoretically a
federation of States, and the Federal Senate was structured in a manner that
gave every State, irrespective of its population base, the same power, power
since Federation has shifted from State governments to the Federal
government.

State governments have almost become superfluous institutions. The work they
do could be performed by a federation of independent regional councils.
These councils could replace local and State governments tomorrow. State
government elections are normally non-events. The election called by Steve
Bracks, the minority Labor Premier of Victoria, is a classical example of
how State politics have degenerated in this country. The election will be
fought out by the Labor and Liberal party with the assistance of Green and
National party preferences. The policies that are being promoted by both
major parties are depressingly similar. Little, if anything, is expected to
change, irrespective of who wins the State election.

The replacement of the Kennett government by the Bracks government has not
resulted in any major shift in policies in Victoria. This is as much a
result of the minimal role State government plays in the community than the
conservative nature of both major political parties. State government
election campaigns are a good time to question the role of compulsory voting
in this country. Without compulsory voting, it's possible that fewer than
half of eligible electors would bother to cast a ballot because of the
superficial role State governments play in people's lives. State government
elections are a good time to conduct anti-electoral campaigns because most
people understand that little changes, irrespective of who's voted into
office. As life and death issues are not at the core of State parliamentary
politics, it's highly likely that more people would abstain from voting than
at a Federal election if the effort was made to promote anti-electoral
strategies and options during the Victorian State election campaign.

OBSCENITY PILED ON OBSCENITY
One of the greatest scandals facing Australians in 2002 is the bipartisan
parliamentary support for the private health insurance industry subsidy that
is costing taxpayers around three billion dollars per year. While public
hospitals are forced to deal with the increasing workload placed on them by
the health problems presented by an aging population with minimal if any
funding increases, the private hospital sector is able to cherry pick the
more profitable cases.

It's a disgrace that three billion dollars per year of taxpayers funds are
used to prop up the private hospital sector, a sector that over the past
decade has become dominated by corporate interests. Every time this obscene
subsidy is raised in the public arena, the private health insurance industry
trots out the story about the "mythical" pensioner who is so frightened
about the shortfalls of the public health system that they are forced to
take out private health insurance to guarantee treatment if they fall sick.
What they conveniently forget to tell the public is that the Packers, Myers
and Corrigans of this world, some of the richest people in this country,
benefit from the same subsidy and that if the three billion dollars per year
pumped into the private health sector was pumped into the public sector, our
mythical pensioner wouldn't have to starve to obtain decent health care in
this country.

The obscenity of this classical example of reverse welfare, where the richer
elements of society receive welfare at the expense of those who need
welfare, is further compounded by the fact that a proportion of this
taxpayer funded subsidy is used to help those who can afford it to pay for
ancillary private health insurance subsides. These ancillary subsidies then
allow them to buy brand name gym shoes and memberships to exclusive gyms in
the guise of preventative health care, while insulin-dependent diabetics in
this country, even those on pensions, have to contribute to the cost of
syringes, swabs and insulin.

Frightened of the consequences of the reaction of the powerful private
health sector, the Labor Party under Beazley supported this example of
reverse welfare. Now that Crean has finally bedded the Hawke/Wran
distraction, it's time that the Labor Party did those who need access to
public health care a favour by announcing a new health care policy that
scraps this taxpayer funded subsidy and places any savings made directly
into the public health care system. If they can't bring themselves to
supporting this policy, and I believe they havenıt the guts to do so, they
could at least promise to abolish the subsidy for ancillary services, and
means test the hospital services component of this taxpayer funded
obscenity.

WE LOVE THE QUEEN
We are all equal before the law or so we're told. The charges dismissed by
the British courts against Mr. Burrell, Princess Diana's butler, have
highlighted that one person in Britain and Australia is legally above the
law. The Queen of Britain and Australia, Her Right Royal Highness, Queen
Lizzie, is above the law. She is incapable of guilt and cannot be
persecuted.

Britain and Australia's no. 1 parasite could pick up a submachine gun and
take pot shots at her loyal subjects and not be persecuted. The only way to
get rid of this bunch of parasites is revolution. It seems that after
Princess Diana's timely death in a suspicious car accident in Paris in 1997,
Princess Diana's butler, a Mr. Burrell, had a three hour conversation with
Her Right Royal Highness, in which he told the Jubilee monarch that he was
holding a few bits and pieces that could harm the reputation of His Right
Royal Highness, the man that likes to think of himself as a used tampon, and
a few other members of her dysfunctional family.

