>From the 11th to the 13th of September, Melbourne will be playing host
to
the Asia Pacific Economic Summit.  Ten Heads of State, Eight hundred
C.E.O.¹s (Chief Executive Officers), over one thousand foreign media and
YOU
will be attending the Asia Pacific Economic Summit at Crown Casino in
Melbourne.  The only problem is that although the corporate fascists
will be
discussing your future, you don¹t rate an invitation.
Over the next six months the Anarchist Media Institute will be
encouraging
as many people as possible from the small business sector, the farming
community, wage earners, the self-employed, the unemployed and social
security beneficiaries to join the Peoples¹ Pre-Olympic Festival outside

Crown Casino.  The more uninvited guests the merrier.  As you and I
know,
power doesn¹t lie in parliament, it lies in the boardrooms of national
and
transnational corporations.  The hidden face of capitalism shows its
face of
these summits.  The participants at these economic summits like to think

they hold the future of the world in their hands.  Well surprise,
surprise,
they don¹t, our future ultimately lies in each of our hands.
Do we accept their vision, their rules and their power, or do we
challenge
them every time they meet.  I¹m not stupid enough to believe that we can

stop them meeting, but I do know that the more people that surround
Crown
Casino on the 11th, 12th and 13th of September, the more difficult it
will
be for them to ignore the voices of the people these corporations
exploit.
The ball is in your court, do you accept that they hold legitimate power
or
do you believe that YOU not the corporate fascists (fascists ­ yes they
are
only responsible to their major shareholders) should decide what
economic
system you want to live under.  Remember the Peoples¹ Pre-Olympic
Festival
outside Crown Casino is an opportunity that doesn¹t occur often and
remember
THE WHOLE WORLD¹S WATCHING YOUR RESPONSE.



ANARCHIST STANDING FOR MAYOR!!
Believe it or not, Mr. Brian Laver is standing as an Anarchist candidate
for
Mayor for the Brisbane City Council.  Why have Brian and the people
behind
his campaign ­ The West End Neighbourhood News and the Institute for
Social
Ecology embarked on this campaign.  Brian says he doesn¹t want to be
elected
into office.  If he was elected he says he would abolish the office.
The idea behind the campaign is very simple, people are sick and tired
of
the same old people, standing for the same old things and they want to
put
some politics back into their local communities.  Unfortunately, in
Australia people seem to only think in a political manner during
election
campaign.  Using the interest generated during an election campaign to
inject some anarchist politics in the milieu is a path worth
considering.
The main danger in such a campaign is that you get carried away with the

moment and start actively canvassing for votes.  At the end of such a
campaign people can point the finger and say you put your ideas to the
people and they rejected them.  The system works after all.  I¹m sure
the
people behind Lavers campaign for Mayor aren¹t that stupid.
Just to wet your appetite for the campaign, Brian Laver as a Mayoral
candidate signed a Treaty with the local Murris at South Brisbane on the

16th of February.  This treaty incorporated most of the Murris demands.
The
anarchists in this campaign have reached an agreement with the
indigenous
owners of the land.  This is something that nobody else has ever done.
Over the next few weeks Brian Lavers Mayoral run will be complimented by
a
number of statements, the Anarchist Erotic Manifesto, Social Defence ­
Defending our Grassroots Democracy, Towards a Humane Egalitarian and
Multicultural  World and An Answer to Globalisation are a few of the
gems
that will be released in March.

WHO CARES!!
A lot of people seem to care about what happens to Melbourne¹s Grand
Prix.
Well actually maybe not a lot, just the people who have purchased the
100,000 corporate tickets that have been sold to Bernies little side
show.
You see Bernie holds the world wide rights to this little event and
everybody in Victoria was shit scared when they heard ramblings that
Melbourne¹s Trade Unions were going to pull the plug on Bernie¹s little
project.
Well don¹t despair.  Mr. Steve Bracks, Victoria¹s new Labor Premier
stepped
in and hastily organised a meeting between Ron Walker (Bernie¹s Boy in
Australia) and the Trade Unions and surprise, surprise the
airconditioning
and food will be laid on for the corporate tents.  The Grand Prix is
another
one of Kennett¹s legacies that¹s cost the Victorian taxpayer an arm and
a
leg.
I know there are people who get their rocks off by watching souped up
cars
go round in a circle, but what we must remember is that the Grand Prix
in
Melbourne isn¹t some private little affair that¹s bankrolled by the
private
sector.  It¹s a publicly funded event held in a public park with State
guaranteed money finding its way into private pockets.  It¹s another one
of
Kennett¹s cleverly designed little contracts with the private sector
that
sees the public being shafted by the private sector.
The sooner this little fiasco comes to a halt the better, if the people
of
Adelaide are stupid enough to want it, give it back to them.
Interestingly
when the Trade Unions kicked up their heels, Channel 9 and Melbourne¹s
Herald Sun went berserk.  If you looked and read the material they put
out
about the union campaign, you¹d think that Australia had been overrun by

