ANARCHISM ­ ADVANCING IN DIVERSITY STRIKING IN UNISON ­ YAMAGUCHI KENJI
SKILLS GAP?

Bring us your skilled workers, but don't on any account bring us your poor,
your refugees and your disadvantaged, seems to be the Federal Government's
new immigration mantra.  It looks like Howard and his cabinet colleagues

have hitched their star on the populate or perish bandwagon.  These boys
and girls know that capital needs people to prosper, so they've decided to
open the gates to the world's skilled workers.

While thousands of refugees from Iraq and Afghanistan swelter in temporary
detention camps for illegal immigrants, in some of the countries most in

hospitable regions, the Federal government is about to open the gates to

skilled immigrants.  It seems that successive Australian governments
have always welcomed skilled migrants or migrants who can buy their
Australian citizenship, but "grubby" refugees, that's a different question.

Instead of outlaying a few tax payers dollars and training local people,

successive Australian governments have tended to poach skilled workers
from the third world.  It's much easier, and cheaper to do this than train
locals isn't it?  It's strange that after a period of relatively high
unemployment that government and private money hasn't been used to train local
people.
What's wrong with the locals?  Are they too stupid to be trained or is
it cheaper to poach the third world skilled workers?

If the government was serious in it's efforts to train Australians, the
answer's very simple.  They could place a training levy on companies
with a turnover of over a million dollars a year, within a year or so they
would
have all the money they would need to train everybody who wanted
training,
but no not this or any other Australian government.  There's no way
they're
going to upset their corporate mates by applying a training levy on
corporate turnover.  If they want to pursue a populate or perish path,
they
don't need to target skilled migrants, there are millions of displaced
people and refugees around the world who would gladly make up any
immigration quotas that the government cares to set, but as you and I
know
refugees are not the type of people this government wants.

POOR BRONWYN BISHOP!!

Stop throwing stones at me, I know Bronwyn Bishop isn't one of the
Federal
governments more popular ministers, but give the poor woman a chance,
no,
not to rehabilitate herself, but to hang herself.  Give her enough rope
and
sheıll do all of us a favour.  Any government that believes giving
private
industry a sackful of money to look after the nursing home sector
deserves
all that's been dished up to it over the past few weeks.

The Federal government subsidizes the private nursing home sector to the

tune of 3.5 billion dollars, before you pick yourself up from the floor,

remember that the Federal government also subsidizes the private health
insurance industry to the tune of 2.5 billion dollars.  So the amount
that
is earmarked for the most vulnerable members of our community isn't all
that
wonderful when you compare it with the amount of money that's literally
given to the private health sector.  Although the Federal government
sets
some benchmarks regarding the standard of care and the standard of the
premises that are used to deliver nursing home care, it doesn't set a
limit
on the amount of profit that goes to the shareholders of the companies
that
run these private nursing homes.

This means that the care the residents receive is determined by the
amount
of profit that's squeezed out of the nursing home.  One way to overcome
the
substandard care that's dished out in a significant number of nursing
homes
is to set a limit on the amount of profits that a private nursing home
is
able to squeeze out of the residents.  This would mean that there would
be
enough taxpayers money to go round to look after the needs of the
residents
as well as ensure that unreasonable profits aren't squeezed out of the
residents.  It's a wonder such a simple solution hasn't been thrown into
the
debate concerning private nursing homes in this country.  When you think

about it, it could solve many of the problems nursing home residents and
the
Minister for Aged Care are now facing.  Unfortunately I don't believe
this
crowd would be willing to consider such a simple option, it would upset
their mates in the private nursing home sector and they don't want to do

that.

IT'S A MIRACLE!!

It's wonderful seeing the hand of God at work.  One minute poor old
General
Pinochet is crippled with arthritis and pain, his memory's a blank.  The

best doctors in Great Britain agree he's a basket case and the Blair
Labor
government lets the old man return to Chile.  The great man is picked up
by
a Chilean airforce jet, possibly one of those jets his regime used to
dump
the bodies of his political opponents at sea and is whisked away back to

Chile.