The Spencers, another dysfunctional aristocratic family, have been pursuing
Mr. Burrell through the courts to get a hold of all that juicy material that
the loyal butler has held to protect the Jubilee monarch and her
dysfunctional brood. Unfortunately for the Spencers, they forgot the
cardinal rule of British Justice: the monarch is above the law, the law is
there for us mere mortals, not God's chosen rulers on earth. So, just when
the case was getting interesting, the Queen just happened to remember her
three-hour conversation with the loyal butler Burrell. Just in case you
think the Jubilee girl is in the habit of having three-hour discussions with
her servants, it just doesn't happen. She remembered in the nick of time.
Just as the prosecution finished their arguments, the Jubilee girl
remembered she had had a little wee conversation with Mr. Burrell when he
told her he had all this interesting material in his safekeeping.

Just at the same time, the loyal butler Burrell remembered that he had had a
three hour conversation with the jubilee girl in 1997, when he told her he
was holding Diana's stuff for safekeeping. So much for the fallacy that
we're all equal before the law. If youıre the monarch, you're above the law;
if you're are rich and powerful, you can buy your freedom; if you're poor
and powerless, you're the type that's needed to fill the countryıs
privatised jails.

ANARCHIST QUESTION AND ANSWER
Q.    Can an anarchist society exist in one region or one nation?
A.    One of the more common fallacies that periodically does the rounds in
the anarchist movement is that an anarchist society cannot exist in one
country or one region.  Some anarchists believe that a global revolution is
required to create an anarchist society.  They strongly believe that any
attempt to create an anarchist society in a particular region or a former
nation state would be crushed by forces that are hostile to it.  Although
historically no anarchist society has existed for any length of time, there
are no good reasons why one couldnıt initially survive and eventually
prosper.
The key to the survival of an anarchist community revolves around its
ability to defend itself as well as the strength of the international
anarchist movement.  The stronger the international anarchist movement, the
harder it would be to isolate an anarchist community economically and crush
it militarily.  The anarchists fighting in the Spanish Civil War, unlike the
communists or the nationalists, did not call for anarchists to come across
to Spain to help them fight the Civil War.  They encouraged anarchists to
build the movement in the places they lived and worked, because they
understood the best way to weaken the strength and resolve of those fighting
them, was to challenge them in their own back yard.
Even if a military threat can be averted, itıs possible that the economic
problems that occur because of a successful economic blockade could destroy
an anarchist community.  Self-sufficiency is an integral component of any
anarchist society.  The more self-sufficient an anarchist community, the
greater its ability to resist any challenges it may face.  The type of
relationships an anarchist community forms with its neighbours has an
important role in the short and long term future it faces.  There are no
philosophical or strategical reasons why an anarchist community cannot exist
in isolation.  Whether it can resist hostile threats to its continued
existence revolves around its ability to defend itself, whether it can
achieve self-sufficiency, the strength of the international anarchist
movement and the relationship an anarchist society develops with its
neighbours.  With a little bit of luck and the right combination of factors,
there is no reason why an anarchist society cannot survive and flourish in
one region or a former nation state.

ACTION BOX
 INITIATE, INITIATE, INITIATE.
Political and social activity tends to resolve around involvement in
campaigns where activists are predominantly involved in struggles that
resist attempts by the State and corporate sector to remove what few rights
and liberties we currently enjoy.  Itıs important we donıt limit ourselves
just to struggles that defend what we have won in the past.  The struggle
for egalitarian radical social change is predominantly a struggle to extend,
not just defend, the rights and liberties we currently enjoy.
Itıs important we donıt limit our activities just to defending what we have
already won.  Assess and reassess the time you spend pursuing political and
community activities.  How many of the struggles youıre involved in, extend
the rights and liberties we now enjoy?  Involvement in action and activities
that break new ground is an important aspect of the struggle for radical
social change.  If youıre not involved in activities that promote change,
reassess what youıre doing.
The Reclaiming the Radical Spirit of the Eureka Rebellion campaign the
Anarchist Media Institute has initiated this year, is an example of how the
past can be used to influence the present and change the future.  Instead of
us reacting to the State, the State is forced to react to us.  Instead of us
begging for change, we are using our history to bring like-minded people
together.  Initiating campaigns can be difficult, but the rewards not just
in terms of personal satisfaction, but in terms of promoting social
egalitarian change, can have far reaching consequences.
Try not to limit your political and community activities to just resisting
the status quo.  Initiate new campaigns and push and extend back the
psychological, physical and emotional barriers that limit what we
individually and collectively believe we can achieve.

