Friends of PGA,

We would like to propose a Global Day of Action for the Annual General
Meeting of the IMF/World Bank in Prague on the 26/28th of September. For
two reasons:

- After Seattle there is - at least in Europe and North America - an
incredible enthusiasm and interest to continue and amplify the process of
netwroking and mobilisation. (Last weekend for example, 1500 people crossed
half Europe for our illegal demo in the mountains of Davos against the
World Economic Forum. There will be a demonstration in Washington for the
executive meeting of IMF/World Bank meeting 16-17 april.) Many
organisations from France and Italy want to come demonstrate in Geneva
against WTO. Unfortunately, WTO probably won't make the mistake of
organising a big réunion now! So why not funnel this energy against IMF,
just as was done from MAI towards WTO? 

- the dynamic generated by PGA has had major successes in the North with
the global days of action (May 98, June 18th 99, Seattle, etc.), but is
very weak in the South. According to what Latin American groups have been
saying, it seems that IMF would be a good target to get the dynamic going
again,as it is much better known than the WTO. And of course it is perfect
for Prague and Eastern Europe, where the organisation and mobilisation
process has already started. (see www.destroyimf.org  under construction) 

If the global day was decided, there was another suggestions for organising
it. Each organisation in the North twin up with a southern one. This would
permit exchanging politically in more depth. PGA has no center capable of
organising all the interactions, but these bilateral exchanges would permit
much more interaction, which could then be shared over the whole network.
The european groups could help representatives from their southern partner
to come north, do some conference touring (maybe mini-caravans) and then
come to Prague. The twinning idea should in any case be a good one for PGA.
It corresponds anyhow to a necessity of solidarity which is beginning to
take form since everybody can't do everything (London and Berne doing
solidarity demos with the Narmada movement, etc.)

Please give us a first reply to the all the recipients quickly! We must
have enough feedback to decide around the time of the PGA Latin American
meeting (about six weeks away) and the European meeting (normally at the
same time as the Washington IMF/WB meeting in April, but in Prague.)

Our resistance is as transnational as capital !