Somewhere on the flight back to Chile God enters the plane, places his
hand
on his child, the great General Pinochet, his pains disappear and his
memory
returns.  IT'S A MIRACLE.  The plane lands in Chile the retired dictator

returns, does a little jig and basks in the adulation of his
supporters.  A
very touching story except for one little fly in the ointment, the
survivors
of Pinochet's torture camps and the families of those who died or
disappeared want their pound of flesh.

Although the world has once again failed to bring a grubby little
dictator
to justice, many Chileans are still demanding justice.  Although
Pinochet
and his American backers have never been brought to trial and continue
to
play a significant role in the affairs of their countries, his enemies
have
the satisfaction of seeing the once proud dictator feign senility to
escape
from Britain.  I wonder if the British government let the penny drop
that if
the great man lost his marbles they wouldn't be able to send him to
Spain to
face his accusers.

Pinochet has been shown to be a snivelling coward, a liar, a fool and a
puppet of successive United States governments.  His eventual physical
fate
isn't important, what's important is that ordinary people have teamed
together and have fought to avenge his armies.  His escape courtesy of
the
Blair Labor government may bring him some short term solace but it will
never rehabilitate this grubby little man's reputation in the eyes of
the
world.

HERE WE GO AGAIN!!

Trust the Democrats to come up with another inane policy initiative.
After
their G.S.T. fiasco theyıve decided to hitch their star to the bank
bashing
band wagon.  Now donıt get me wrong, I havenıt any love for the banks,
but
the Democrats proposal to force them to set up automatic teller
facilities
in regional Australia is one out of the bag.

King OıMalley the Labor Party Cabinet Minister who kick started the
Commonwealth Bank in 1919 did so to break the monopoly private banks had

over banking services.  When the Labor Party privatised the Commonwealth

Bank in early 1990, they removed the only brake that the State was able
to
apply to the private banking sector.  For the sake of short term
political
gain, they have placed many Australians at the mercy of the private
banks.

The Federal Government does not have the will or power to regulate the
banks.  Banks have no responsibility to the community, their only
responsibility is to their shareholders.  Obviously they will do what is

necessary to maximise their profits irrespective of the social and human

costs.

Staff are dispensable, small customers are liabilities and a communities

need to have access to banking services isnıt  their responsibility.
Although the government theoretically has the power to suspend a banks
license, thereıs no way any Australian government is going to take on
one of
the big four.  Fortunately there is a simple way to overcome this little

impasse ­ the King OıMalley solution.  All that any political party
needs to
do to win office is to go to the electorate with the policy of
re-establishing a peoplesı bank.  There are so many punters disgusted
with
the private banks, customers will flock to the new bankıs doors.

A peoplesı bank would not be responsible to the government of the day or

shareholders, it would be responsible to the people of this country.
The
competition that such a bank would create would be do intense it would
drag
the other banks back into line.

Unfortunately short of revolutionary change I canıt see the current
batch of
political parties having the guts to even say BOO!! to the private
banks.

MEDIA SURFING?

Itıs fascinating watching the media jump from one topic to another.
Over
the last three weeks the issues that the media has concentrated on in
Australia are mandatory sentencing, petrol substitution and nursing
homes.
Itıs interesting to note how each news  item soon becomes a commodity.
As
soon as something else crops up, the media pack moves on, discarding the
old
story and digging their talons into the flesh of a new one.
Lives, institutions, communities, groups and individuals are prodded and

poked and pushed around as long as they are news, when some other "flash

point" erupts bye bye!!   The mass media isnıt interested in the issue
as an
issue but as a commodity.  As long as it sells papers, airspace or
television space, its news.  As soon as something new "pops" up, all
those
highblown phrases are forgotten and the pack moves on to the next
"story".
The media picks up the lid on a story, peeps in and moves on.  The
contents
remain the same, normally nothing changes, lives may be destroyed but
the
monolith moves on looking for the next story.  The mediaıs main role in
our
society is its gate keeper function.  Its strength is derived from its
ability to determine what is and what isnıt important.
Whatıs splashed across the front pages of a cities newspapers has more
to do
with the needs of the newspaper than the needs of the community it
services.
News is a commodity thatıs bought and sold, issues ultimately donıt
matter,
what really matters is the return to shareholders.