AUSTRALIAN RADICAL HISTORY
THE EUREKA SERIES NO. 40
 PETER LALOR ­
  "FROM RADICALISM TO CONSERVATISM"
Peter Lalor was born in Queens County, Ireland in 1827.  His father was a
member of the House of Commons.  Peter was one of ten brothers.  One of his
brothers, Patrick, was involved in the failed 1848 rebellion in Ireland, he
was jailed because of his participation in the rebellion and died in 1849 of
tuberculosis.  Peter, a civil engineer, migrated to Victoria in 1852 and
worked as an engineer on the Melbourne-Geelong Railroad.  He moved to the
goldfields in Ballarat in 1853.  He did not come to the fore in the Eureka
movement till the meeting that was held on Wednesday 29th November at Bakery
Hill, when he moved a resolution to turn the Ballarat Reform League from an
ad hoc to a permanent organisation.
At 10.00am on Tuesday 30th November, the police conducted a particularly
viscous licence hunt at Ballarat in which eight miners were arrested.  The
miners gathered at Bakery Hill, Peter Lalor mounted a stump and took
command.  The Southern Cross was unfurled and about 1000 miners marched to
the Eureka site.  At a meeting of a dozen captains of the miners, Peter
Lalor was elected as commander in chief.
At 4.45am on Sunday 3rd December mounted police and soldiers attacked the
stockade.  Lalor took command.  Standing on an exposed mound, he ordered the
miners not to fire until the police and troops were at close range.  He then
ordered the pikemen forward.  Just at that moment, a musket ball and two
bullets struck him in the left shoulder.  Realising the battle was lost, he
ordered the miners to flee.  He was picked up from the ground and was hidden
in a woodpile.  Later that morning, Lalor was spirited away by supporters.
That evening he had his left arm amputated at the shoulder joint without the
use of anaesthetics.
The rest is history.  He stood unopposed and was elected to represent
Ballarat at the Legislative Council.  The electors lost faith in his
abilities when he voted that a property qualification be imposed on
electors.  He did not seek re-election in Ballarat but stood for the seat of
Grant in 1857.  He held the seat for 30 years until his retirement on the
4th October 1887.  During this period, he served as a Cabinet minister as
well as a Speaker of Parliament.  He died at the age of 62 in 1889 at his
sonıs house in Church St, Richmond, Melbourne.
When asked while in parliament whether he believed in democracy he stated
"I would ask these gentlemen what they mean by the term ?democracyı?  Do
they mean chartism or communism or republicanism?  If so, I never was, Iım
not now, nor do I ever intend to be a democrat.  But if a democrat means
opposition to a tyrannical press, a tyrannical people or a tyrannical
government, then I have ever been, I am still and will remain a democrat".

STEP TWO
Take them away men, women, children, them and us, sleeper cells everywhere.
The disappeared wait, questions asked, answers demanded, no answers, jail.
Families held as hostages, detention centres full of people who may help
Australiaıs security agencies with inquires.  Suburban gulags full, desert
immigration camps turned into indefinite detention centres, no legal
representation, non-humans, them and us.

Too many enemies, them and us.  Gulags full, sleeper cells everywhere,
fourth estate bays for blood.  Non-humans all of them.  Historical
precedent.  Japanese, Italians and Germans interned during WWII.  Fascists
and anarchists held in same Australian camps, murder.  Too many undesirables
for the detention centres.  Set up concentration camps deep in the desert,
for the other, the strangers in our midst.  Out of sight, out of mind.
Barbed wire, machine guns, many shot while trying to escape.  We have no
other option.

War on terror going badly, terrorists everywhere.  They hate us for our way
of life, our freedoms.  Why feed them, too many concentration camps, too
many mouths to feed.  Traitors, deviants everywhere.  Our own have turned on
us.  What do the young and the idealistic know?  Intern them.  Too many, we
must do something.  We need our own final solution.  We must cleanse the
race, protect our way of life.  A clash of civilisations, take no prisoners,
sanitised mega death.