Martians.  Well it seems our friends weren¹t what you¹d describe as
objective, you see they are major sponsors of the event and if it failed

they¹d lose a fair bit of money.
So boys and girls, do what you can to encourage the good burghers of
Melbourne to boycott this tawdry little affair and if you are religious,

pray that God will make it rain cats and dogs so that Bernie¹s little
money
maker will be washed out.
WHY NOT!!
Question - Who's more conservative the Australian Medical Association
(A.M.A), or the Opposition Leader Mr. Beazley?  Wrong, wrong, wrong, no
it's
not the A.M.A., it's Mr. Beazley.  Early this week the A.M.A. publicly
criticised the Federal government's use of public funds to prop up the
private health system.  When you consider that fewer than four
corporations
own more than 90% of the countries private hospitals, you soon realise
that
the Federal government's open ended contribution (which now exceeds $2.5

billion of taxpayers funds) to the private health insurance industry is
little short of highway robbery.
In steps that great radical Mr. Beazley, the leader of Her Majesty's
loyal
opposition The Australian Labor Party earlier this week made noises
about
rolling back elements of the G.S.T. package if he was elected to office.

Over the past few days the Federal government  has been taunting him
about
"where's the money coming from?".  When Howard suggested that Beazley
was
going to scrap the Federal government's gift to the private health
industry,
Beazley came out all offended saying the Labor Party was not going to
scrap
the government's gift to the private health sector.
Now really Mr. Beazley only 32% of the Australian population have
private
health insurance.  Although the government subsidy has helped to stem
the
decline, it has not really bolstered the number of Australians with
private
health insurance.  The Medicare levy (1.25%) of taxable income allows
each
and every Australian to use the public health system.  Can you imagine
how
many more public hospital facilities could be funded if the 2.5 billion
taxpayer dollars that goes directly into the hands of the private health

sector went into the public health sector.
The Labor Party's policy on private insurance is a disgrace.  It's about
all
that can be expected from a party that long ago removed the "U" from
Labor.

DON'T EXPECT TOO MUCH FROM VICTORIA¹S LABOR GOVERNMENT
Over the last forty-eight hours two groups of Victorian protesters who
have
been attempting to stop the logging of old growth forests in Gippsland
and
The Ottways have been threatened and physically assaulted by a group of
thugs who are attempting to drive protesters out of their protest camps.

In both cases the police response to the unfolding events has been
wanting.
Every time that the loggers efforts to log old growth forest have been
hindered by protesters, police have arrived in droves to remove the
protesters.  When protesters are assaulted there is little, if any,
police
response.  It looks like there's one law for the loggers and another law
for
the protesters.  Over the past few months the Victorian logging (or
should I
say wood chipping) industry has been concerned about the Victorian
government's attitude to logging in Victoria¹s old growth forests.
Believing that protesters had got the ear of the State government they
have
embarked on a policy of inflaming the situation.
The current confrontation between the logging industry and protesters is
as
much the fault of the current government as the loggers.  Since November

they've been subjected to a barrage of propaganda from the logging
industry
that has pitted loggers against protesters.  Workers now believe they
will
lose their jobs and will not receive any compensation if logging in old
growth forests is stopped.
Any protester who believed that a change of government would change
anything, only has to look at the response of the Victorian Forestry
Minister Cheryl Garbut to see nothing has changed.  She's stated in
black
and white that the government has NO intention of stopping logging in
old
growth forests or has any intention of increasing the size of National
Parks
to protect old growth forests.  As far as the Victorian government is
concerned, it's business as usual.  It looks like the only way this
ongoing
tragedy will put to bed is if more people join the protest movement to
stop
the logging in old growth forests.  Currently too much work has been
left to
too few protesters.

ANARCHIST QUESTION AND ANSWER
Q. If anarchists are internationalists why do they oppose globalisation?