ANARCHIST QUESTION AND ANSWER

Q. What role do emotions play in the anarchist struggle?

A. Joy is the only acceptable emotion in Western culture.  Industries
have
sprung up over the 20th century in Western society to deal with grief,
bitterness, hopelessness, frustration and anger.  These emotions seem
not to
be a legitimate part of Western culture.  Control comes in many forms,
cultural practices that deny and contain emotions are just as harmful to

individuals and a community as are those practices that overtly control
other aspects of their behaviour.
Understanding that grief and bitterness, anger and frustration are just
as
important emotions as joy is an important aspect of anarchist struggle.
Most people who describe themselves as anarchists haven't come to that
position by reading and quiet contemplation, they've come to that
position
because of emotional responses to particular situations or
circumstances.
Anarchism is one of the few human philosophies that incorporates
emotional
responses within it's cultural and philosophical framework.
The old Wobbly slogans "Don't get angry, get even" and "Don't mourn,
organise" encapsulate the idea that although emotions may set you off on
a
particular path, you need to incorporate these responses into the
avenues
you pursue to create the conditions that lead to change.  A popular
anarchists slogan used during the early part of the 20th century was
"Building a new world in our hearts."  The sentiments expressed in this
slogan again underscore the importance of human emotions in the life of
an
anarchist.
Mass culture produces uniform responses to particular situations.  It
tends
to reduce human emotions to a series of pre packaged responses.  As
activists we need to understand the importance of emotions in the
struggle
to make that new world in our hearts into a concrete reality.  As
individuals and as groups we can't afford to allow the corporate sector,
the
State or the church to control our emotions.  If we do, we will never be

able to break out of the emotional straight jackets they have created
for
us.

ACTION BOX - "THE AUSTRALIAN BROADCASTING COMMISSION"

My dilemma with ABC radio continues.  In August 1999, a segment that
Senator
Julian McGauran (National Party) and Joe Toscano (Anarchist Media
Institute), run by ABC presenter Penny Johnston, on ABC radio across
Australia in the early hours of the morning, was scrapped after only ten

weeks - because ABC Management declared early morning radio a "politics
free
zone."
The segment had obviously upset a few people but as it was balanced a
conservative versus an anarchist they could not take it off without some

bogey excuse.  Since then I've been placing increasing pressure on the
ABC
to justify their decision.   To date they have not been able to justify
their actions.  Last week the ABC finally put the boot into the
presenter,
Penny Johnston, who had hosted the program.  After nearly fifteen years
of
broadcasting she has been pushed out of the broadcasting spot and been
give
the job of a co-ordinating producer.  They couldn't fire her because she
is
a staff member, not a contract worker (over the past six months her
position
has been made untenable by various management personnel at the ABC).
Why tell you all this, well it's very simple, the ABC runs on the slogan

"it's your ABC" and sells itself on "its integrity."  ABC management
continues to deny people with radical and conservative viewpoints
consistent
time on the ABC.  It tends to restrict itself to a left of centre
agenda.
The ABC is a public broadcaster, as a public broadcaster it should
reflect a
whole spectrum of ideas not just those that support parliamentary
politics
and the political status quo.
Why should ideas that an increasing number of people are looking at be
pushed to the margins.  Why should we just go away and forget about it.
The
ABC is a public broadcaster, as long as segments are balanced by
opposing
points of views, these viewpoints should be aired on a regular basis.
Although the three main players in this little saga have now as far as
the
ABC is concerned been put out to pasture.  This matter is not over yet.
This is where you come in.  We need to show ABC management that we're
not
down and out.  I've incorporated two letters, one from myself to the
board,
dated 6th January 2000 and the ABC's response dated 11th February 2000,
in
this edition of the weekly.  As you can see their response does not even

answer one of my questions.

It's time ABC management realises that it's responsible not only to the
Board and Parliament, but it's also responsible to the people of this
country.