 NEW WHIPING BOY
Australia has only one national newspaper, Rupert Murdochıs ?The Australiaı.
First published in 1966, it had been a bastion of conservative ideology till
four years ago.  In an attempt to record its first ever profit, a new
editorial team began to incorporate a wider range of views n the paper in
1998.  As a consequence of this change of policy, the number readership of
Australians reading the paper grew over the next three years.  During this
golden period, the range of articles in its pages reflected the range of
opinions that existed within the Australian community.
About two years ago, the paper reverted back to its conservative ideology.
The new editorial team jettisoned its widespread coverage of events
occurring in Australia and embarked on a conservative economic and social
agenda.  Indigenous Australians, their organisations and the problems
experienced in their communities became one of the main issues pursued by
the new editorial group.  Half-truths, innuendo, rumours and superficial
analysis became the hallmark of ?The Australianısı reporting on indigenous
affairs.
Lately, the paper has taken on a new direction.  Satisfied that theyıve
limited the possibility of an extension of indigenous land rights claim,
they have now turned their attention to multiculturalism.  Over the past
week they have successfully used Australians fear of terrorism as the
background to their new attacks on minorities in this country.  Using
material that has most likely been leaked to them from sources within the
Federal government or A.S.I.O. itself, they have embarked on a new campaign
of innuendo, half-truths and have targeted another group within the
community - Indonesian muslims who have immigrated to this country.
?The Australianı plays an important role in Australian life, although it
only sells around 120,000 papers, it tends to set the agenda for radio and
television reporting.  It also acts as a mouthpiece for those with power and
wealth in this country.  It is first and foremost a political animal.  Its
analysis is not value free.  Its editorial team is hand picked to reflect
the prevailing fears of those in power.  Indigenous Australians,
multiculturalism, trade unions and radical activists have become and
continue to be its primary targets.

One rapist convicted in Victoria last year was given a sentence of 6 weeks -
1 in 5 rapists convicted in Victoria did not go to jail at all. (Herald Sun,
Oct 29).
The Victorian Equal Opportunity Commission isnıt allowed to fight
"systematic discrimination" by industry groups & employers, particularly
against low-income earners, according to its head. A new booklet called
'Paying Too Much' says that private companies such as banks, electricity &
water companies & phone companies, systematically exploit, ignore &
overcharge low-income earners. Andrea Sharam, co-author of the booklet, says
that companies often exclude low-income neighbourhoods or groups of
customers from services (called 'red-lining'), or offer better deals to
richer customers. (Melbourne Times, October 23).
The Federal Govt. has been accused of directing military and intelligence
resources at detecting asylum seekers rather than terrorists. Democrats
Senator Andrew Bartlett said that "the stupidity of that policy, and the
focus on the so-called security & protection issues in something as
pointless as detecting refugees rather than [terrorism] has been emphasised
in a tragic way." The Govt's position also had wasted hundred of millions of
dollars, Senator Bartlett said. (Sunday Times, October 16).
Psychologists probing the wave of corporate crime in America have noticed
that psychopaths & chief executives tend to share many personality traits -
in particular an ability to appear plausible & attract followers while at
the same time hiding low self-esteem. Robert Hare, of the University of
British Columbia, one of the leading experts on psychopathic behaviour,
thinks boardrooms are full of people whoıve what he calls "charisma without
conscience". "If I couldn't study psychopaths in prison, I would go down to
the stock exchange," he says. Dr Babiak & Dr Hare say some of the traits
most admired by corporations, suit the profile of the average psychopath.
"They tend to have a facade of charm thatıs very effective in ingratiating
themselves with people in power & which hides their anti-social tendencies,"
says Dr Babiak. "Itıs very easy for psychopaths to play up to what the
establishment wants. If thatıs getting in early & staying late, it's no
problem. Most of them can't believe how easy it is." As America attempts to
rid itself of the showbiz chief executives, boardroom recruiters are taking
more trouble to delve into candidates' psychological make-up. Psychopaths
tend to be arrogant, short-tempered, manipulative, deceitful, lacking in
empathy & remorse & with a need for self-aggrandisement while apparently
being "rational". (The Age, October 29).