A. Anarchism is a philosophy that breaks down national, religious and
cultural barriers.  An important element of any anarchist struggle is
anarchists determination to break down the national frontiers that
divide
the human race.  At the same time anarchists are at the forefront of the

struggle against globalisation.  Why the apparent contradiction?  If you

think about it there is no contradiction about the anarchist movements
desire to break down national borders and their resistance to
globalisation.
Globalisation has nothing to do with internationalism, globalisation is
the
term that¹s applied to the current expansion of capitalists power.  It
has
everything to do with the expansion of the capitalist network and
nothing to
do with personal and economic freedom.  It has everything to do with the

centralisation of power and wealth and nothing to do with the
decentralisation of power and wealth.  Globalisation is the very
antithesis
of internationalism.
Globalisation is the single most important issue facing the community
today.
Whether a person is a landless squatter in South America, a subsistence
former in Africa, a factory worker in China, a well paid worker in
Europe or
a mid or lower level executive in Australia, they are all potential
victims
of globalisation.
Globalisation assisted by technology that allows trillions of dollars to

circle the globe in seconds, gives capital the ability to control most
facets of most peoples¹ lives.
As more and more State assets are given away to the private sector, the
State reverts back to its original function ­ control.  The difference
between a 21st century and a 20th century State is that most nation
States
only have the power to control the activities of their own citizens,
they
don¹t have the power to influence let alone control capital.  Power has
shifted from the hands of the State into the hands of global monopolies
who
are solely interested in the bottom line of their major shareholders.
Corporate fascism is the very essence of globalisation.  No wonder
anarchists are at the forefront of the struggle to limit and breakdown
the
expansion of globalisation.

11TH ­ 13TH September 2000
"PEOPLES¹ PRE-OLYMPIC FESTIVAL"
Are you interested in taking part in the peoples¹ pre-Olympic festival
outside Crown Casino in Melbourne on the 11th, 12th and 13th of
September,
then keep on reading. The participants at the Asia Pacific Economic
forum: -
10 heads of State, 800 Chief Executive Officers and over 1000 foreign
media
could be in for an interesting time when they meet in Melbourne in the
week
preceding the Sydney Olympics.  If we play our cards right, they could
be
confronted with thousands of protestors from across Australia and
overseas.
Forget about the Olympics, that¹s a side show, you have six months to
organise a welcome for the esteemed ladies and gentlemen at the Asia
Pacific
Economic Forum ­ corporate fascists who will be making decisions about
your
future without your consent or participation.  As anarchist activists we

need to ensure that we spend time and effort encouraging people to
assemble
outside Crown Casino from Sunday the 10th of September.  We need to
explain
to people what this summit is all about.  The Asia Pacific economic
forum
provides an excellent opportunity to bring together elements in the
community who normally believe they have nothing on common.
This is not just a festival for radicals, it¹s a chance for members of
the
small business community, small farmers and regional and rural
communities
to join forces with the unemployed, social security beneficiaries and
wage
earners and reclaim the economic agenda from the State and the corporate

fascists.  Over the next few months the Anarchist Media Institute with
hundreds of other groups will be spending time and effort publicising
the
reasons why people should come out onto the streets on those days and
ensure
their voices are heard by the faceless self-appointed delegates who are
trying to take over our future.
This protest is different to all other protests that have been organised
in
Melbourne.  There is no centralised group organising the protests.
Autonomous groups will be organising their own activities.  If we are
able
to bring these diverse elements together we can help to create a
thousand
headed hydra that will not be able to be contained or destroyed by the
State.  Currently we are in the process of designing a poster (A3) which

will encourage people to participate in the "Peoples¹ Pre-Olympic
Festival"
outside Crown Casino.  If enough people participate, the precinct around
the
Casino can be brought to a halt for the duration of the Economic
Summit.  A
black and white A3 poster will be available by the 11th of March.  We
are
encouraging our supporters to send us a book of 45 cent stamps and we
will
send you out two pristine copies of the poster.  Photocopy them and put
them
up in your local community, workplace, school and out in the streets.
Individuals and groups have six months to organise for this event.
Whether
the protests are successful or not will depend on our ability to bypass
the
mainstream media and bring the reasons for this protest directly to the
people.  Photocopying this A3 poster and distributing it among the
people
you know and live amongst is one way of bringing the matter to the
peoples¹
attention.