BOOK REVIEW

VICTORIA POLICE CORRUPTION

It's refreshing to review a book that takes a peek at the soft
underbelly of
the Victorian Police Force.  Ever wondered why few if any Victorian
police
officers have seen the inside of a prison?  Then you shouldn't go past
Hoser's book.  A book mind you, that wouldn't have seen the light of day
if
Hoser had buckled under the considerable pressure that was applied to
prevent him publishing this book.
Murder, rape, drugs, theft are some of the sins catalogued in this
little
gem that reads like a novel.  Unfortunately the list of sins that are
catalogued in Victoria Police Corruption have happened to real people
with
real families.  The Victorian Police Force, Australia's most effective
killing machine has been able to get away with this outrageous behaviour
for
so long because of political and media corruption.
This 720 page book names names, lists events and shines a torch into the

black heart of the Victorian Police Force.  Hoser's book goes one step
further than the normal shock, horror corruptive expose.  Hoser
understands
that Police Corruption could not occur without bent bureaucrats,
politicians
and a media that's not willing to rock the boat.
Victoria Police Corruption should be mandatory reading for every
bureaucrat,
every politician and every hack reporter in Victoria.  If we lived in a
society that respected the truth, Victoria Police Corruption would be on
the
H.S.C. reading list and Hoser's name would have appeared on the New
Year's
Honours list.  Neither of these things have occurred and are likely to
occur.  Hoser and his books have been shunted to the margins of society
because the same people in authority are using the same corrupt
structure,
to support the same corrupt status quo.

PERSONAL OBSERVATION

You'd think I was the most popular person in town.  Almost every time I
go
into a shop, cafe or restaurant and hand over the cash or the plastic
fantastic, I'm blessed by the shop assistant.  Sometimes it can happen
three
to four times in an hour.  Weekends are the best, bored shop assistants
who'd prefer to be on the beach or clubbing, earning ten dollars an
hour, go
out of their way to wish me the best.
I wonder if they mean it?  Do they really care if a greying obese man
who's
spent two dollars buying a piece of garbage he doesn't really need has a

nice day.  You know what I think, I think there's a massive computer
somewhere that jolts their brain waves every time I hand over the money.

Every shop assistant in the Western World is hooked up to a computer
that
shocks their brain every time money changes hand.
Just imagine if the Y2K bug or some nasty cyber terrorist is able to
override his master's voice.  Have a wonderful day and get a shave and
lose
some weight you slob.  Have a nice day - drop dead you old fart.  Have a

great day - and don't come back I'm sick and tired of your greasy
fingers
pressing that note into my palm.  Enjoy - I hope you choke on it, get
out of
my life, fuck off, go away.
Maybe it's best we don't really know what people are really thinking.
The
real tragedy is that human relations in the post modern world have been
reduced to bland throw away lines that have nothing to do with what
people
really think and feel.  What's even more tragic is that many people in
our
society are so isolated and privatised human interactions are limited to
the
vacuous - HAVE A NICE DAY!!

STOP PRESS - RECONCILIATION

The Prime Minister of Australia, John Howard, is at it again.  Remember
after the last Federal Election, when John Howard claimed victory, he
stepped onto the podium and told everyone that he would strike accord
with
this countries indigenous people for the centenary of Federation.
When John Howard pulled out of the reconciliation discussions last week
he
was not alone.
It looks like a significant number of Australians are unhappy with the
reconciliation process.  Although they believe that this countries
indigenous people havenıt had a fair shake, they are still not going to
apologise or want the Prime Minister to apologise on their behalf,
because
they are concerned that if the Prime Minister apologises it may leave
the
country open to paying indigenous people compensation for the losses
theyıve
experienced.
It was a very, very sad day last week, when it dawned on many indigenous

people and their supporters (over one million have signed the sorry
book)
that the descendants of the thieves who benefited from the theft of land
and
the immigrants and their children who also benefited from this theft
arenıt
willing to say sorry, just in case they have to pay compensation.
I call on every Australian who is against the reconciliation process to
step
into the shoes of their indigenous brothers and sisters and see how they

feel about the situation.  Irrespective of whether the majority of
Australians and their Prime Ministers donıt want to say sorry, the facts
are
the facts and irrespective of how we wish they were different, they are
not.
The foundation stone this country is based on, is built on a litany of
lies.
Whatıs so disappointing about the current situation is that although a
decade or two ago many Australians could have said they had no knowledge
of
the past, today they canıt hide behind this excuse.  Thatıs why the
collapse
of the reconciliation process is such a tragedy.  Unfortunately it seems

that old adage once a thief always a thief fits a significant number of
Australians like a glove.
