INDEFINITE HUNGER STRIKE OF PRISONERS OF THE SPANISH STATE

On December 1st 2000 around 50 prisoners in different prisons have started 
an indefinite hunger strike. Another 150 prisoners are taking part by solidarity 
actions.

There are many reasons to combat the reality of the life behind the walls, but 
the prisoners have opted to fight for three demands. 

These three demands are:

To put an end to the FIES and isolation

To put an end to the dispersion

To release prisoners with incurable sickness


F.I.E.S. (Fichero de Internos de Especial Seguimiento) is a coercive 
measure of illegal character, which has been unsuccessfully denounced on 
various occasions, even though it is contrary to the Spanish Constitution as 
it restricts fundamental rights.
F.I.E.S. was introduced by the Penitentiary Institutions in 1991 to ensure 
their security and good order. It was sold to the public as something like a 
database to have the most dangerous prisoners classified. In reality, F.I.E.S. 
is a lot more than a database. Prisoners that fall under the F.I.E.S. regime 
are basically isolated; during 23 hours in their cell and one hour daily outside 
in the courtyard. Their communication with the outside world, family and 
friends and their supply of paper to write and books to read is strongly 
restricted. The only physical contact they have is through the beatings they 
get from the guards.
The F.I.E.S. regime is a total contradiction to the official aim of serving a 
sentence, namely ‘social reintegration’.

The DISPERSION is not a measure, which only affects political prisoners, as 
they want to make us think. This is demonstrated by the fact that more than 
52% of the prisoners of the Spanish State are serving their sentence outside 
of the province of their social surroundings. The fact that contact with the 
outside world and visitors is difficult, can provoke a strong personal and 
social disorder. Effects contrary to the aim of imprisonment; which, 
according to the Spanish Constitution, is ‘social reintegration’.
The demand of the prisoners to put an end to the dispersion only asks for the 
fulfilment of constitutional laws.

The demand to release the prisoners with incurable sicknesses only asks for 
the basic right to be able to die with dignity and not to be condemned to die 
inside a cold cell or in a room of the prison hospital. 11.3% of all the people 
that have passed through Catalan prisons in the past ten years have died 
inside prison (1700 people), despite the fact that a lot of prisoners are 
released from prison a few days (or even a few hours) before they die in an 
attempt of the penitentiary administration to reduce the mortality figures 
inside prisons.


The hunger strike has been going on for more than ten days and until now 
the mainstream-media and the concerned institutions have kept silence. If 
the situation continues like this the prisoners taking part in the hunger strike 
are going to die or end up with serious health problems.