AUSTRALIAN ANARCHIST HISTORY
10th ANNIVERSARY CELEBRATIONS
"MELBOURNE TRAM DISPUTE AND LOCKOUT"
January - February 1990
The Anarcho Syndicalist Federation played a pivotal role in the 1990
Melbourne Tramways Occupation.  In January/February 1990, Melbourne tram

workers took direct control of the Tramway system and ran it for free
until
the Cain Labor government turned off the power.  The tramways dispute
didn¹t
start in isolation.  The action the workers took in 1990 was a direct
consequence of the activities of a number of anarcho syndicalists who
worked
in the public transport system.
In 1985, a small group of rail workers put out a news-sheet called
"Stopping
All Stations", this evolved into a journal called "Sparks", which
covered
public transport workers in the rail, tram and bus network.  The
Melbourne
local of the Anarcho Syndicalist Federation published the first issue of

Sparks in May 1986.  The Public Transport Workers Association became a
member of the ASF in February 1987 and continued to publish Sparks until

1991.  The paper became the most popular publication among rank and file

workers in the public transport system.  Sparks provided a means of
communication for transport workers that was able to take the lid off
the
activities of management, government, unions and union officials.  The
journal advocated direct democracy and anarcho syndicalism.  The
influence
of Sparks became apparent during the 1990¹s tramway occupation when
workers
occupied their depots and ran the system for free.
The Anarcho Syndicalist Federation threw their support behind the
dispute
and helped to establish Passenger Support Groups which allowed the
community
to show their support for the trammies.  The last issue of Sparks No.27
came
out in early 1991.  By the end of 1991, all the anarchist militants in
the
Victorian Public Transport System had been pushed out of the Public
Transport System.
The Anarcho Syndicalist Federation was able to highlight the bankruptcy
of
the trade unions and much more importantly was able to help set an
anarchist
agenda among rank and file public transport workers.  It¹s no
exaggeration
to say that without the influence of Sparks, the Melbourne Tramways
Dispute
would not have occurred.
Many of the Sparks militants met on the 22nd of January 2000 to mark the

10th Anniversary of the 1990 tramway dispute.

"We must learn how to honour children - and the elderly in the building

our cities and streets" - David Engwicht.
David Engwicht used the experiences he gained during a three year
campaign
to stop the widening of a street he lived on in Brisbane in 1987, to put

together this manual on how to reclaim your street.  Ever wondered why
every
street we live in, is a potential death trap?  Ever wondered how the
explosion of public transport has made us prisoners in the very streets
we
live in?  If you have, this is the book for you.
In this two hundred page manual, David patiently explains how people can

reclaim their streets in the here and now without pushing the problem
into
somebodies else back yard.  This is a very simple practical guide
beautifully illustrated with a heap of simple line drawings.  Reading
the
book, it¹s easy to see why it took the author over four years to put
this
manual together.  If you¹re interested in theory and dream about "The
revolution", don¹t bother to pick up this little gem.
If you¹re a practical type who wants to eat pie in the sky now, not when

you¹re dead, this is the book for you.  Engwicht methodically and
patiently
goes through the steps that need to be taken to turn an isolated
privatised
car culture into a culture that reclaims the living space that has been
stolen from us by an ever expanding car mentality.
This book isn¹t one of those books you read and file away, it has the
potential to be much more.  As the book went to press, David and a
number of

BOOK REVIEW - THE CHRIST CONSPIRACY ­ THE GREATEST STORY EVER SOLD BY
ACHARYA S.
Organised religion and the State go hand in hand together like peas and
mashed potatoes.  This would ring true with many anarchists and numerous

other freethinkers.  Reading this book was like enjoying fresh country
air
to me.
Contrary to popular belief, there was no single man at the genesis of
Christianity.  Instead there were many characters (the majority of whom
were
personifications of the solar mythos) rolled into one.  Popular deities
such
as Mithra, Hercules, Dionysus of the Greco-Roman world, Horus, Osiris
and
Serapis of Egypt and Krishna, Budda and Zoroaster respectively of India
and
Iran.  The saviour/redeemer stories which are similar not because they
represent actual exploits of a variety of godmen who said and did
similar
things but because they represent the same extremely ancient core of
knowledge that revolved around the celestial bodies and natural forces.
A
very highly controversial and explosive book written by archaeologist,
historian, mythologist and linguist Acharya S. pulls together an
enormous
amount of startling evidence to show the Christianity and the story of
Jesus
Christ were created by members of various secret societies and mystery
schools in order to unify the Roman empire under one State religion.  In

making such a fabrication, this multinational cabal drew upon a multiple
of
myths and rituals that already existed long before the Christian era and

reworked them for centuries into the story passed down today.
Anyone interested in having on hand this type of material (particularly
when
debating or dealing with religious fundamentalists and the like) would
find
this book very handy.

PERSONAL OBSERVATION
Life just seems to happen, day turns to night, night turns to day.  We
go
through the emotions of waking and sleeping filling over days and nights

doing what has to be done or doing nothing at all, watching time slip by
as
age robs us of our dreams, hopes and aspirations.  These angst laden
thoughts flow through my mind as I wait for another traffic light to
change.
I¹m sitting, waiting oblivious of everything except my own personal
angst
when directly across the road a small truck pulls up, parks, the driver
alights and starts walking.  So what?
So what!!  this man has intruded on my thought processes and has
inadvertedly placed me in one of those rare positions where what I¹ll do
in
the next ten seconds will have a profound impact on the lives of people
yet
to be born.  The trucks parked on the top of a slight incline, twenty
meters
directly in front of the truck is parked a blue station wagon with two
children sitting in the back.  In his rush to do what he has to do, the
truck driver has switched off the engine but has forgotten to put the
truck
into park.  As soon as he alights, it begins to move forward, slowly at
first, then it gains momentum.  Within a few seconds it will smash into
the
back of the station wagon parked in front of it, possibly pushing the
station wagon into the path of oncoming cars.
This impending tragedy has refocussed my angst ridden brain on more
practical matters.  Do I ignore  the situation and continue to grieve
about
last opportunities?  Do I try to get the drivers attention?  He¹s about
two
meters from the back of the truck, do I alight from the car, race across
to
the station wagon and try to get the children out?  All these options
flash
through my mind in less than a second.
I beep the horn nothing, I put my head out of the window and shout "HEY
MATE!!  YOUR TRUCKS MOVING!! He must have known that something was a
miss
because as soon as he heard those words he turned and raced towards the
front door.  As his hand reached the door, I wondered if he had locked
it,
if he had, it was too late.  If he hadn¹t there was a chance he could
stop
the truck.  No, the door wasn¹t locked.  He jumped in and stopped the
truck
about two meters from the rear of the station wagon.
He alighted and gave me one of those sheepish grins you give someone
when
you know you have done something wrong and moved on.  The children in
the
station wagon were oblivious to the drama that had just played itself
out,
the lights changed I moved on, my mind burdened with the angst of
existence

STOP PRESS - BEYOND NATIONALISM BEYOND RELIGION
Although people are still fighting for and dying for the right to
practise
the religion of their choice and carve out their own nationalist dream,
the
nature of struggle is changing.  As corporate mega mergers continue the
face
of the enemy is becoming clearer and clearer.  The amenity that the
worlds
financial global forces have been able  to hide behind is being stripped

away as the corporate monopolies become bigger and bigger.
The corporate vision is slowly seeping out of the collective conscious.
The
features of big brother and big sister are becoming sharper and sharper.

The focus of protest is shifting from the struggle to create nationalist
and
religious enclaves to a more encompassing struggle.  More and more
people
are beginning to realise that there is little if any point in struggling
to
raise their own flag, when at the end of the day they don¹t control the
economic agenda in their own country.
The struggle in East Timor is the latest example in a long list of
struggles
of what happens when people gain national independence but not economic
independence.  Global capital isn¹t some faceless entity that meets
behind
closed doors.  Like any other hierarchical organisation it has leaders
and
followers, conducts meetings, distributes profits.  The lesson of
Seattle is
that people can organise, that they can gate crash the meetings that
have
been organised to determine their future.
The corporate state has a body, a brain, possibly a soul and plenty of
plans
for its subjects.  What it doesn¹t have is community legitimacy.  As
social
and political activists we need to concentrate our energies on this
question
of legitimacy.  Who¹s interests do they represent? As global capital
relies
on mass consumption it¹s vulnerable to mass action.  Mass action will
only
occur when the corporate beast has been defined and its legitimacy has
been
destroyed.

DEBT ELIMINATION APPEAL
Our debt stands at $1524.20.  Thank you to all those readers who have
responded to our appeal.  Over the next few weeks we will be reassessing

what we can and what we can¹t do in the year 2000.  One of our main aims
is
to eliminate our debt by the end of June 2000.  In order to do this we
will
need to curtail many of our activities.  We owe money to people who have

supported us in the past who need this money to get on with their own
activities.  The bulk of the debt is owed to 3CR ­ Melbourne¹s Community

Radio Station.  If you can help and we hate asking you to help us
continually, send us stamps or cheques or money orders made out to
LIBERTARIAN WORKERS.  Send them to PO Box 20 Parkville 3052 Melbourne

INTERNATIONAL WOMANS DAY RADIO PROGRAMS
The Anarchist World This Week falls on International Woman¹s Day,
Wednesday
the 8th of March this year.  Programs are suspended by 3CR during the
day
and woman programmers take over the 24-hour period.  This year, the 3CR
management committee has kindly allowed The Anarchist World This Week to
be
broadcast by Anarchist Women.  Helen, an anarchist and 3CR programmer is

coordinating the hour.  If you want to come onto the program, ring The
